Body: Municipality, council and owner to blame for Abadan Metropol building collapse

The chairman of the Iranian parliament’s construction commission has said the panel believes that in addition to the owner of Metropol Building in Abadan, the southern city’s municipality and the engineering council organization were also to blame for the building’s collapse more than others while the supervisory bodies failed to carry out their duties well.

Mohammadreza Kouchi was speaking about the latest developments in the inquiry into the deadly collapse in May.

He said the construction commission’s report on the incident was sent to the presiding board of parliament and will be read on the floor of the legislative body later this week.

Kouchi noted that from the very beginning, the Metropol construction operation involved negligence including in choosing the right project consultant and supervisor because the individual and the company were not qualified for the job and a construction permit was issued illegally.

The building collapse happened on Amir Kabir Street of Abadan on Monday, May 23. Over 40 people including the owner of the building were killed after Metropol tumbled down due to what was described as poor safety standards during the construction of the edifice.

The incident caused anger among people in Khuzestan Province and sporadic protests happened in Abadan and a couple of more cities of the province.

Commander: Iran navy to have special missions soon

Admiral Shahram Irani told Fars News Agency  the exact date of the mission depends on planning by the headquarters but it is definitely going to happen this year.

The commander of the Iranian Navy did not specify the nature of the mission but said he will give the details in the near future.

Admiral Irani noted that given that the Navy must have a presence in all world oceans, it plans to make a number of ships that will serve as a floating naval base.

He noted that manufacturing such ships is a must and they will hopefully be produced.

Admiral Irani said the Navy unveils new hardware on different occasions such as the 10-day Dawn that marks the victory of the Islamic Revolution and a ship that is going to be unveiled is a base ship like Makran.

Last year, a fleet of the Iranian Navy carried out a special mission for 133 days that covered 44,000 kilometers worldwide.

The Iranian navy is also engaged in anti-piracy operations in the region.

Russia’s Ulyanov: Nuclear deal likely to be revived within days

“In the event of favorable development of events the final agreement may be reached as early as next week,” he told TASS when asked a respective question.

“However, it is possible if all countries participating in the Vienna talks agree with the version of the text provided by EU coordinators on August 8. If amendments, objections appear it is difficult to project further developments now. We have to wait for the beginning of next week,” the diplomat added.

EU coordinators have made several amendments to the text that is on the table now, Ulyanov continued.

“This is not an EU text, but the one developed by all participants of the talks that have been underway since last April. As coordinators the EU’s representatives may offer compromise options, which they did. Indeed, the US has apparently agreed, whereas Iran has not yet defined its position on the text, which is why I will not speculate on what issues Tehran may still have,” he explained.

Negotiations have been held between Iran and the P4+1 group of countries – Britain, France, Germany, Russia and China – in the Austrian capital of Vienna since April last year to restore the JCPOA, which was ditched by former US President Donald Trump in May 2018.

Tehran has cited Washington’s indecisiveness as the reason behind the protraction of the talks, as a number of key issues remain unresolved, ranging from the removal of all post-JCPOA sanctions to the provision of guarantees by the American side that it will not leave the deal again.

Iranian officials stress that it is a “necessity” for Tehran to gain economic benefits from the 2015 agreement and thus wants “strong” guarantees in talks on a potential revival of the deal.

Casualties reported in Armenia’s capital shopping center blast

According to the health ministry’s preliminary data, one person has died and another 26 were injured in the blast at the Surmalu shopping plaza in Yerevan.

The city administration has said that there are some people stuck under the rubble and that a rescue operation is underway.

Later, the emergency services reported that the casualty toll had risen to 34.

The ministry added that the explosion in the mall was followed by a fire, with videos posted on social media depicting large plumes of smoke.

Eyewitnesses also reported several minor explosions, which could have come from fireworks.

A building on the grounds of the plaza that housed a pyrotechnics store has reportedly collapsed. The exact cause of the blast is unclear.

According to a member of the Yerevan Elders’ Council, Levon Zakaryan, a recent inspection by the fire protection authorities identified several violations, which the building was ordered to address.

Four fire-fighting teams were initially dispatched to the scene, while the total number of crews has now reached 20.

Several high-ranking Armenian officials have arrived at the scene, including the parliament speaker, Alen Simonyan, the head of National Security Service, Sarkis Hovhannisyan, and a deputy health minister.

Despite efforts by rescuers to keep bystanders away from the danger area, many are nevertheless helping first responders to clear the debris, put out fires and attend to the victims.

Iran is now in the throes of the 7th wave of the Covid pandemic, which it says will probably subside from next week.

As part of efforts to contain this new wave, Iranian authorities are demanding people get their booster shots and observe health protocols like wearing masks and social distancing in public places.

The health ministry says the lowest percentage of observing the health protocols belongs to Tehran and the highest percentage to West Azarbaijan Provinces.

