Iran Urges Facilitation of Dialogue between Taliban, Afghan Gov’t

Addressing the Geneva Conference on Afghanistan on Wednesday, Zarif said “all of us need to facilitate the intra-Afghan dialogue, by helping to bring the Taliban to the negotiating table with the Government for inclusive and comprehensive talks.”

“Domestic and regional inclusion is key to success,” he added.

He also noted that Iran is ready to continue to help the people and government of Afghanistan in their quest for peace and cooperate with all with the same objective.

What follows is the full text of his speech:

 

In the name of God, the Compassionate, the Merciful

It is very timely to have this ministerial meeting when we face immense opportunities and challenges in Afghanistan. We appreciate UNAMA’s efforts and thank President Ghani and Chief Executive Dr Abdullah for their courageous leadership and insightful presentations. We are encouraged by their approach to reconciliation. Let me make a few brief points:

  1. There is national, regional and global consensus that there is no military solution in Afghanistan, and the time has come for national reconciliation and inclusive political solution in Afghanistan, owned and led by the Afghan government and people. This ministerial meeting and the complimentary Kabul, Tashkent and Moscow formats attest to this momentum which must be seized.Iran Urges Facilitation of Dialogue between Taliban, Afghan Gov’t
  2. There are old and new challenges. The presence of foreign forces has never brought stability in our region and has historically provided a recruiting ground for extremists. A new challenge is the introduction of Daesh (ISIS) to Afghanistan which has led to more bloodshed and introduced dangerous sectarian tendencies. More dangerously, it has radicalized the local armed groups in a competition over followers and recruits. Believe me, as no one gained from introducing and supporting Daesh and other extremists in Syria and Iraq, no one will gain from introducing them to Afghanistan and Central Asia. This horrific trend needs to be arrested before it reaches catastrophic proportions.
  3. Terrorism and drug trafficking have always been mutually reinforcing in Afghanistan. We need a comprehensive strategy to fight the drug menace, which must include economic development in this resource rich country. Connectivity is key and Iran’s sea and rail links including Chabahar are essential for Afghan development. It is regrettable that unlawful unilateral sanctions impede cooperation.
  4. All of us need to facilitate the intra-Afghan dialogue, by helping to bring the Taliban to the negotiating table with the Government for inclusive and comprehensive talks. Domestic and regional inclusion is key to success.
  5. The achievements of Afghan people over the last two decades, particularly the Constitution of Afghanistan and the democratic process provide the foundations for peace and stability. We welcome the recent parliamentary elections and look forward to a free and fair presidential election in April.

Iran is ready to continue to help the people and government of Afghanistan in their quest for peace and cooperate with all with the same objective.

Iran, EU Reiterate Resolve to Bypass US Sanctions, Save JCPOA

In a meeting in Brussels on Tuesday, Head of the Atomic Energy Organization of Iran (AEOI) Ali Akbar Salehi and the EU’s foreign policy chief, Federica Mogherin, agreed on the need for staying committed to the landmark agreement, according to a press release by the European External Action Service (EEAS).

“They re-affirmed their commitment to the continued full and effective implementation of the Joint Comprehensive Plan of Action (JCPOA) and took stock of the latest developments in this regard,” read the press release.

“They equally expressed their determination to preserve the nuclear agreement as a matter of respecting international agreements and a key pillar for the European and regional security,” it added.

During the meeting, which was held on the sidelines of the third EU-Iran High-level Seminar on International Nuclear Cooperation, Mogherini pointed to the continued cooperation between Brussels and Tehran concerning civil nuclear activities.

Back in May, US President Donald Trump pulled his country out of the JCPOA despite objections from the other signatories to the nuclear deal.

Since then, Washington has imposed “toughest ever” sanctions against Iran. It has also warned of severe penalties for the companies that evade the bans and engage in business with Iran.

The Trump administration had further vowed to reduce Tehran’s oil revenue to zero, but it went back on its pledge and gave waivers to almost all major customers of the country.

However, the European parties to the JCPOA have vowed all-out efforts to save the agreement and protect their firms in the face of American bans. They are now working to set up the so-called Special Purpose Vehicle (SPV) in a bid to circumvent the US sanctions against Iran and facilitate non-dollar trade with Tehran,

Prior to the meeting, the Iranian nuclear chief welcomed an EU plan to establish the SPV, but only if the payment mechanism system could preserve Iran’s oil sales.

Salehi, however, warned that Iran’s patience is running out as there has been no “tangible results” yet on the EU’s economic promises

Russia urges JCPOA parties to save deal

Separately on Tuesday, Russian Foreign Minister Sergey Lavrov said Moscow and Paris share “common positions” on the Iran nuclear deal, calling on the remaining signatories to the accord to preserve it.

He made the remarks after a meeting with his French counterpart, Jean-Yves Le Drian in Paris.

