Iran Leader Calls for Upgrading 50-Year Paradigm of Progress

In a letter on Sunday, Ayatollah Khamenei called on Iranian organizations, scientific centers, elites and experts to explore various aspects of the Islamic-Iranian Paradigm of Progress and offer their consultative opinion in order to modify, complete and upgrade the document.

The Leader also ordered the Islamic-Iranian Paradigm of Progress Center to seek advice and fully study all ideas to introduce an upgraded and finalized version of the document within two years at most.

From the beginning of the 15th century of the Iranian calendar (2022), the Islamic-Iranian Paradigm of Progress should take effect with the necessary preparations and proper pace and become the pivot on which the country’s affairs revolve, Ayatollah Khamenei added.

The Leader also urged Iran’s Supreme National Security Council, the Parliament, the administration, universities and religious schools to help upgrade the Islamic-Iranian Paradigm of Progress.

Developing an Islamic-Iranian paradigm of progress attracted Iranian elites’ attention after Ayatollah Khamenei’s call for such an initiative in December 2010.

In March 2013, the Leader described developing such a paradigm as a great, glorious, long-term and detailed plan, and stressed, “A prerequisite for developing an Islamic-Iranian paradigm of progress and propagating it among the elites is creating a discourse of such a paradigm in society.”

In April 2016, Ayatollah Khamenei said there are deep deficiencies in the common paradigms of development in the modern world, calling for the formulation of an indigenous model on the basis of Islamic and Iranian values.

The Leader had also explained that the common paradigms were fundamentally wrong and based upon humanist and non-divine principles, saying they have failed to keep pledges of supporting values such as freedom and justice.

Signs of failure of the common paradigms of progress can be seen in some countries that follow those models, including their governments’ huge financial debts, unemployment, poverty and severe social inequality, Imam Khamenei pointed out.

New Hitler to Emerge If Trump’s Lawlessness Ignored: Iran

In an address to the closing of a military medicine conference in Tehran on Monday, General Hatami lashed out at the US government for breaking the international law.

“Everybody witnessed how they (Americans) violated agreements and the world saw Iran expressing its good will for resolution of the fabricated nuclear crisis,” he said.

“The Americans have imposed sanctions on us because of opting for independence, and even blocked our access to medicine,” the Iranian defense minister deplored, warning that lack of action against such US lawlessness would lead to the rise of new Hitlers.

“The whole world must counter countries intending to beat the drum of war with law-breaking, and should not allow certain countries to steer the world to war,” the general stressed.

He then described Iran as a major victim of chemical weapons that has paid heavy costs for the treatment of chemical attack victims, saying the country has become self-sufficient in producing medical equipment and is ready to share its experience with other countries.

Iran has made hundreds of products for protection against radioactive, biological and chemical weapons, he added.

General Hatami also voiced Iran’s readiness to run courses for participants of the military medicine congress to share the experience in countering chemical weapons, saying the Defense Ministry is also open to cooperation in the field of military veterinary medicine.

The 4th edition of Military Medicine Congress in Asia-Pacific Region was attended by military commanders and delegations from 45 countries.

Iran took the rotating presidency of the biennial congress.

US Losing Its Allies, Unable to Isolate Iran: IRGC

“At the present time, the United States is isolated and is losing its allies while Iran is the pivot of the political developments in the region and the world and cannot be isolated by any means,” the IRGC’s second-in-command, Brigadier General Hossein Salami, said on Sunday.

He added that world countries are boosting their unity against the US and are refraining from helping Washington in its measures against Tehran.

The senior IRGC commander also emphasized that the Iranian nation has managed to defeat the enemy through resistance, adding that only a few patrol units are currently in the Persian Gulf, where the enemy had previously deployed its warships and aircraft carriers.

“Along with other military forces of the country, the IRGC is fully prepared to counter any enemy on any scale and defeat it,” Salami pointed out.

Elsewhere in his remarks, Salami said the Lebanese Hezbollah resistance movement, Palestinian militants and other groups affiliated with the resistance front are capable of thwarting all the enemies’ plots in the region, but the United States has not been able to achieve any of its goals despite spending huge sums.