Mahdi Chamran re-elected as Tehran City Council chair

Chamran, who was elected to the council one year ago for a six-year term won 21 votes to be reinstated.

Soudeh Najafi and Jafar Sharbiani also got 19 and 21 votes, respectively, and were re-elected as the secretaries of the presiding board of the council.

The members also picked Parviz Sarvari as the vice chair of the council.

Tehran’s City Council has 21 members, who are elected through popular vote.

Selecting the mayor of the mega-city is among the major jobs of the council.

Iran Official: knowledge-based firms active in defense; private sector role significant

Sorena Sattari said in the third science and research congress of the Army of the Islamic Republic of Iran that innovation is a key issue in the defense sector.

“Our achievements in the field of defense are especially rooted in our innovations. We also invest much in the field of education but there is little outcome. That’s because products in today’s world are the outcome of investments by the private sector. But we have neglected this,” he said.

Sattari added that innovation and manufacturing produce results faster when the private sector is involved and called for more reliance on the knowledge-based companies in the field of defense.

The vice president also underlined the significance of individuals as a factor in innovation for manufacturing.

“The defense sector is very significant for the knowledge-based economy. The defense sector can draw out a plan to demand output from the private sector and guarantee that it buys the products of these companies. The more the defense sector attracts money from the private sector, the greater it can promote innovation and this can be used to reduce the gap with the modern technology of the world,” he said.

He also proposed the creation of a technological park and technology accelerators in the field of defense to get the goal of attracting knowledge-based companies to the defense sector.

Iran pursues boosting of defense cooperation with Iraq: Official

Brigadier General Aziz Nasirzadeh, the deputy chief of staff for the Armed Forces of the Islamic Republic of Iran, said on Sunday that Iran and Iraq were already involved in military cooperation given their capacity for joint work but that Tehran was seeking to further improve the level of such ties with Baghdad.

“The region where the two countries of Iran and Iraq are located is important, because, in addition to their geopolitical status, they also have ample energy resources, which has led to some world statesmen and arrogant states eying the two countries with greed,” Nasirzadeh said.

“Providing for the security and interests of the two countries necessitates that Iran and Iraq cooperate. On the other hand, the increasing of [defense] interaction would lead to the improvement of economic cooperation as well,” he added.

Nasirzadeh was speaking on the sidelines of a meeting with President of Iraqi Defense University Lieutenant-General Saad Mazhar al-Alaq in Tehran.

Al-Alaq said the fight against terrorism necessitated increased cooperation between regional countries. “That is why an intelligence sharing center has been established among Iraq, Iran, Syria, and Russia,” he added.

Former Iran diplomat: Taliban still facing legitimacy issue

Mohsen Pak Aein told the Iranian Labour News Agency (ILNA) the former government of President Ashraf Ghani collapsed because it failed to form a strong cabinet after failing to score a decisive election win and lost public trust by relying too heavily on the US.

The former director of Afghanistan taskforce in the Iranian foreign ministry said that there were even reports of vote rigging as Ghani gained an equal number of votes with Abdullah Abdullah and won presidency with the support of the US.

The public mistrust, he said, resulted in the Taliban control of Afghan cities one after the another with no one putting up a resistance against the militants.

Pak Aein added that the US also left Ghani’s government and the Afghan army alone and effectively paved the way for the Taliban takeover of Kabul after 20 years of war in the country.

The former diplomat said the Taliban are also struggling to cope, amid rising terror by the Daesh, because no tribal and religious minority groups were used in the structure of Afghanistan’s current caretaker government.

All these, he said, has led to a trust deficit among the public, which is also rooted in the Taliban’s record of militancy.

The former diplomat concluded that the Taliban also lack legitimacy internationally seeing that no country has so far recognized their government and this will spell trouble for the group against the backdrop of their failure to win legitimacy domestically.

Hezbollah says Salman Rushdie’s assailant not linked to Lebanese movement: Report

CNN said that a Hezbollah official told the news outlet anonymously that the group knows “nothing about this subject except for what was reported in the media, and therefore we have no comment.”

“We don’t know anything about the man,” he said, referring to suspect Hadi Matar, according to CNN.

Rushdie has been the subject of a fatwa (religious decree) calling for his death by the founder of the Islamic Republic, Ayatollah Rouhollah Khomeini, since 1989 for a blasphemous anti-Islam book. He was attacked on stage in New York on Friday.

Matar, who was arrested on the scene, rushed the stage and stabbed Rushdie reportedly 10 times.

The controversial author suffered multiple wounds, including to his neck and liver, and was airlifted to a hospital for surgery.

While he was initially said to be in critical condition, reports said later on Sunday that he was no more on life support and could speak.

The 24-year-old Matar was born in the US to Lebanese parents.
