Referring to the progress made in the Vienna talks, Iran’s foreign minister stressed the importance of some remaining issues and the need to protect Iran’s national interests, including in the economic field.

The Iranian foreign minister expressed pleasure with the close cooperation between Iran and China and outlined the consultations held by Tehran in this regard.

Amir Abdollahian further described as important, the continuation of the consultations and close cooperation between Iran and China in Vienna, as well as in the capitals of the two countries.

Moscow envoy: West favoring Russia-Ukraine war

In addition to responding to his Ukrainian counterpart’s comments, the Russian ambassador talked of the country’s Ukraine operation objectives, Moscow’s stance on Luhansk, Donetsk, Crimea and Iran-Russia ties.

In a pre-dawn TV address on 24 February, Russian President Vladimir Putin officially announced the start of a “special military operation” against Ukraine. Russia has said that its operation in Ukraine is not the beginning of a war, but an attempt to prevent a world war.

But many countries around the world, including Europe and the United States, immediately condemned Russia’s move as a war against Ukraine and began to redouble their diplomatic and economic pressure on Russia. The West imposed fresh sanctions on Russia, aimed at cutting off its largest banks and preventing the country from importing critical technology.

The Russian and Ukrainian delegations met on Monday for ceasefire talks in Belarus. During the talks in Belarus, Russian and Ukrainian delegations agreed to hold a new round of negotiations on the Belarusian-Polish border in the next few days, after they “found several points on which you can forecast a common position”.

To shed more light on the latest developments between Russia and Ukraine, Mehr News Agency reached out to Levan Dzhagaryan, the Russian Federation ambassador to Tehran.

Why did recent tensions lead to confrontation in Ukraine? What could be done to avoid war and settle the problems via talks?

Unfortunately, this painful war happened despite our will. We were forced to take this measure and no other choices were left for Russia. Defending Russian citizens, Russian ethnics in Ukraine and blocking membership of Ukraine in NATO are the goals of the ongoing military operation. Ukraine’s membership in NATO would mean the presence of the military alliance near borders of Russia and this will be a serious threat to our national interest.

We asked the US and the West to solve the problems through dialogue over and over but unfortunately, they refrained to do so. They were very interested in this war between two Slav, brother and friend countries. They were just after an excuse to impose sanctions on Russia.

But we will respond to their sanctions and our response will be painful. War was not our choice but no other choice was left for us. The West did not comply with its commitments under the Minsk agreements and didn’t respect their signatures as they did with the JCPOA.

Nowadays Russia is accused of violating Ukraine’s territorial integrity and sovereignty. What is Russia’s stance on this issue? And what is Russia’s plan for Ukraine?

First, the Western media has no right to accuse Russia of violating international law. Did the West respect international law when it bombed Serbia and Iraq? Why do Westerners think they have the right to do whatever they want, but we do not have the right to do anything for our own national security? Mr. Putin said the goal in Ukraine is to disarm Kyiv and rid the country of the Nazis. Ukraine must recognize Russia’s sovereignty over Crimea and become a neutral country. Regarding the Crimean Peninsula, it is necessary to say that Crimea belonged to Russia and during the time of Mr. Khrushchev, who was himself a Ukrainian, he gave this region to Ukraine and no one asked the people of Crimea what they wanted.

Mr. Putin also said that Luhansk and Donetsk already belonged to Russia and Ukraine did not exist. We recognize the independence of Luhansk and Donetsk, and this is our principled position.

Regarding the actions of European diplomats who demonstrated under the Ukrainian flag, it can be said that they can raise thousands and even millions of Ukrainian flags, but this has no effect on the continuation of Russian military operations until the above-mentioned goals are achieved.

Many believe that if Russia succeeds in the current Ukraine arena in the post-war period, we will see changes in the current world order based on US hegemony. What is your opinion on this?

First of all, I emphasize that we will definitely succeed in Ukraine. The United States and the West have mistakenly thought that they can rule the world alone after the end of the Cold War. The era of a unipolar world is over and we are against it. Look at our Chinese friends’ economic and military achievements. We will not allow the United States and NATO to undermine our national interests. We respect international rules and regulations, but we do not allow our national interests to be harmed.

