IAEA’s Access to Iran Sites, Materials Subject to Legal Considerations: Tehran

Behrouz Kamalvandi, in an article, explained a range of issues and points with regards to the IAEA’s request for “transparency.”

“This report is being published on the threshold of a meeting of the IAEA’s Board of Governors and in the wake of the submission of a report by the IAEA’s director general to the board which resulted in the adoption of an anti-Iran resolution,” said Kamalvandi, the deputy head of the Atomic Energy Organization of Iran (AEOI) and the organization’s spokesman.

“The report was drawn up by the European Troika based on forged and unsubstantiated documents and was met with serious objection from China and Russia as well as abstentions from the seven Board members, and was finally approved by the board,” he noted.

He said the IAEA director general’s new seasonal report calls for access to, and transparency on two sites in Iran.

“Accordingly, the agency, based on forged documents and intelligence gathered through spy operations by Israel, demanded access. The Islamic Republic of Iran regards these accusations as an unwarranted and illegitimate precedents and seeks to prevent the establishment of such a trend,” said the official.

Kamalvandi noted that the strongest verification system is being implemented for Iran’s nuclear activities, adding almost 20 percent of the total inspections conducted by the IAEA around the world are being carried out in Iran since the JCPOA was signed.

“Eighteen seasonal reports by the IAEA’s director general over around four years all suggest the Islamic Republic of Iran’s constructive and extensive cooperation with the agency,” he noted.

He said Iran’s giving access to the IAEA’s inspectors is a symbol of Tehran’s cooperation and full compliance with its commitments under the JCPOA, the Comprehensive Safeguards Agreement and the Additional Protocol.

However, he added, the US and Israel are putting the agency under pressure to once again put on the table issues pertaining to Iran’s nuclear program that have already been dealt with and are over now.

“The agency should not be used as a tool to advance the wicked policies of some governments and regimes,” he said.

Kamalvandi underlined that Iran, under the Comprehensive Safeguards Agreement, is obliged to present to the IAEA auditing reports as well as special reports on its nuclear materials.

Meanwhile, he stressed, any demand by the IAEA for “complementary” access to Iran’s sites and materials should be coupled with relevant reasons and in accordance with the agency’s statute as well as the Comprehensive Safeguards Agreements and the Additional Protocol.

“Answering the agency’s questions and giving any type of access shall be a function of legal considerations,” he said.

He once again recalled a fatwa by Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei under which the production, stockpiling and use of weapons of mass destruction are religiously forbidden.

Kamalvandi urged the agency not to give credit to information obtained through spying activities or invalid sources.

In a statement on Friday, Seyyed Abbas Mousavi categorically dismissed the political and non-technical resolution adopted on Iran by the International Atomic Energy Agency Board of Governors.

“While the Islamic Republic of Iran has been working at the highest level of cooperation with the IAEA, the resolution issued by the Board of Governors is a totally unconstructive and disappointing measure,” he added.

“The move by certain governments, above all by the US, to overplay the IAEA’s requests –while the basis and principle of such requests from the IAEA are open to question- amounts to brazen attempts to create a new crisis in the way of cooperation between Iran and the IAEA,” Mousavi added.

The Iranian spokesman further called on the IAEA Board of Governor Members to be vigilant about the attempts from the US and Israel at reopening the old false cases which had been already proved to be groundless and had been dismissed by the Board of Governors itself.

Mousavi also praised the governments that have refused to endorse the resolution with a careful analysis of the situation and understanding of the political purposes behind it, adding, “Those Board of Governor Member States that voted in favour of the resolution were expected to realize the hidden objectives of Israel and the US ruling regime and not to side with their attempts at creating a new unnecessary tension in the international arena.”

The Iranian spokesperson strongly condemned the move by the three European states of the UK, France and Germany to initiate the resolution, denouncing it as a measure made under the US pressures.

“The three (EU) states which have failed completely to honour their JCPOA commitments have taken this measure with the purpose of shifting the blame and shirking their JCPOA responsibilities to Iran,” Mousavi added.

“This resolution is a blatant excessive demand and a political claim from the US and the three European states, and the Islamic Republic of Iran does not approve of excessive demands from any country and organization,” he underlined.

“The sponsors of this resolution are accountable for creating tensions in the relations between the Islamic Republic of Iran and the IAEA, and those countries must accept responsibility for the consequences of their move,” Mousavi concluded.

