SCO Member States Express Full Support for Iran Nuclear Deal: FM

During the SCO summit in China’s Qingdao, it was stressed that Tehran must benefit from the economic advantages of the nuclear deal, Zarif noted on Monday.

It was also emphasized that Russia and China, as well as the European countries, must fulfill their commitments to enable Iran to enjoy the deal’s benefits.

Speaking to IRNA, the Iranian top diplomat added that during President Rouhani’s visit to China the stance of the Islamic Republic regarding the nuclear agreement was announced, and the JCPOA was supported as an international agreement.

“During this visit, the president of the Islamic Republic held talks on the nuclear deal with his Russian and Chinese counterparts and the sides talked about the current special situation and how to continue the collaborations despite the United States’ withdrawal,” underpinned FM Zarif.

The Chinese and Russian presidents also highlighted that they feel the Europeans have similar obligations, he added.

Rouhani and his accompanying entourage left China on Sunday evening after attending the Shanghai Cooperation Organization Summit in Qingdao.

The Shanghai cooperation organization originated from The Shanghai Five, which was formed in 1996 when Russia, China, Kazakhstan, Kyrgyzstan and Tajikistan signed a treaty on the security of their borders. Later, the bloc became the SCO and currently consists of eight full-time members, four observers, six dialogue partners and international organizations, such as the UN, ASEAN and the Commonwealth of Independent States.

Tehran, New Delhi Set to Boost Strategic Ties

In a Sunday meeting held on the sidelines of the SCO Summit in China, President Rouhani expressed satisfaction over the growing Tehran-New Delhi relations and welcomed India’s active participation in the development project of Chabahar Port in southeastern Iran.

“Chabahar Port, as a bridge that links India to Afghanistan and Central Asia to Eastern Europe, can strengthen the historical and commercial relations between Iran, India, and the region more than ever.”

Referring to the significant role of banking cooperation in developing economic relations, the president emphasised that the implementation of the recent agreements reached between the two countries in New Delhi should be accelerated.

He also described the implementation of these plans as a step towards further development of relations between the two countries.

PM Modi, for his part, referred to the quick process of the development of Tehran-New Delhi relations, saying that his country is determined to develop inclusive relations with Iran.

The Indian Prime Minister also highlighted the importance and special status of the Chabahar Port for the development of regional cooperation.

Iranian, Chinese Presidents Discuss Nuclear Deal, Expansion of Ties

During the Sunday meeting, held on the sidelines of a summit of the Shanghai Cooperation Organization (SCO) in the Chinese port city of Qingdao, the Iranian president said China played an important and effective role during the negotiations between Iran and major world powers which led to the conclusion of the historic nuclear agreement, officially known as the Joint Comprehensive Plan of Action (JCPOA).

“Now, Beijing has also a very important role in the reinforcement of the JCPOA and fulfillment of the other sides’ commitments,” Rouhani said.

Iran and the five permanent members of the United Nations Security Council – the United States, France, Britain, Russia and China – plus Germany signed the nuclear agreement on July 14, 2015 and started implementing it on January 16, 2016.

Under the JCPOA, Iran undertook to put limits on its nuclear program in exchange for the removal of nuclear-related sanctions imposed against Tehran.

However, US President Donald Trump announced on May 8 that Washington was walking away from the nuclear agreement, vowing to reinstate nuclear sanctions on Iran and impose “the highest level” of economic bans on the Islamic Republic.

US Secretary of State Mike Pompeo also threatened Iran with the “strongest sanctions in history” if it did not comply with a list of steep demands, including ending uranium enrichment.

In a Saturday meeting with Russian President Vladimir Putin on the sidelines of the SCO summit, the Iranian president said Russia plays a key role in maintaining the nuclear deal.

“After the US unilateral and illegal exit, Moscow has an important role in the reinforcement of the JCPOA and fulfillment of the opposite sides’ commitments,” he added.

Elsewhere in his remarks, Rouhani said Iran welcomes Chinese firms’ investment in the upstream energy sector.

He also pointed to fruitful cooperation between Tehran and Beijing in the fight against terrorism, extremism and smuggling which promoted regional stability and urged the two sides to further continue interactions.

China has been the first trade partner of Iran over the past years, he said, adding that enhanced banking cooperation would support the implementation of bilateral agreements.

Rouhani also stressed the importance of developing bilateral cooperation in the fields of culture, science and technology and expressed hope that the Chinese government would facilitate issues for Iranian businessmen and students including in the banking sector.

