Iran Has No Interest in Escalation of Tension: Top General

“Iran is not interested in further escalation of tensions, but will give a crushing response to any irrational action and act of aggression, and we hope that withdrawal of the US from the region would put an end to all [the existing] chaos and conflicts,” Major General Baqeri said in a phone call with Turkish Defense Minister Hulusi Akar on Thursday.

Baqeri said the United States touched off “a new round of tensions in the region” through its recent assassination of Lieutenant General Qassem Soleimani, who commanded the Quds Force of Iran’s Islamic Revolution Guards Corps (IRGC), and other acts of aggression, namely attacks targeting the headquarters of Iraq’s Popular Mobilization Units (PMU) and some outposts in Syria.

Soleimani, who has earned reputation as West Asia’s most revered anti-terror commander due to his indispensable contribution to defeating terrorist outfits such as Daesh across the region, was martyred in a set of US airstrikes on January 3 in Baghdad. The strikes also led to the martyrdom of some others, including Abu Mahdi al-Muhandis, the PMU’s second-in-command.

In retaliation, the IRGC fired volleys of ballistic missiles last Wednesday at the US’s Ain al-Assad air base in the western Iraqi Anbar Province, and another facility in Erbil, the capital of the semi-autonomous Iraqi Kurdistan, both of which housed American forces.

Elsewhere in his remarks, Baqeri expressed his gratitude towards Akar for his condoling with the Islamic Republic over General Soleimani’s martyrdom, calling the atrocity that led to the late commander’s assassination a “disingenuous, inhumane, and immoral action that defied all legal and international principles.”
At the same time that they had put the region on the edge of large-scale conflict with the assassination of Lt. Gen. Soleimani and his companions, the Americans sent messages to Iran, purportedly seeking to prevent further escalation, Baqeri added.
Nevertheless, Iran’s revenge attacks against Ain al-Assad displayed its “resolve to defend its rights,” the Iranian military chief added, saying the counterstrikes proved that the US risked heavier retaliation “if it sought to keep up its acts of mischief.”
The Islamic Republic, though, has specified the “ultimate revenge” as regional endeavor towards expulsion of all American forces from the region, saying the prospect would both restore regional security.Two days after the airstrikes, Iraq’s parliament voted in favor of having all US-led forces leave the Arab country.
Caretaker Prime Minister Adel Abdul-Mahdi has also asked Washington to dispatch a delegation to Baghdad to initiate preparations for the withdrawal of the American troops, who number around 5,200, and influential Shia cleric Muqtada al-Sadr called for a “million-man” march against the American military presence.

Speaking on Thursday at the 59th Session of the General Assembly of the Central Bank of Iran (CBI), Hassan Rouhani said, “As the Chief of the Supreme National Security Council, I take care of security and preventing military encounters on a daily basis. If no daily care is given, the distance between war and peace is only one bullet.”

Referring to the hard days and the many tragedies and hardships over the past two weeks, the President emphasised, “The people have alleviated their sorrows and troubles by their presence and sympathy, and it is the cultural and national characteristics of the Iranian nation.”

Rouhani continued, “The enemies created a situation, overcoming which was not –and will not be- possible without the resistance and steadfastness of an integrated nation.”

The president referred to the consequences of assassination of an Iranian military commander by the Americans in the region and the world, saying, “This martyrdom even affected the prices of the currency, oil, and stock markets inside out outside of the country, and influenced the whole region psychologically, intellectually and politically”.

Rouhani noted, “People from Kashmir to Africa sympathised and mourned General Soleimani’s martyrdom in an unprecedented move.”

“The United States is oppressing and carrying out acts of aggression against all countries around the world, and some may respond with words, but the Islamic Republic of Iran shook their base for one night and kept the Pentagon awake for 24 hours,” he said.

Rouhani said that it was very important that we forced the United States to retreat from their threats, adding, “The US president had said that if Iran responded to the assassination of Gen. Soleimani, 52 important points, including Iran’s cultural and historical centres, would be targeted, but when the Islamic Republic of Iran attacks this military base, his tone and plan change and he officially pulls back.”

ECO RPC Meeting Concludes in Tehran

The Meeting saw delegations of all the 10 Member States, ECO Observers and Specialized Agencies, Regional Institutions and Affiliated Bodies, discuss ECO’s policies and programs according to Treaty of Izmir and the guidelines of the Council of Ministers of Foreign Affairs of the Member States (COM).

In the opening session, the ECO Secretary General, Dr. Hadi Soliemanpour, welcomed the participants and presented an overview of the main activities of the Organization undertaken during the Year 2019.

In addition to introducing a number of projects, the Secretary General provided delegates with an overview of the Organization’s current and future activities.

On trade, Dr. Soleimanpour said that ECOTA remained on top of the agenda of the 24th Council of Ministers. The Council appreciated the efforts of the ECOTA Cooperation Council for the implementation of ECOTA and attached importance on convening the 5th Ministerial Meeting of Economy and Development in 2020 scheduled to be held in Tajikistan, which is expected to evaluate the operationalization of the agreement, among others, by removing impediments in the way of its implementation. The relevant sectoral committee is also expected to mull over the possibility of developing a result-oriented approach to facilitate and enhance intra-trade activities in the region.

The Secretary General added that as the ECO Transit Transport Framework. Agreement (TTFA) provides the main framework for cooperation, the Secretariat has been committed to the Turkmenbashi Declaration which seeks to harmonize regional efforts regional transit transport: connectivity, mobility, and accessibility as envisaged in the ECO Vision-2025. he added. In this line, the Kazakhstan-Turkmenistan-Iran, (KTI) railway route will be launched in the near future and we are working towards the implementation of the Islamabad-Tehran-Istanbul (ITI) and Kyrgyz-Tajikistan-Afghanistan-Iran (KTAI) Road Corridors, Dr. Soliemanpour said.