The Westerners told us that NATO would not come even one inch closer to Russia’s borders, but they lied and we were deceived. We do not trust them. Now, the Americans say that the issue of Ukraine’s membership in NATO is not on the table now, but what about the future? Did you see what the United States and Europe did with the JCPOA? Imagine what would be the Americans’ reaction if we deployed our missiles in Cuba and Venezuela.

Russia’s Achilles heel is its economy. The West is preparing large-scale sanctions against Russia. Can Russia withstand economic pressures?

I am confident that we will be able to deal with these problems. We will deal with these sanctions. We have had good experiences in this field since 2014. Also, our banking system is strong and the government will support Russian banks and trade. And another point is that we will respond to these sanctions and soon it will be clear who will suffer the most.

The United States and its allies are making some efforts to exclude Russia from the energy market and even from the UN Security Council. Is this possible?

If Russia does not have a veto, the United Nations will lose its meaning. The US Congress is not the decision-maker on this, and the Europeans themselves have many differences with themselves. We supply 40% of Europe’s gas, we also sell a lot of oil to the United States, and our eastern neighbor China, which has also problems with the United States, has good relations with us and buys energy from us.

We have seen that the Americans have not been a reliable partner even for their allies in recent years. Americans have not only paid attention to their allies’ concerns but also in many cases, they have been betraying their allies, for example, look at their behavior towards Ashraf Ghani. Turkey, Germany, France, and Saudi Arabia noted. Why?

First of all, let me clarify that Ashraf Ghani was not an ally and he was just a puppet. Americans’ behavior stems from the thinking of Americans who call themselves an “exclusive nation”. They believe that Americans have the right to do everything, and others have no right to do it. They consider themselves the gendarmes of the world, but this is not acceptable to us at all, nor is it acceptable to China and Iran.

Some analysts believe that the Ukraine war is a quagmire that the Americans cleverly prepared for Russia, trapping Russia into the quagmire. What is your opinion on this?

I do not think so. Mr Putin said Soviet leaders had become politically and economically paralyzed in recent years and had lost control of the country. The Soviet intervention in Afghanistan was also a mistake that weakened the country’s strength. Our economy was also very weak at that time. Our past experiences prevent the repetition of old scenarios. We can not be deceived. They think they have made Ukraine another Afghanistan for us. Their plans will not succeed and the weapons they bring to Ukraine will not work. What happened in Ukraine is the result of the vile actions and provocations of the Americans. Their goal is to destroy Ukraine, like Afghanistan, Libya, Syria and Iraq.

In addition to the long-term political motives of the United States for the collapse of Russia, to what extent do you consider the economic motives of the United States to be effective in creating this crisis in Ukraine?

This is one of their goals and they are trying to do so but they will unlikely succeed. They cannot find a reliable alternative source for Russian gas. However, we are ready for this scenario too and we anticipated this issue, and this issue was not unexpected for us. We have learned from past experiences.

It can be concluded that the Americans will not be able to achieve their goals because you have learned from past experiences and Russia today is different from the past and its economic and military power and experiences are incomparable to the past. Is it true?

Yes, in some areas, such as arms, even we have more advanced weapons and we have been able to create a balance, so they do not dare to take action against Russia. They know very well that they will receive a crushing response if they take any action.

Recently, the Ukrainian ambassador stated in an interview with the Mehr News agency that the only party that did not commit to the “Budapest Treaty” was Russia. In line with the impartiality policy of Mehr News Agency and giving equal opportunities to the parties, do any comments from you in this regard that you like to share with our audience?

Yes, before I answer him, let me make a point. In 2010, I was an observer of the elections in Ukraine. Mr.Yanukovych was elected at the time, and everyone agreed. But why did the United States and Europe launch a color coup in 2014? We ask the United States and Europe that consider themselves as supporters of democracy, why did you support this coup? The answer is that the Westerners wanted to turn Ukraine into an anti-Russian country.