JCPOA signatories must remain committed to deal: Xi

The Chinese president, for his part, said his country is determined to boost strategic cooperation with Iran and added that JCPOA is a great achievement of multilateralism which guarantees regional peace and cooperation.

Xi emphasized that the US seeks to change the international order through unilateral approaches and violation of regulations.

He also voiced Beijing’s strong opposition to Washington’s unilateral move to withdraw from the nuclear accord and re-impose sanctions on Tehran, emphasizing that the remaining signatories must fulfill their commitments under the JCPOA.

The Chinese president said Tehran and Beijing must boost cooperation at the United Nations, the SCO and the Confederation of International Contractors’ Associations (CICA) in order to counter the US unilateralism.

Speaking at a joint press point with Chinese Foreign Minister Wang Yi in Brussels on June 1, the European Union’s foreign policy chief Federica Mogherini said the bloc and China share commitment to preserve the nuclear agreement and to work for its continuation.

“Indeed, we are one hundred percent determined to continue cooperation between China and the European Union, but I can add also with Russia as it belongs to the signatory countries, but also with other partners internationally who are committed to preserve the nuclear deal and its full implementation,” the senior EU official said.

Iran, China sign four memoranda of understanding

On the sidelines of the two presidents’meeting, Iran and China also signed four memorandums of understanding for cooperation in various fields.

The first agreement was about joint research cooperation between the Iranian Vice-Presidency for Science and Technology and China’s Ministry of Science and Technology.

The second MoU pertained to Iran’s cooperation with China for preventing and fighting illegal production, smuggling and abuse of all kinds of narcotics, psychedelic drugs and their precursors.

The third memorandum of understanding was signed between Iran’s Securities and Exchange Organization and the China Securities Regulatory Commission (CSRC) for cooperation.

The last MoU stressed the formulation of a plan for cooperation between Tehran and Beijing with the framework of China’s Belt and Road Initiative.

Iran Leader Says Holding Referendum Best Solution to Issue of Palestine

Ayatollah Khamenei made the comment in a Sunday meeting with a host of professors and researchers at universities.

“We announced a plan [to resolve the issue of Palestine] from day one, and said democracy today is a modern method accepted worldwide,” said the Leader.

“We said in order to determine the fate of the historical country of Palestine, you should refer to Palestinian people. The plan has been registered at the UN as the viewpoint of the Islamic Republic of Iran,” said Ayatollah Khamenei.

The Leader noted that Iran acts logically in all issues.

“Go and conduct an opinion poll among those who are really Palestinian and have lived in [occupied] Palestine since 80 or 100 years ago, whether Muslims, Jews or Christians, whether in occupied territories or outside them – act according to whatever they say. Is this a bad idea? Don’t the Europeans want to understand this?” said the Leader.

He then hit out at the Zionist regime of Israel for pressing charges against Iran.

“That child-killing, tyrannical, wicked and brutal regime plays possum and claims that Iran wants to exterminate several million of its (Israel’s) population,” Ayatollah Khamenei said.

He said Israel is the worst of tyrants of all time, with Europe remaining silent in the face of atrocities committed by Tel Aviv in Gaza and al-Quds.

He noted that Iran has the most number of enemies among despotic governments and worthless powers, and at the same time, has the most number of supporters among the masses in many countries.

IRGC Dismantles 3 Terrorist Cells in Less than 24 Hours

The cells were busted in northwestern and western areas of the country in separate clashes between the IRGC and the terrorists.

In a statement, the IRGC said the Iranian forces thwarted a plan by a terrorist group seeking to penetrate into Iran’s soil Friday evening through Oshnavieh border to commit acts of sabotage in Iran, a report by Tasnim News Agency said.

During clashes between the two sides along the border, IRGC forces killed all the seven members of the terrorist group.

In separate clashes on Saturday, the IRGC forces dismantled two other terrorist groups in Sarvabad and Oshnavieh areas.

The terrorist groups were trying to infiltrate into Iran to commit terrorist attacks inside the country but faced the IRGC forces that had been deployed in the region earlier after receiving information on the terrorists’ plots.

During the subsequent clashes, the Iranian forces managed to kill six terrorists and injure three others.

The IRGC forces also confiscated a large amount of ammunitions from the terrorist groups in the region.

Observers say with its vigilance against terrorists’ plots, the IRGC has set a record by dismantling three terrorist cells in less than 24 hours. This reveals the IRGC’s capabilities in fight against terror, observers say.

EU Taking Steps to Maintain Growth of Trade Ties with Iran

Speaking in an exclusive interview with the Etemad daily newspaper, Schmid the EU is fully committed to mitigating the impact of US sanctions on European businesses.