In an exclusive interview with Press TV, IRGC spokesman, Brigadier General Ramezan Sharif, said the Iranian nation’s security remains the red line of the country’s Armed Forces, saying the IRGC has always taken practical measures to realize this aim.

He added that the IRGC has repeatedly announced that it would never submit to any effort aimed at creating insecurity in the Islamic Republic and would give a “crushing response” in the shortest possible time to anybody seeking to disrupt the country’s security.

“Iranian Diplomat Arrested in Germany Has Full Immunity”

Qassemi on Sunday stressed that Asadollah Assadi, the Iranian diplomat arrested in Germany, has full immunity. His comments came in reaction to reports which quoted him as saying that Assadi’s immunity was limited to the Austrian capital of Vienna, where he was on a mission.

The Iranian spokesman said his statements had been distorted in the media reports, and warned that such distortions could result in undesirable consequences.

“What I had exactly said was that his diplomatic immunity was linked to his position in Austria. I had firmly stated that, based on the Article 40 of the Vienna Convention on Diplomatic Relations, 1961, Assadi had immunity while proceeding to return to his post, or when returning to his own country,” he added.

“Although the Iranian diplomat was not in the country of his mission, we believe he had full immunity under the Article 40 of the Vienna Convention as he was on the way to return to his post,” he said.

“Therefore, the media reports that quoted me as saying ‘Assadi’s diplomatic immunity was limited to Vienna’ are not only incorrect, but also totally contradict my statements,” Qassemi went on to say.

Assadi was apprehended in July near the German city of Aschaffenburg on a European warrant alleging his involvement in the plot to bomb the gathering of the Mujahedin Khalq Organization (MKO) terrorist group.

His arrest came after the Belgian police reported a couple with Iranian roots was stopped in the country with homemade explosives and a detonation device found in their car.

A German court said earlier this month that it had approved the extradition of Assadi, who was wanted in Belgium on suspicion he was part of the failed bombing plot.

Iran Rejects Trump, Bolton’s Baseless Accusations

In a Sunday statement, Qassemi slammed as “baseless and unfounded” the US officials’ allegations, and parts of the document of Trump’s National Strategy for Counterterrorism which allegedly condemns the Islamic Republic for supporting terrorism and destabilising the West Asian region.

“Such comments, baseless and worn-out accusations, and the daydreams which we’ve recently seen in the words of US officials, especially the US president and some of his closest associates, are the result of the successive defeats that Washington has suffered in different fields over the past few months in the face of the determination, resistance and wisdom of Iran and Iranians,” he noted.

He also referred to the September meetings of the United Nations General Assembly and the Security Council, and said they proved the isolation of the US and its unilateralist policies.

What the people of the world saw in those meetings had nothing to do with the worn-out rants of the US president and his national security adviser, he noted.

Qassemi further underlined that in the remarks made by Trump and Bolton and their so-called National Strategy for Counterterrorism, one can find the trace of warmongers and the lobby of some regional regimes whose names have always been synonymous with terrorism and extremism.

These regimes are also the most notorious military and financial supporters of terrorist groups in the region, he underlined.

By making such misleading statements, they are trying to distract the world’s attention from their own bloody, disgraceful, brutal, destabilizing and aggressive measures in the region, he went on to say.

Qassemi’s remarks came after Trump on October 13 once again called the Iran nuclear deal “horrible”.

He made the comments in Richmond Kentucky saying that “we make the greatest rockets and missiles and tanks and ships in the world through the United States from the horrible one-sided Iran nuclear deal.”

“You know when I came to office weeks before I was given rundowns of what’s happening in Iran. It was just a question of when will they take over the entire Middle East. They’re? Not thinking about that anymore folks. They are not thinking about it anymore. They have got a little disaster going to have riots in the street, their currency, shock and they will be coming to us,” he further claimed.

“Someday, probably not too far out and they will. We would like to make a deal and that’s fine, but a real deal, not a joke of a deal that was made by the past administration,” Trump added.

Meanwhile, Bolton also said in an interview with Hugh Hewitt the Iranian government is an enemy of the United States.

“We’ve seen France and other European countries arresting agents of the Iranian intelligence service for planning an attack on a rally of dissident Iranians in Paris this summer. We’ve seen France, for example, now impose sanctions against Iran because of this behaviour.”

