China negotiator says backs Iran demands in Vienna talks

“China firmly backs Iran on its logical demands on nuclear activities as long as there is no threat of proliferation of nuclear weapons,” Wang Qun told reporters after a lengthy meeting with Iranian negotiator Ali Baqeri Kani in Vienna on Monday.

The Chinese envoy added that his delegation is in constant contact with the Iranian side, during the Vienna talks, and that they exchange views on all topics on the agenda of the negotiations.

Wang noted that the Islamic Republic has played a “very constructive role” during the Vienna talks by tabling new comprehensive ideas.

The Chinese diplomat also stressed Beijing continues to support Iran’s peaceful nuclear activities.

He said this was the main topic of his discussions with the Iranian negotiator during their Monday night meeting.

Talks are underway in Vienna between Iran and the remaining signatories to the 2015 nuclear deal on reviving the agreement. The involved parties have expressed cautious optimism about the outcome of the negotiations over the past days.

Russia: Chances to restore JCPOA increasing

“The Vienna talks have speeded up. We believe that the chances to reach a solution within the framework that had been developed during the previous rounds, including six rounds held until June 20, have increased. This is a positive thing. All parties are demonstrating readiness to solve the remaining problems,” the deputy foreign minister noted.

Ryabkov also mentioned that “various schemes were possible” for reaching the ultimate goal, the restoration of the Iranian nuclear deal in its original form.

“A step-by-step approach based on reciprocity [is likely to be used] to achieve the main goal,” the senior diplomat pointed out.

“I would like to emphasize that possible intermediate steps are not going to replace, substitute the basic agreement, which needs to be fully restored. The Russian side proceeds from this, while providing political and diplomatic assistance to Iranians, Americans and Europeans,” Ryabkov stated.

As the diplomat stated, he also sees no need for setting any deadlines for reaching a final decision on the Iranian nuclear deal.

On Friday, French Foreign Affairs Minister Jean-Yves Le Drian said progress has been made regarding the nuclear negotiations in Vienna although time is running out.

“I remain convinced we can reach a deal. But time is running out,” Le Drian told BFM TV and RMC Radio.

US State Department spokesman Ned Price has also noted those nuclear deal talks with Iran in Vienna had shown modest progress, and that Washington hopes to build on the progress that had been made.

The eighth round of talks kicked off in Vienna in late December. The negotiations seek to restore the JCPOA in its original form and bring the US back into the agreement.

Iran insists that the talks must lead to the removal of all American sanctions that were imposed against Tehran following Washington’s unilateral withdrawal from the landmark agreement in May 2018. Tehran has also demanded credible guarantees that Washington will not abandon the deal again.

Iran police: Canada refuses to extradite ex-Bank Melli president

“We even identified the location where this person is; we issued a red notice for him and the Iranian police had him under their watch for some time, but officials of that country openly told us that they will not extradite this person,” the Spokesman for the General Command of the Police Brigadier General Mahdi Hajian said.

Hajian added that Iran is a founding member of Interpol and has good cooperation with the organization but the will of the other countries comes first on extradition cases.

Bank Melli’s former president Mahmoud Reza Khavari is wanted in Iran since he escaped the country in 2011.

He is one of the main suspects charged in connection with the embezzlement of 3 billion dollars in the state bank’s funds.

Khavari had initially claimed he travelled to Canada for medical treatment but refused to return to Iran, when he was officially charged in the case.

The Iranian diplomat later held talks with Enrique Mora, deputy secretary general of the European Union External Action Service, and chief negotiators of Britain, France and Germany.

At the same time, bilateral and multilateral expert meetings between Iran and the P4+1 group continues on different issues.

Earlier on Monday, Iranian Foreign Ministry Spokesman Saeed Khatibzadeh said Tehran is looking for a lasting and reliable agreement, and there is no deal on the agenda that does not have these two components.

The parties are focusing on the four issues of lifting sanctions, nuclear issues, verification and guarantees, Khatibzade said, adding that good progress has been made but there has been more progress in some areas.

Iran and the P4+1 group namely Russia, China, Britain, France and Germany, have held many rounds of talks since 2021 to try to restore the 2015 nuclear deal that has unraveled since the United States unilaterally withdrew from it in 2018 drawing worldwide condemnation.

Iran has said it will implement its nuclear commitments under the deal if the United States removes its illegal sanctions and offers credible guarantees that it will not abandon the Joint Comprehensive Plan of Action again.

Analyst: Inviting South Korea to Vienna talks mistake

In an exclusive interview with Iranian Labor News Agency – ILNA- Diako Hosseini described South Korea’s move to freeze Iran’s assets as having being made upon instructions by another country and this was not in line with international law.

He added that a South Korean delegation’s visit to Vienna was also read as a sign of progress in negotiations.

Hosseini in other comments referred to the Iranian leader’s comments that talks and interaction with the enemy do not mean surrender.

He said the reason for Iran’s refusal to negotiate directly with the United States was a technical issue and was due to the fact that the country is not a member of the Iran nuclear deal, JCPOA.

Hosseini noted that Ayatollah Khamenei’s comments can, when appropriate, lead the negotiators to conclude that a lack of direct negotiation could lead to the exploitation by others or the slowing down of talks, in which case the remarks may pave the way for direct dialogue.

The senior Iranian analyst added that Iran and the Western parties to the talks in Vienna have many differences and that the road ahead to a deal is very bumpy.

Hosseini noted that all sides in Vienna have to say talks are moving forward to prevent a pessimistic mood from prevailing in the negotiations.

Elsewhere, Hosseini spoke of the Western sides’ insistence that time is running out for an agreement. He noted that setting a deadline will not be conducive to the talks.

Hosseini said there is political will in Europe and the US that aims to insinuate there are time limits to a deal. He added it seems that China and Russia are not opposed to the will.

He said the Western parties have not drawn clear red lines on this issue and have left a range of flexibility, and the fact is that even if there is such a concern, the agreements that could be reached between Iran and the International Atomic Energy Agency during this period will change the equation.

Hosseini added that all parties are aware that these kinds of deadlines will not help the progress of the negotiations.