Iranian Deputy Foreign Minister for Economic Affairs Gholam-Reza Ansari, also addressed the meeting saying that ECO Vision 2025 has defined transportation, energy, trade and tourism as the main areas of cooperation within the region. In line with our commitment to the Organization, the Islamic Republic of Iran has invested in the development of the missing links within the transport sector, he said. The Deputy Minister continued that the southern Iranian port of Chabahar has been tasked with assisting Member States, especially landlocked counties, in gaining access to the sea.

On the issue of energy security, Mr. Ansari said taking into account the potentials of the region, Iran welcomes and supports development of renewable and energy efficiency programs and solutions for regional cooperation on sustainable energy development.

The Heads of Delegation of the ECO Member States made their country statements, highlighting policies, programmes and activities of the Organization at national, regional and global levels, including the progress achieved on implementation of the decisions taken during the 29th Meeting.

The Heads of delegation of the ECO Specialized Agencies, Regional Institutions and Affiliated Bodies, including ECO Science Foundation also delivered their statements, elaborating activities and progress achieved since last RPC Meeting.

After the Opening session, various Sectoral Committees were formulated on trade, investment, transport, communications, energy, environment, agricultural, industry, tourism and the Afghanistan development projects. The Sectoral Committees thoroughly discussed the ongoing programs and projects as well as the areas of future cooperation and shared the result of their deliberations to the closing ceremony wherein, the final RPC report was presented and adopted with consensus. The Council noted, with appreciation, the work of the Sectoral Committees as well as the ECO Secretariat for the proposed ECO Work Programmes and Calendar of Events for 2018.

The Regional Planning Council (RPC) is the main technical planning body of the Economic Cooperation Organization and comprises the heads of the Planning Organizations of the Member States as well as officials and experts from the national sectoral ministries and agencies.

RPC convenes its annual meetings to “evolve programs of action for realizing the objectives of the Organization along with a review of past programs and evaluation of results achieved to be submitted to the Council of Ministers.”

The advanced surgery was carried out by Dr Mehran Zarei Qanawati, a corneal specialist. He says the patient was a 43-year-old woman who developed bilateral corneal opacity and vision loss due to Stevens-Johnson Syndrome which is a rare medicine allergy.

For patients with severe dry eye, normal corneal transplantation is rapidly destroyed and will not work. Even many types of artificial cornea cannot be used in these patients, and the best surgery for these patients is to use OOKP technique, he added.

Regarding the OOKP technique, he said the artificial corneal transplantation using dental tissue is an advanced therapy for the treatment of blindness that is offered in about 10 ophthalmology centres around the world.

“Fortunately, we will see this surgery being performed at Farabi Hospital as the only provider of this service in Iran as of now,” he underlined.

According to this specialist, the surgery is done in two stages, the first of which involves removing the tooth with some part of the jawbone. Then a hole with a diameter of 3.5 to 4.5 mm is cut into this layer, and a special optical cylinder is placed into it.

This piece is implanted under the lower eyelid for three months to form a vascular tissue around it.

Also at this stage the patient’s cornea is covered with oral mucosal tissue. In the second step, the cornea and tooth structure around which the connective tissue is grown is removed from the eyelid. Then, by making a cut at the centre of the patient’s cornea, some part of the cylinder is inserted into the eye and the tooth and outer part of the cylinder is placed on the cornea to will act as a corneal prosthesis.

This associate professor of ophthalmology at Tehran University of Medical Sciences said the technique was invented in the early 1980s by Italian ophthalmologist Benedetto Strampelli, but because of its complexity, it is just performed in a limited number of countries.

“One of the most experienced surgeons in OOKP is Professor Christopher Liu, who has worked hard to develop this technique in the world and I was trained by him in the UK.”

The cost of this surgery in the UK is around £ 70,000 but the surgical team did not receive a fee from the Iranian patient.

In the meeting, Mohammad Javad Zarif congratulated Josep Borrell on his appointment and expressed readiness to work with him closely.

Speaking straightforwardly, Zarif enumerated on the mistakes made by Europeans as well as their failure to live up to their commitments under the Iran nuclear deal known as the Joint Comprehensive Plan of Action (JCPOA).

Zarif dismissed the recent move and claims by the three European countries, and asked for them to correct their behaviour toward Iran and their approach toward the JCPOA.

Iran FM Urges Europe to Correct Approach toward JCPOAEarlier on Wednesday, Zarif held talks with his Danish and Estonian counterparts on issues of bilateral interest, especially Europe’s inaction over the 2015 nuclear deal (officially known as JCPOA).

In his meeting with Danish Minister for Foreign Affairs Jeppe Kofod in New Delhi, Zarif had straight talks on the reasons for regional tension and insecurity in the Persian Gulf, especially the presence of the US and its Western allies in the region.

They also discussed the JCPOA and the Europeans’ indifference to their obligations, their fear of the US, and other issues of mutual interest.

The Iranian knowledge-based companies are planned to have a pavilion, under the auspices of Iran’s Innovation and Prosperity Fund, in the 17th edition of the Oman Petroleum & Energy Show, which will be held at Oman Convention and Exhibition Centre in Muscat on March 9-11.

More than 500 exhibitors from 30 countries are expected to take part in the event, which will involve at least 10 pavilions from various countries.