Bolton also claimed that Iran is not conforming to Western norms because of the nuclear deal. He alleged that Iran has not done anything to try to mollify concerns about continued support for terrorism around the world.

Iran to Host First Silk Road Festival

Organized by Iran’s Cultural Heritage, Handicrafts and Tourism Organization (ICHTO), the event is to be attended by representatives from leading countries of the world including those located along the Silk Road.

The main goal of the event is to promote Iranian products and create an appropriate ground for the activities of Iranian and foreign producers in the country.

The festival is also expected to provide Iranian producers with a chance to promote Iranian arts and culture and exchange scientific and technological products with the foreign participants of the international event.

The event is slated to be started on November 25 with the main theme of World Peace. It will be attended by the ambassadors of the countries of the Silk Road as well as those of the Mediterranean region.

Executives from various economic organizations, members of Tehran and Iran chambers of commerce, people from Iran and other countries’ joint chambers of commerce, top Iranian exporters and producers, domestic and foreign investors, great artists from Iranian cinema, TV, and theatre as well as foreign guests from private sector involved in export and import are also invited to take part in the international event.

Sarvinsadat Serry is the secretary of the Silk Road Festival which is to be held in Tehran’s Sa’dabad Palace.

Hiring Relatives Banned in Tehran Municipality

According to the law, any employment of the relatives of senior municipality executives during their time in office is forbidden.

Bahareh Arvin, in defence of her proposal, which was urgently passed a few days ago, said the plan was proposed in line with the implementation of the law on the promotion of administrative justice and the fight against corruption, as well as institutionalizing transparency and systematic and precise struggle against administrative violations.

“Fortunately, it was soon adopted by an overwhelming majority vote,” she added.

She stated that according to the plan, it would be illegal to work with relatives of senior municipality executives who hold more than a quarter of the company’s share or are members of the board of directors.

“Accordingly, Tehran Municipality is required to rescind all contracts that violate this law. Moreover, the directors and employees of the municipality are not allowed to receive gifts from the clients.”

She further noted that the trips of the municipality managers will be made clear and the travel length, reason, entourage, achievements and costs will be published on the municipality’s website.

“Iran Finds New Oil Clients ahead of US Sanctions”

The senior official on Sunday touched upon Washington’s claim that it wants to bring down Iran’s oil exports to zero, saying the Iranian nation will stand up to foreign pressure.

“Oil is our major source of income, and the US has claimed that it will bring it (Iran’s petroleum exports) to zero. Some countries are also on board with the US. Under such circumstances, the Iranian people must expect officials to be able to export an acceptable amount of oil despite pressures,” said Jahangiri in a speech in Tehran.

“We have found new partners in the world using certain methods, and we are also in talks with our traditional partners and have found solutions. The US should know that any country that comes under sanctions will try to circumvent those sanctions,” he said.

The vice president said Washington did not want oil prices to increase.

“One of the things that the United States didn’t want to happen was a rise in petroleum prices because the US believed other countries could replace Iran [with regards to oil supplies], but now they are seeing that even before oil sanctions take effect, the prices of petroleum hovers above $80. That means even if we export half as much oil as before, our oil income will be more than that before the sanctions,” he said.

He said the private sector is also offering assistance in that regard.

“Businessmen and the private sector are helping as well. Iran lies on a strategic transit route, and the world cannot ignore this. So, many countries have but to buy Iran’s oil indirectly in order to meet their energy needs,” he said.

The vice president said Iran should increase its non-oil exports as well.

He further underscored the necessity of paying attention to domestic production and using locally-produced goods.

“Today, we are in a sensitive situation, which entails the adoption of policies that conform to the current circumstances,” he noted.

He said the enemy has launched an economic war to not only reduce Iran’s sources of income, but eliminate the possibility of importing the commodities needed by Iranians.

“And finally, they intend to trigger discontent among people by putting pressure on them and turn them against the government,” he noted.

Iran to Annul Imprisonment Penalty over Failure to Pay Mahr

Iran Grants Leave to 70,000 Prisoners amid Coronavirus Outbreak

Legislator Hassan Norouzi said Sunday criminal courts should not arrest people with regards to private and religious rights including the payment of Mahr “unless the individual deceives the court and refuses to declare his property and assets to the court.”

