Negotiators Reach ‘Framework’ for Agreement in Vienna Talks: Iran

Abbas Araqchi, who leads the Iranian delegation, said negotiators have made progress with the talks considerably.

“Over the past two weeks, we managed to make headway to a great extent,” said Araqchi.

“Now we can say we have devised a framework for agreement and worked out the structure for an agreement,” he added.

“The main text of the agreement and its appendices have all become clear, but talks on the text have not ended, yet.

Many of the clauses of this agreement are still being discussed,” he explained.

“Some key issues are still a bone of contention and no agreement has been reached on them, and that is why the delegation felt the need to have a few days of recess, so that they could go back to their capitals for consultations,” he said.

“We hope the talks will get onto a better trend next week,” he added.

Araqchi reiterated that two main issues are on the agenda: the lifting of the US sanctions and nuclear issues.

He reiterated that Iran will return to full compliance with the 2015 Iran nuclear deal known as the Joint Comprehensive Plan of Action (JCPOA) after the US lives up to its commitments under the deal.

Iran Says Good Progress Made in Vienna Talks

In this meeting, the heads of negotiating teams reviewed the progress made in the fourth round of talks and the latest status of the texts, and exchanged views on the path ahead.

Referring to the drafts prepared after several bilateral and multilateral meetings at different levels, the delegations expressed satisfaction with the overall trend of talks and the path taken so far, and underlined the necessity of maintaining the current fast pace of talks.

During the past two weeks, intensive negotiations and consultations have been underway among delegations, either at the level of deputies or experts.

A few hours before the plenary meeting of the JCPOA Joint Commission, the expert group on removal of sanctions and the expert group on practical arrangements, in a joint meeting attended by representatives of all JCPOA member states, tried to prepare the drafts as much as possible so that the heads of delegations would be able to check them and then report to their respective capitals.

As a result of these consultations and the efforts of the expert delegations of the parties involved in the talks, the drafts have been developed and revised to a large extent, so much so that except for some complicated points of disagreement which require political decisions at the capital of JCPOA member states, the rest of the text is almost ready.

Following the conclusion of this round of talks, the delegations headed to their capitals. The next round of talks is to be held next week.

Zarif also expressed Tehran’s interest in continued political and economic consultations with Dublin, especially in the fields of agriculture, Information Technology (IT), and science and technology.

The Irish Foreign Minister, in turn, expressed his country’s interest in promoting its mutual cooperation with Iran and tapping into its capacity as a non-permanent member of the UN Security Council and a facilitator of the Security Council Resolution 2231 for expansion of collaborations.
The two foreign ministers also discussed the latest developments pertaining to the Vienna talks, the recent developments in Palestine, and Iran’s viewpoint regarding the holding of a referendum in the occupied Palestine, participated by all Palestinians of any faith and religion.

In the Wednesday talks, the two sides conferred on the latest Yemen developments in different fields, especially the results of the latest negotiations on the Safer vessel, an oil tanker that has been stranded near the port city of Hudaydah for a long time.

US Asks Iran to Urge Hamas to Stop Rocket Attacks on Israel

That came in a virtual meeting between US Democratic Senator Chris Murphy and Iranian Ambassador to the UN Majid Takht-Ravanchi on Tuesday, according to Iranian press attaché at the UN Shahrokh Nazemi.

During the talks, the Iranian diplomat touched upon the Vienna talks and underlined the need for the lifting of all US sanctions imposed under different titles, saying the removal of sanctions holds the key to settling the issue.

In the meeting, added Nazemi, the Iranian side also highlighted Iran’s stance that the Yemen conflict should be settled through peaceful means.

“Any solution to the [Yemen] crisis should guarantee the lifting of the blockade on people, the unrestrained dispatch of humanitarian aid and a ceasefire,” Nazemi quoted Ravanchi as saying.

“As for the Israeli regime’s crimes against Palestinian people, it was stressed that the recent conflict [in occupied Palestinian territories] was prompted by Tel Aviv’s provocation, and has continued with the killing of Palestinian people,” Iran’s press attaché added.

“But by supporting Israel, the US government has, in recent days, blocked the passage of even a single press statement by the UN Security Council about a ceasefire,” Nazemi added.

Earlier, Murphy’s office had quoted the senator as saying that he had, in the meeting with Takht-Ravanchi, asked Iran to attend the nuclear talks seriously and urgently, pressure Houthis to end the Yemen war, ask Hamas to agree to a ceasefire and end its rocket strikes against Israel, and release Iranian-American national Morad Tahbaz from prison.

Vienna Talks to End Up with Iran’s Victory: Rouhani

President Hassan Rouhani noted the lifting of sanctions will improve people’s lives.

He also lashed out at those who claim to be concerned about people’s living situation, but at the same time express dissatisfaction with the Vienna talks aimed at getting US sanctions to be lifted
“We cannot say we care about people, and at the same time express grief when attempts are being made to remove sanctions,” said the president.

“Expressing concern about people’s lives and expressing grief about the lifting of sanctions are mutually exclusive,” he added.

“The removal of sanctions is good. If you really do care about people, then why are you sad over efforts to lift the sanctions?” the president asked rhetorically.

President Rouhani said all negotiations that Iran has held during the eight-year tenure of his administration have been fruitful.

He said the Vienna talks will end in final victory for Iran.

He expressed hope the outstanding issues will be resolved in the coming days, so that the negotiators will be able to arrive at a conclusion on those issues as well.

He said bilateral and multilateral talks have already been held between different delegations at different levels where efforts were made to resolve issue that were bones of contention.