She also declared that the bloc is taking steps to help maintain the growth of trade and economic relations between the EU and Iran that began when sanctions were lifted.

What follows is the full text of the interview conducted by Etemad’s Sara Massoumi:

 

With its unilateral withdrawal from the nuclear deal, the US has turned its back on the UN Security Council resolution as well as a multilateral accord. Is the any action underway in Europe to file a complaint against the US move or to condemn it? 

As a matter of fact, the European Union has expressed deep regret at the decision of the United States to withdraw from the JCPOA and stressed very clearly that the EU remains fully committed to the continued, full and effective implementation of the JCPOA, so long as Iran continues to respect its obligations.

This was confirmed at the highest level by the 28 EU Heads of State or Government in the margins of the Sofia Summit on 16 May 2018.

The EU High Representative Federica Mogherini has also underlined this message at numerous occasions: the nuclear deal with Iran is crucial for the security of the region, of Europe and of the entire world. Together, with the rest of the international community, we are determined to preserve it.
At the Joint Commission meeting on 25 May that I chaired, on behalf of EU High Representative Federica Mogherini, and which was attended by the E3+2 (France, UK, Germany, China, Russia) and Iran, participants regretted the withdrawal of the United States from the nuclear deal and the announced re-imposition of US sanctions lifted under the JCPOA. They also stressed that the JCPOA was a key element of the global non-proliferation architecture and a significant diplomatic achievement endorsed unanimously by the UN Security Council in its Resolution 2231.

When the US withdrew from the deal, one of the major problems that emerged almost immediately was doubts on the part of firms such as Total to halt their cooperation with Iran. Many analysts are also saying that European governments cannot force these companies to stay in Iran as the firms will eventually decide for their own interests. In a situation like this, what guarantee from Europe could help Iran enjoy the economic benefits of the deal?

It is true that the announcement by the United States that it is withdrawing from the Iran nuclear deal and its decision to reinstate sanctions has the potential to have a negative impact on European companies which have invested in Iran in good faith since the deal was signed. The lifting of nuclear-related sanctions is an essential part of the JCPOA. The EU is fully committed to mitigating the impact of US sanctions on European businesses and is taking steps to help maintain the growth of trade and economic relations between the EU and Iran that began when sanctions were lifted.
At the EU level, the European Commission has taken steps to preserve the interests of European companies investing in Iran, including through:

  • Launching the formal process to activate the Blocking Statute which forbids EU persons from complying with US extraterritorial sanctions, allows companies to recover damages arising from such sanctions from the person causing them, and nullifies the effect in the EU of any foreign court judgements based on them.
  • Launching the formal process to remove obstacles for the European Investment Bank (EIB) to decide under the EU budget guarantee to finance activities outside the European Union, in Iran.
  • Strengthening the ongoing sectoral cooperation with, and assistance to, Iran, including in the energy sector and with regards to small and medium-sized companies.

Preserving the interests of businesses and investors can only be achieved by a combination of measures taken at national and European level. In this regard, intensive discussions are underway with EU member states to find practical solutions, in particular in the areas of trade and investment, oil, transport, and financing. National focal points have been appointed to coordinate these efforts. In addition, the EU has been in close touch with international partners, such as India, Japan or South Korea, who are interested to cooperate with the EU.

Ultimately, individual companies will continue to make their own assessments but what the EU is working at is putting in place a framework in which legitimate business can continue, and which supports those active in Iran. While a market economy does not work according to the principle of ‘guarantees’, a continued adherence to JCPOA commitments and to a rules-based and transparent business environment should continue to attract the international investment and trade that would benefit the Iranian economy and the Iranian people.

Iran says there will be no talks on regional issues or the country’s missiles program before the EU could show its goodwill in the JCPOA. That being the case, what strategies will the EU adopt on these issues vis-à-vis Iran?

The EU has always clearly emphasised its balanced approach to the region and urged all countries in the region to work towards de-escalation of tensions. Equally, the EU has expressed its concern with the regional military build-up, including Iran’s missile programme. The EU has called upon Iran to refrain from activities which deepen mistrust, such as ballistic missile tests, which are inconsistent with UN Security Council Resolution 2231. Because these issues are separate from the JCPOA, the EU continues to engage Iran in a format different from the JCPOA, for example with the dialogue that has started over the past few months, with first discussions on Yemen.

Kazem Dashi; Huge Rocky Structure in Middle of Lake Urmia

“Iran May Launch Attacks on Terrorists at Syrian Government’s Request”

Amir-Abdollahian, a senior advisor to Iranian parliament speaker, noted that Iran will remain in Syria as long as the Syrian government decides to use the Islamic Republic’s advisory assistance.

