Japan eyeing Iran’s oil prize Azadegan

Platts has quoted a senior Japanese government official as saying that Azadegan is in a list of upstream projects in which Tokyo is interested.

“With Iran holding one of the largest oil and gas reserves in the world, we recognize that upstream developments would be extremely [good opportunity] for Japanese companies,” Yuki Sadamitsu, the director of the oil and gas division at the Ministry of Economy, Trade and Industry has told Platts.

“As the government, we are interested in upstream opportunities including Azadegan in Iran,” Sadamitsu said.

Inpex, Japan’s largest upstream company, had a stake of 10 percent in the project but withdrew in 2010 following the Japanese cabinet’s decision which is believed to have been prompted by US pressures.

IRAN SACKED CNPC

Azadegan has already been described as Iran’s biggest oil discovery in multiple decades and is believed to have an in-place reservoir of 42 billion barrels.

Iran awarded the project to China’s CNPC in 2009. However, the country’s oil officials later indicated major discontent with the performance of the Chinese company and accordingly announced in April 2014 that it had been kicked out of Azadegan.

In late January, Iran’s media said the country is discussing the development of the megaproject with the French energy giant Total.

The production target that Iran has set for Azadegan in its second phase of development is 210,000 barrels per day (bpd) which is expected to rise further to as high as 320,000 bpd in a later stage.

The project is currently producing 110,000 bpd.

SUPPORTING IRAN INVESTMENTS

Elsewhere in his interview with Platts, Sadamitsu has emphasized that Tokyo intends to provide financial support for Japanese companies once commercial decisions for participating in Iran’s oil projects are made.

Asked to comment about Japan’s potential interests for participating in projects in Iran, he said the government has kept its options open for exploration, development and enhanced oil recovery projects, leaving it to the Japanese companies to make commercial decisions.

But Sadamitsu said it remains unclear whether Iranian upstream projects will be “attractive” compared to projects in other countries such as in Iraq as there are still areas that need to be clarified in the new Iran Petroleum Contract (IPC).

While noting Japanese companies are running a series of cost reviews in the low oil price environment, the official emphasized that the government is looking at ways to enhance its financing schemes to help the companies making new upstream investments.

“Especially under the current difficulties, we are looking at whether the [government] can take more risks if private companies are making their commercial decisions,” Sadamitsu said.

Russian defense minister confers with Iranian counterpart

Russian defense minister has come to Iran to deliver the message of Russian President Vladimir Putin.
In the meeting, the two ministers exchanged views on implementing defense pact inked between the two countries.
They discussed the upcoming security conference in Moscow.
Iranian defense minister in his visit to Moscow conferred with his Russian counterpart and President Vladimir Putin on issues of mutual interests along with regional developments.
Russian news agency Sputnik said that Russian defense minister is to confer with Iranian president as well as the country’s high ranking officials on issues of mutual interests.
The Iranian and Russian defense ministers reached a deal to broaden military cooperation last January.
In his meeting with Russian president, the two sides exchanged views on issues of mutual interests, regional and international developments.
President Putin termed strategic cooperation with Iran vis-a-vis the regional crisis as very significant, saying that Iran and Russia would play major role to restore long-lasting security in the region.
Iran and Russia through collective contribution should eradicate terrorism in the region, said the Iranian defense minister.
Close cooperation between Iran and Russia would serve as an exemplary model for the countries in the region, said the Iranian defense minister.

Iran Crowned Asian Futsal Champion

The team came from 1-0 deficit to beat Uzbekistan 2-1 at the Uzbekistan Stadium in Tashkent.

Dilshod found the back of Iran’s net in the first minutes of the match but two goals from Ghodrat Bahadori and captain Mohammad Keshavarz in the first half wrapped up victory for the Iranian team over Uzbekistan.

Iran could have scored more goals but the players wasted their chances.

Earlier in the day, Thailand humiliated Vietnam 8-0 in the third-place match.

Iran has won 11 times out of 14 editions. Japan has won the other 3 editions of the competition including the last 2 championships.

Iran, Oman Keen to Bolster Economic Ties

“The relations between Iran and Oman, which are based upon friendship, fraternity and mutual trust, are exemplary, and Tehran welcomes the expansion of economic cooperation with Muscat,” Iranian President Hassan Rouhani said Sunday at a meeting with Oman’s Foreign Minister Yusuf bin Alawi, in Tehran.

The president also called for efforts to seize the opportunities for economic cooperation, ushered in by the termination of anti-Iran sanctions under the Joint Comprehensive Plan of Action (JCPOA), a lasting nuclear deal between Tehran and the Group 5+1 (Russia, China, the US, Britain, France and Germany).

President Rouhani noted that the private sectors of Iran and Oman can promote cooperation in the development of ports, civil aviation, railroad transportation and banking activities.

He also expressed Iran’s readiness to facilitate the activity of Omani investors and merchants, calling on Muscat to do the same for Iranian traders.

The visiting Omani diplomat, for his part, said the sultanate welcomes the presence of Iranian merchants by offering them special trade facilitation.

Bin Alawi said Iran and Oman’s economies complement each other, which is the more reason for the promotion of mutual cooperation between the two nations.

The top Omani diplomat who arrived in Iran on Saturday has also held meetings with Iranian Foreign Minister Mohammad Javad Zarif and Secretary of Iran’s Supreme National Security Council (SNSC) Ali Shamkhani.

Iran and Oman share age-old and close diplomatic, economic, and military ties. Sultan Qaboos played an important role in facilitating the early stages of nuclear talks between Iran and world powers, which led to the JCPOA.

Iran laying basis for non-oil economy

A number of global corporations are eyeing the potential dividends of repressed demand in the country of 80 million people, which is sitting on the world‘s biggest oil and gas reserves combined.