Now let’s go to the answer to the Ambassador of Ukraine. Mr Lavrov said the Budapest agreement did not mention an illegal coup. When they staged a coup and turned their backs on their own commitments, why should others abide by their own commitments?

But according to international conventions, it is the countries that are bound by their agreements, not the governments.

Yes, but what happened at that time was a coup and that government was an illegitimate government. Why should we recognize them? We did not recognize that government at that time. Europe and the West have double standards. For example, Mr. Zelensky recently spoke at the Munich Security Conference about his desire to acquire a nuclear weapon, but the West remained silent. Compare this with the West’s approach to the Iranian nuclear issue.

Minsk’s commitments should also be forgotten. It is too late because they did not respect their signature. We will close this page and open a new one.

How do you see the future of Iran-Russia relations during the 13th government?

I am very optimistic. Especially after Mr. [Ebrahim] Raisi’s visit to Moscow. This trip has opened a new page in the relations between the two countries. We are waiting to hold a joint commission of the two countries if Corona subsides. This time Russia will be the host.

Most of the achievements of Mr. Raisi’s visit to Moscow have been in the economic field.

Finally, I would like to emphasize once again that my feelings towards the Iranian people are friendly. I have worked in Iran for about 15 years. The issues that arose regarding some photos were just a misunderstanding created by the enemies of Iran-Russia relations, and I never intended to insult the Iranian people.

Iran’s exports to Iraq crosses $8.2 billion

Speaking in a conference on opportunities and strategies for development of exports to the southern provinces of Iraq, Seyyed Rouhollah Latifi said the many commonalities between Iran and Iraq have caused non-oil exports to increase from $145 million in 2001 to $9 billion in 2019.

Latifi said Iran’s imports from Iraq during the 11 months have reached 2.2 million tons and are worth more than one billion dollars, which is more in terms of volume than imports from Iraq in the last 20 years.

According to the Iranian customs spokesman, Iran’s total imports from Iraq in the past two decades are 1,312,894 tons of goods worth more than 1.3 billion dollars.

Latifi emphasized that the implementation of international transportation rules, unified border command, professional export, proper packaging, production planning and meeting the country’s needs through Iraq all can help develop trade between the two countries.

The statement said that a number of Iranian citizens have still remained in Ukraine, despite previous calls for leaving the country.

It urged those Iranians who have still stayed in Ukrainian cities and villages to immediately leave Ukraine through borders of Romania, Moldovia, Hungary, Slovakia, and Poland.

Previously, Iran’s Embassy in Ukraine issued an announcement, dismissing the reports that claimed Iran’s Embassy in Ukraine was shut down.

In the meantime, Iran’s Ambassador to Ukraine Manouchehr Moradi stated in a released video that the embassy will be offering services until the last Iranian citizen leaves Ukraine.

He added that the Embassy has done all its efforts to protect and transfer Iranian citizens to Iran and watch the situation in that country to submit reports to Tehran.

Moradi ensured that all Iranian nationals in Ukraine were healthy and no report of being hurt or having life-threatening problems was received.

The ambassador noted that those Iranian nationals who weren’t willing to leave Ukraine could call the embassy if they were in need of food, medicine, etc.

He also asked the Iranian citizens who are still in cities to take refuge in safe places and move westward if they want to leave.

Shamkhani: Iran’s main strategy must be neutering sanctions

Ali Shamkhani

Ali Shamkhani made those remarks in a special meeting attended by a group of Iranian lawmakers where they discussed the latest developments in talks on the lifting of sanctions.

He called for a speedy resolution of a few of outstanding issues in the Vienna negotiations on which no agreement has yet been reached.

Shamkhani stressed that the main strategy of the country, along with trying to get sanctions lifted, is to focus on creating mechanisms to neutralize the tools of imposing the bans, and “fortunately, very good measures have been taken to this end”.

The lawmakers also referred at the meeting to the country’s passage through the crisis points caused by the oppressive sanctions on Iran’s economy and people’s livelihoods, underlining the need for the Iranian negotiating team to continue its effective efforts to realize the Iranian nation’s rights.