Mousavi on Friday told reporters that Iran is awaiting an official report on the cause of the incident, and requests Romanian officials to announce the exact cause of his death.
“He had recently visited the Iranian embassy and had consultations on the quality of his return to Iran,” Mousavi said.

“He was later arrested by Romania’s Interpol as he was wanted by the Iranian Judiciary through the International Criminal Police Organisation.”

Accordingly, the spokesman added, Iran urges the officials and police of Romania to fulfil their legal duties and prepare an official report on the quality and exact cause of the incident.

Mansouri, wanted by the Iranian police for bribery, was found dead in Romania, Chief of Iran’s Interpol confirmed.

Kazem Gharibabadi said on Friday that the Islamic Republic of Iran categorically rejects the resolution and will take appropriate action in response.

He also noted that the responsibility and consequences of adopting this resolution will be borne by its initiators.

“Among member states of the IAEA, the Islamic Republic of Iran has provided the highest level of access for inspections. While over 30 additional accesses are given every year by Iran, such a move by the IAEA is a completely non-constructive and political action,” added Gharibabadi.

Iran’s advice to the E2+1 States is that if they cannot do something to save the agreement, they can at least avoid making the situation more complicated and difficult, he underlined in a statement.

Therefore, the adoption of this resolution at the Board of Governors is deeply disappointing. This resolution is nothing more than avariciousness, and Iran completely denies any avariciousness by any country or organization, he said.

IAEA board passed a resolution on Friday, requesting access to two places they claim Iran might have done nuclear work there. The draft resolution was submitted by France, Britain, and Germany which are the three European parties to the 2015 nuclear deal.

Iran’s Mehr News Agency claims the judge has jumped out to kill himself.

Police is investigating the exact circumstances of Mansouri’s death. Mansouri is implicated in a corruption case in Iran and fled the country last year.

The news about his presence in Europe earlier this month prompted Iranian human rights activists and Amnesty International to demand his arrest for alleged persecution of journalists in Iran.

It is not clear how and on whose request he got arrested last week in Romania.

In her press briefing on Friday, Sima-Sadat Lari said 120 people have died of the virus in the past 24 hours, bringing the total number of fatalities to 9,392.

The spokeswoman said 159,192 patients have so far recovered from the disease, and been discharged from hospital.

2,833 patients are also in severe conditions of the disease, she added.

Lari noted that 1,370,718 COVID-19 tests have been taken across the country.

Khuzestan, Hormozgan, Kurdistan, Bushehr, West Azarbaijan, and south of Sistan and Baluchestan provinces are considered red zones, Lari added.

Iran Pushing on with Economic Plans Despite Coronavirus: Rouhani

Addressing a ceremony held in Tehran on Thursday to inaugurate several national projects carried out by the Ministry of Roads and Urban Development, President Rouhani said economic activities are currently underway across the country despite the outbreak of the novel coronavirus.

The strict restrictions placed on businesses in February and March have been lifted, the president noted, but emphasized that all economic activities must fully comply with the health regulations to prevent any problem.

“Transportation accounts for a large share of the currency revenues, the exports and the production,” President Rouhani added, saying the process of exports and imports relies on the land, railway, maritime, and aerial transportation.

Pointing to the pressure that the coronavirus outbreak has put on the transportation and tourism industries in Iran, the president said the transportation has begun to revive since May.

“Thank God, we are witnessing very good movements in the maritime routes and the ports, particularly in Chabahar, as well as in the railroad and land transportation,” President Rouhani added.

Iranian Navy Fires New Long-Range Cruise Missiles in Combat Drill

Iran’s Navy launched a naval combat war game in the Sea of Oman and the northern parts of the Indian Ocean on Thursday morning.

In the exercise, codenamed ‘Ramadan Martyrs’, the Navy tested new short-range and long-range cruise missiles manufactured by the Iranian Defense Ministry.

The long-range naval cruise missiles hit the targets at a distance of 280 kilometers. The range of the new homegrown missiles may be extended.

A variety of coast-to-sea and sea-to-sea missiles with short and long ranges were fired simultaneously from the coastal launchers and the deck of naval vessels, and they could successfully detonate the targets with great accuracy.

The Thursday war game was held on the fortieth day after the martyrdom of a number of Navy forces in an incident involving the Konarak vessel.

Nineteen Navy servicemen were martyred and 15 others injured in the accident on May 10 when a number of vessels were carrying a naval training exercise off the coasts of Jask and Chabahar in the Sea of Oman.