Several car manufacturers, engineering companies, oil and industrial gases producers have already chipped in with pledges to a number of development projects.

Earlier this month, the country signed an agreement with Japan for $10 billion in investment and is seeking similar deals with other nations.

Germany’s industrial gases company Linde and Japan’s Mitsui Chemicals plan $4 billion of investment in Iranian petrochemical projects.

Italy’s engineering company Maire Tecnimont has signed a collaboration agreement worth 1 billion euros for construction of refineries and petrochemical plants in Iran.

Another Italian company Saipem signed a deal worth between $4 billion and $5 billion to revamp and upgrade Iranian oil refineries and build pipelines in the country.

On Saturday, Economy Minister Ali Tayebnia said Iran is seeking $45 billion in foreign investment in next few years.

The country’s strategic location, political stability and population, he said, has made it an attractive destination for foreign investment.

“All these factors have led to a capacity to attract more than $45 billion in foreign financial resources for next year, with about $15 billion in direct foreign investment,” he told a news conference in Tehran.

Any foreign investment must strengthen Iran’s economy, Tayebnia said as he put in his proviso for the plan.

“We won’t welcome any proposal that doesn’t lead to transfer of technology and capital or doesn’t boost production and exports.”

President Hassan Rouhani also said investment and transfer of technology was the key to an economic boom.

“We must create an opportunity in which all domestic and foreign investments are employed,” he told a forum on labor in Tehran.

Rouhani said Iran has now “turned threats to opportunities” with the lifting of sanctions on the country with its annual output of $400 billion.

“Today, those who feared Iran’s name and were competing with each other for distancing themselves from Iran are in a race to come closer and invest in the country,” he added.

Foreign investment is crucial to Iran’s efforts to wean itself off oil revenues and develop its non-oil sectors, including agriculture, tourism and mining.

“Our past experience showed that oil at $147 cannot solve our employment and public welfare problems,” Rouhani said.

Russia’s defense minister arrives in Iran for talks

Shoigu, who arrived in Tehran on Sunday at the head of a delegation, is scheduled to sit down with Iranian President Hassan Rouhani later in the day.

The trip comes less than a week after Iranian Defense Minister Brigadier General Hossein Dehqan paid a visit to Moscow and discussed mutual relations as well as regional and international developments with President Vladimir Putin, Shoigu and Deputy Prime Minister Dmitry Rogozin among other senior Russian officials.

In the meeting between Dehqan and Putin, the Russian president expressed satisfaction with mutual defense and security cooperation, which he said is in line with common interests, and called for enhanced ties within the framework of implemented agreements.

Iran and Russia signed an agreement on the delivery of the S-300 missile system to Tehran, which was banned by Moscow back in 2010 under the pretext that the deal was covered by the fourth round of the UN Security Council sanctions, which barred hi-tech weapons sales to the Islamic Republic.

In April 2015, the Russian president signed a presidential decree paving the way for the long-overdue delivery of the missile defense system to Iran after Iran and the P5+1 group of countries – the United States, France, Britain, China and Russia plus Germany – reached a mutual understanding on Tehran’s nuclear program in the Swiss city of Lausanne.

Russian presidential aide for military and technological cooperation Vladimir Kozhin said on Saturday that the technical procedures of the S-300 deal are currently underway.

“Due payments are made in accordance with it. We are strictly observing the procedure set forth in the contract. Iran is completing the work on its own details, and we on our own. The first consignment of the systems is ready to be shipped,” Kozhin stated.

Russia tries to mollify Iran on Saudi talks

The abortive effort came in the midst of Iran’s efforts to redeem its market share with stepped-up oil production after the lifting of sanctions.

Tehran was apparently taken aback after Russian Energy Minster Alexander Novak traveled to Doha and agreed with his Saudi counterpart Ali al-Naimi to freeze oil output at near-record levels.

With Tehran and Riyadh on bad terms over a series of issues, Venezuelan, Qatari and Iraqi oil ministers headed to Tehran on a whirlwind trip to seek Iran’s hand in the Doha agreement.

While little information trickled to the media about what went on in the closed-door meeting, the outcome was somehow predictable.

In a bid to keep up appearances, Minister of Petroleum Bijan Zangeneh said after the talks that Iran supported any effort to stabilize oil prices, including cooperation between OPEC and non-OPEC oil producers.

Zangeneh said while he supported a production “ceiling” to stabilize oil prices, it’s the first of several steps that should be taken.

Other Iranian officials, however, cast aside the diplomatic language. Iran’s OPEC envoy said it was “illogical” to ask Iran to freeze its oil production level.

“Asking Iran to freeze its oil production level is illogical. When Iran was under sanctions, some countries raised their output and they caused the drop in oil prices. How can they expect Iran to cooperate now and pay the price?” Mehdi Asali said.

Zangeneh also indicated that Tehran would not agree to freezing its output at January levels, saying the country would not give up its appropriate share of the global oil market.

On Saturday, Novak said Iran has constructively reacted to the proposal to freeze oil production but is not yet ready to join other countries in the agreement.

“As I’ve said before, Iran has quite constructively reacted as a whole to the proposals that are currently being discussed by our four partners, but I’d say that Iran isn’t ready to join them yet,” Novak told Rossiya television network.

The remarks seemed intended at appeasing Iran as Russian Deputy Minister of Energy Anatoly Yanovsky also said a decision to provide Iran with a loan has no connection to Tehran’s stance on freezing the oil output.

“These things are not related, they are completely different. If we talk about a loan, this loan is for specific investment projects which are of mutual interest,” Deputy Minister of Energy Anatoly Yanovsky said on Saturday.

Last month, Russian Deputy Finance Minister Sergei Storchak said that Moscow and Tehran were in talks over Russia granting a $5 billion loan to the Islamic Republic.