According to a report by ISNA, he made the comments on the sidelines of a commemoration ceremony for the martyrs of 2017 terrorist attacks on the Iranian Parliament.

“In the years passed, the Americans were practically on the side of the ISIS and supported terrorism to fulfil their goals, but the Islamic Republic of Iran, Hezbollah and the resistance axis seriously fought against terrorism. Of course, Russia also contributed to the fight against terrorism in Syria.”

“US President Donald Trump explicitly lied in a declaration about the US strategy for 2018 claiming that they have eliminated ISIS,” added the Iranian diplomat.

He also noted that the Islamic Republic of Iran and its allies have fought against terrorism in Syria and Iraq, and the world should be grateful to Iran and the resistance movement.

Earlier in the day, Syrian President Bashar al-Assad declared that Iran has been invited to help Syria defeat terrorists, and thus its presence in the Arab country is a legitimate one.
“The Russians were invited by the Syrian government, their existence in Syria is a legitimate existence, and the same holds true for the Iranians,” Assad said in an interview with Britain’s Mail on Sunday.

“While for the United States, the UK, it is illegal, it is an invasion; they are breaching the sovereignty of Syria – a sovereign country. So, their existence is not legal at all, it is an illegitimate existence,” he added.

Araqchi Assures MPs that Joining FATF Won’t Pose Security Threat to Iran

Speaking at an open session of the parliament on Sunday, Araqchi defended a bill on Iran’s accession to the FATF and said the bill is one of the international instruments to fight against terrorism.

Iran, itself, is a victim of terrorism, he said, adding that last year, the parliament building was targeted in a terrorist attack by Daesh (ISIS or ISIL) militants.

The Iranian diplomat went on to say that terrorism has countless international networks and that without joining international conventions, fighting terrorism and uprooting its financial sources would be impossible.

During the open session of the parliament, the MPs agreed that debates on the country’s accession to the FATF be put on hold for two months.

They decided that dealing with the FATF issue would be shelved until results of negotiations with Europe on saving the Joint Comprehensive Plan of Action (JCPOA) become clear.

Established in 1989, the Financial Action Task Force is an inter-governmental body with the purpose of setting standards and promoting effective implementation of legal, regulatory and operational measures for combating money laundering, terrorist financing and other related threats to the integrity of the international financial system.

Trump Proved Ayatollah Khamenei Was Right: Kerry

Speaking in an interview with Switzerland’s Neue Zürcher Zeitung newspaper, Kerry said President Trump‘s withdrawal from the Iran nuclear deal is surely “the biggest strategic mistake” since the Iraq war and one of the most significant mistakes in American history.

Because this decision is an agreement in which Iran lived up to its commitments and restricted its nuclear program, but Trump isolated America, he noted during the interview which was conducted on the sidelines of the World Economic Forum (WEF).

Those isolated in Iran who stood up for this agreement [reformists] will also be isolated, Kerry noted, stressing that it will have a very negative impact on Iran’s domestic policy and strengthen the hardliners.

It also increases the risk of a war that could involve the US, he said. “That is irresponsible.”

The US ex-diplomat said his country has chosen the strategy vis-à-vis Iran that was once pursued by President Bush against Iraq.

And that’s a strategy of regime change. As history shows, this does not come out well, he added, blasting Trump for choosing a “counter-productive, self-destructive strategy.

He further noted that the Iran nuclear deal’s fate now depends on the Europeans’ decision.

Europe must take action and give Iranians the opportunity to keep their economy running. Otherwise it will be very difficult, he added.

Kerry said the nuclear deal was, to some extent, supposed to be a stepping stone to Tehran’s better relations with other countries in the world, but that did not work out because of the European banks’ refusal to resume financial transactions with Iran.

They were afraid of being sanctioned by the United States with secondary sanctions despite the agreement, he noted. “That kept Iran from reaping the full benefits of the JCPOA.”

“I say it quite bluntly: The Iranians stuck to the agreement, but we did not,” he stressed.

Kerry described the current situation as “a very dangerous” one, with a real potential for conflict, saying that Iran will not just sit around and watch it being slapped by the other parties to the deal.

“It’s the fault of President Trump who unleashed all this. He had every opportunity to start negotiations with Iran. Now the Iranians will not do this anymore, because Trump has proven before their eyes that America cannot be trusted.”

“This is one of the saddest aspects of the matter: Trump has confirmed everything that Iran’s revolutionary Leader [Ayatollah] Khamenei feared about America,” he added.