“With regards to personal rights, when an individual is entitled to receive Mahr, the creditor declares the debtor’s property and assets to the court; then an order is issued ant that property is confiscated in favour of the creditor,” said Norouzi, the spokesman for the Parliament’s Judicial Commission.

He said it is no use incarcerating people for offences related to Mahr, blood money and debts.

“Some lawmakers are seeking changes in the Mahr law. The law has been changed in the past, too, and if a lady’s Mahr was, for instance, 1,000 gold coins, only 110 would be paid,” he added.

He said the intended changes focus on repealing the imprisonment punishment for failure to pay Mahr.

“We want to insert a clause in the Mahr law indicating ‘no one should be arrested or jailed for [failure to pay] Mahr,” he said.

Mahr is a mandatory payment in the form of money or possessions paid by the groom or by groom’s father to the bride at the time of marriage or later on bride’s demand. Mahr is typically specified in the marriage contract signed during an Islamic marriage.

The move is seen to be part of the country’s ongoing efforts to decrease the number of prisoners and introduce alternative punishments for minor offences.

 

Gold Coin’s Growing Price Nightmare for Mahr Debtors

The exponential growth of gold coin in Iran over the past few months has not only increased the number of judicial cases in the family courts but also significantly boosted the number of men behind bars over being unable to pay their Mahr.

Right now, 4,181 men across the country are behind bars for not affording to pay their wives’ Mahr. This comes as the figure stood at 3,550 back in July 25 and the issue gains further momentum when we come to know that it was 2,450 in August last year.

Today, the huge increase in the gold coin price has heavily impressed Iranians’ livelihood, jobs and families. It goes without saying the gold coin’s price hikes send shock waves through the lives of men who are on the verge of divorce; men who used to imagine themselves as staunch lovers resemble today more to economic debtors.

What Happens in Family Courts?

If you walk through the long corridors of each judiciary complex in Iran dealing with family disputes, you can see plenty of men and women paying and receiving Mahr. But their number has significantly increased as of May following the high jump of gold coin prices.

The judge of 261 Branch, Mahmoud Sa’adat, told the Iran daily newspaper that since May when the gold coin’s price began to jump, the number of family cases filed for overdue installments of Mahr has increased dramatically.

“For example over the past month, out of 190 cases referred to our branch, 63 cases were related to Mahr installment. This comes as the figure stood at only 10 during the same period last year,” he noted.

Elaborating on the judicial process of such cases, Sa’adat said courts first make a general assessment of the financial status of men and issue their verdicts based on their affordability. “This means that verdicts may be totally different for each case.”

Gholam-Hossein Gholavar, the judge of 264 Branch, sheds further light on the issue from another point of view.

“In cases filed over Mahr, women are always the winner because they receive the Mahr based on the latest rate of gold coin. So, this is the men who are hardly impressed financially because they have to choose between going to jail or starting to pay Mahr installments, which they usually opt for the latter,” he noted.

 

Shocking Statistics of Mahr Prisoners

The worrying growth of Mahr prisoners particularly over the past few months along with the regretful consequences of the high jump of gold coin and jewelry price lead us to this conclusion that the current chaos will collapse not only the country’s economy but also the foundations of families.

Blood Money Organization’s Director Asadollah Jolaei says today 10,000 people are behind bars across the country over unintentional crimes including 4,181 Mahr debtors.

“Fars province with 580 cases, Tehran province with 453 cases, and Isfahan province with 370 cases are respectively the first three leading provinces in the country in terms of Mahr debtors.

“The recent jump in the price of gold coin and jewelry has dramatically increased the number of male prisoners. This comes as five years ago the overall number of people behind bars over unintentional crimes was less than 4,000,” he said.

Jolaei underlined that Mahr is a financial commitment which must be paid unconditionally but it can’t be invested anywhere. “If the amount of Mahr is less than 110 gold coins, it won’t be categorized as a criminal case and the groom won’t go to jail over not paying it.”

Doubtlessly, no one except for the couples themselves can resolve their disputes over Mahr. But getting familiar with the judiciary laws and raising public awareness about marriage laws can decrease the number of the current financial, family, social and economic cases in the courts.
