The Azeri and Russian presidents arrived in the Iranian capital earlier on Wednesday, and held separate meetings with President Hassan Rouhani.
The three heads of state are going to hold the second trilateral meeting of the presidents of Islamic Republic of Iran, Azerbaijan Republic, and the Russian Federation later in the day.
The first such meeting was held in the Azeri capital of Baku.
