Following the launch of talks with Japan’s JX Nippon Oil & Energy (JX NOE) and the Japan Cooperation Center, Petroleum (JCCP), Iran’s first refinery agreement was signed with the SK Group from South Korea.

Accordingly, a contract worth $20m was inked with SK to begin a feasibility study for the development of Tabriz Oil Refinery, aiming to reduce fuel oil production as well as to increase production capacity for gasoline and diesel fuel.

An SK official said “The agreement reached included the promotion of desulfurization facilities, as well as other gasoline production facilities, and it is anticipated that the implementation of the first phase of the project requires six months.”

The financial value of the accords in the remaining developmental stages of Tabriz Oil Refinery is expected to climb to $200-300m.

Director for Production Coordination and Supervision at the National Iranian Oil Refining and Distribution Company (NIORDC) Saeed Mahjoubi had earlier pointed to the beginning of talks with foreign investors to modernize Tabriz Oil Refinery, saying “Relevant negotiations have kicked off with Japan’s JX Nippon Oil & Energy (JX NOE), and the project will become operational upon reaching a final agreement.”

Mahjoubi emphasized that the preliminary measures and necessary studies to renovate the Iranian refinery in accordance with Euro-4 standards have been carried out.

“Improving the quality of oil products, especially gasoline and diesel, marks one of the strategic policies pursued to develop Iran’s oil refineries,” he continued.

Iran’s current crude oil refining capacity, including gas condensate, almost amounts to 1.8 to 1.85 million barrels.

In present circumstances, Iran ranks 11th with regard to oil refining capacity, 9th in terms of gasoline production and 13th in the field of diesel oil production, while Iran has become the world’s largest producer of fuel oil.

Deputy Petroleum Minister Calls for Change in Oil Export Route

Deputy Petroleum Minister and Managing Director of the National Iranian Oil Refining and Distribution Company Abbas Kazemi

The route direction for oil transfer should be changed from central Iran to the south of the country, in order to facilitate the export of oil products abroad, he noted.

The official referred to neighbouring countries’ demand for the import of Iranian oil products, and said that the oil transfer route should be managed in a way that facilitates engagement with neighbouring states.

The construction of oil transfer pipelines in border areas, including the borders with Iraq and Afghanistan, will increase security in border areas and will decrease smuggling, he added.

Kazemi expressed his regret about the halt of construction of the Abadan-Basra pipeline for transferring oil products to Iraq.

Rezaei: IRGC Attempting to Free Iranian Diplomats Kidnapped in Lebanon

Mohssen Rezaee

Speaking to reporters in Tehran on Sunday May 5, Rezaei, himself an IRGC Major General, said that Iran had begun measures to ascertain the fate of the four diplomats since their abduction by the Zionist regime of Israel in 1982.

Information provided by the country’s security and intelligence services suggest that the diplomats are alive, he noted. Rezaei also presented the IRGC’s intelligence activities to liberate the abductees.

In July 1982, four Iranian diplomats, including top IRGC commander Ahmad Motavasselian, were abducted at a checkpoint in northern Lebanon. Their vehicle was passing through a checkpoint on its way to Beirut when it was intercepted by the Phalange Party, a group of gunmen belonging to Israel-backed militia forces headed by Samir Geagea. The car and four passengers completely disappeared.

The militia headed by Geagea was known for its close ties with Israel at the time and was responsible for handing over many Lebanese and foreigners to Israeli custody at the peak of the Zionist regime’s invasion of Lebanon.

Geagea has made contradictory statements concerning the Iranian diplomats, initially saying that his militia handed them to Israel and later claiming that they witnessed their killing inside Lebanon.