Iran says the country and the P4+1 group of countries have completed more than 98 percent of their draft agreement to revive the 2015 nuclear deal, JCPOA but a few issues remain.

Tehran also says the remaining issues are however highly important for the interests of the Islamic Republic of Iran, noting issues like sanctions removal, guarantees and the need to throw out political claims against Iran must be fixed in a proper manner.

The Islamic Republic believes that a good deal is within reach in a very short time if there’s a will on the part of the P4+1 to resolve the remaining issues.

Iran and its feasts in month of Esfand

Nowruz at the beginning of spring, Tirgan in summer, Mehregan in autumn and Jashnilda to welcome winter were four festivals that were held in each season, some of which are registered in the list of spiritual heritage of Iran and UNESCO.

But in addition to the four festivals, each month has its own festival. In the calendar of ancient Iran, every day has a name for itself, and when a day and a month coincided, a monthly feast was held on that day, and the cold and snowy month of Esfand did not share this joy because ancient Iranians believed that Esfand means pure and holy. It is the name of an angel who keeps the earth green and clean.

Sepandārmazgān or Espandegān, 5th of Esfand

Esfand or Espand, in Pahlavi texts, means blessing. It is the twelfth month of the Persian year and the fifth day of each solar month, the guardian of which is “Sefandarmaz” and it has its own special celebration. Sepandārmazgān is a feast to celebrate Iranian women.
“Sepandarmaz” means humility and purity, and the fifth day of Esfand was the time to celebrate Sepandārmazgān or Espandegān. In this feast, the goddess of guardianship of pious and benevolent women was praised and men brought gifts to their wives and cherished them. Love and affection were the main concepts of this celebration.

Nowruz of rivers feast, 13th of Esfand

Nowruz of rivers and running waters was held on 13th of Esfand. It was on this day that the Iranians dredged and cleaned rivers, aqueducts and springs, and at the end of the work, perfume and roses were sprinkled on the water and its route, which, they say, shows the Iranian people care much about cleanliness and protection of the environment.

Feat of vase and arboriculture, 14th of Esfand

The fourteenth day (some say the twentieth day) of Esfand is the day on which people celebrate the vase or arboriculture. On this day, to welcome Nowruz and the spring, flowers and plants were planted in vases so that at the time when the new year starts, the vegetables would be on the Haft-seen table, while today, Nowruz vegetables are lost on the thirteenth day and their financial cost causes losses to people while their waste infects nature.

Farvardinegan feast, 19th of Esfand

The nineteenth day of the ancient Iranian months in the Avestan calendar is called the day of Farvardin, so 19th of Esfand is the feast of Farvardinegan. It was a celebration to commemorate the dead, and people went to the graves of their deceased loves ones, believing that their spirits could share in the joy with them.

People washed the tombs of the dead with water and roses and placed flowers and plants on their graves, although Iranians still go to the cemeteries on the eve of the New Year or after the New Year, thus celebrating the beginning of Nowruz with their dead loved ones.

Celebration of the winter’s end, 23rd of Esfand

23rd of Esfand marks the end of the winter. This day was the end of the year in ancient Iran and people lit fires on the roofs because they believed that from 25th of Esfand to the end of the year, night and day were equal and man was created in these five days. This feast lasted for five days or for 10 days. Some people however consider 29th of Esfand as the end of winter.

Spring, rebirth and the Persian New Year

Chaharshanbe Suri

Chaharshanbe Suri or Charshanbe Suri has been another Iranian holiday in which people welcome the spring. Chaharshanbe Suri is a feast of lighting fires and jubilation on the last Wednesday of the Persian year. For the ancient Iranians, fire was considered sacred and a companion of the son of Ahuramazda, and therefore, they lit fires on the 360th day of the year before the celebration of Nowruz. The rituals of Chaharshanbeh Suri included prayer, visiting the elders, cooking Ash (an Iranian dish), cooking Halva and lighting fires on the roofs of houses to seek warmth and light, which today has given way to other rituals. The key point in holding Iranian feasts is their connection with natural phenomena. These rituals were based on respect for nature and the preservation of the environment, and have never been used as an excuse to harm plants and animals.