“We want the remaining parties to the plan, including Iran and the three European nations (the UK, Germany and France), to stick to their liabilities under this major document and elaborate measures that will make it possible to keep the deal afloat after the United States’ unilateral withdrawal,” he said.

The Leader made the remarks in a Wednesday meeting with a group of commanders and officials of the Islamic Republic of Iran’s Naval Forces on the occasion of Nov. 28, the National Day of Navy.

Urging armed forces to develop their capabilities to deter enemies from threatening Iran, Ayatollah Khamenei noted the threats have to be countered through solidarity, authority and effective presence of Iranian armed forces in the field.

The Leader said the military should depend on the abilities of its qualified personnel to overcome issues.

He further hailed the progress of the army, especially the Navy since the beginning of the Islamic Revolution in 1979 to this day.

“The current generation of the Navy deeply believes in its own abilities, and building ‘Sahand’ destroyer, as well as Fateh and Ghadeer submarines shows the potential for ever-increasing advancements,” Ayatollah Khamenei added.

Iran’s new destroyer ‘Sahand’ will be deployed on an ocean mission after coming into service within the next few days, the country’s Navy commander said Tuesday.

Rear Admiral Hossein Khanzadi said the homegrown Sahand destroyer will join the Navy’s fleet on December 1.

After coming into service, Sahand will be prepared in a short time span for an ocean mission, he added.

He also said that the Navy will receive ‘Ghadeer’ submarine on Thursday, while another destroyer, dubbed Dena, will become operational within the next six months.

Iran’s first medium class submarine, Fateh, will join the naval fleet in less than a month, the commander added.

‘Iran, China to Resume Banking Ties in Coming Days’

Asadollah Asgaroladi, the Chairman of Iran-China Joint Chamber of Commerce and one of the leading Iranian businessmen, said China is scheduled to introduce its second bank for resumption of banking ties with Iran next month.

The banking problems were resolved by the Chinese side, Asgaroladi said, adding that “a Chinese bank will start its transactions with Iran as of December 2.”

In late October all Chinese banks suspended their dealings with Tehran in response to the new round of US sanctions against the country.

China’s Bank of Kunlun, which is launched to process payments to Iran, had earlier called on exporters to settle any unfinished business with Iran. It announced that the bank would no longer guarantee such payments could be made after November.

Bank of Kunlun is affiliated with China National Petroleum Corporation with limited exposure to the global financial system.

However, Iranian and Chinese experts held several meetings to discuss developing a new system to to resolve the problems.

The People’s Bank of China (PBC) had also placed Iran on the top of its list for high risk countries due to US sanctions and non-membership in the Financial Action Task Force (FATF).

The PBC had previously sent a note to Chinese banks asking them to freeze the accounts of Iranians resident in this country as Iran had not joined the FATF.

Iran Leader Urges Artists to Beware of Enemy’s Soft War

“The pervasive soft war staged by the enemy today is undeniable; however, some deny it,” the Leader said in a message he wrote to the Iranian art community following a recent meeting with a group of filmmakers, producers and actors working with Iran’s state broadcaster.

Ayatollah Khamenei said denying the existence of the soft war is itself part of the enemy’s war.

“In this war, artists and intellectuals resemble the armed forces in an actual military war. Some individuals pass by this national event indifferently; some side with the enemies and help them,” he said.

“The first group are irresponsible and the latter are on the side of the enemies. Compared to the armed forces in a military war, one can identify the culpability of both groups.”

“Today, in the country, there is a large number of people who take a responsible position and make great endeavours; this should increase day by day,” he added.

Ayatollah Khamenei called on artists to defend the magnificence of Iran, the Iranian culture and the Iranian family, but at the same time noted that the goal cannot be achieved merely through rhetoric and letters.

“Arts must take up the arena,” he urged.

The Leader highlighted the significance of the very prominent role played by movies and TV series in this regard, and urged the producers and directors to “attend to national issues in the series” they produce.

The films and series should “promote cultural themes” including martyrs, the Sacred Defence, the Islamic Revolution, the Islamic lifestyle, the spiritual, faithful motives of the nation and their manifestations, their resistance against the super criminals and global corrupts, the Arbaeen walk and so forth, he noted.

“Articulate the greatness, independence, courage, scientific and practical capacities of this nation through the language of art,” he noted.

“The proper and artistic processing of these themes can be very attractive and popular, both within the country and among other countries and nations.”

Australian Actor Praises Iranian Artists

Speaking on the fringes of the 25th International Children and Young Adults’ Theatre Festival in Hamadan, John Samaha said the experience of working with Iranian artists is a fabulous one, and Iranian artists, both the young and the elderly, were very interested in promoting their knowledge and get familiar with different viewpoints about acting.

Samaha said Iranian artists are very talented and interested, adding the festival is a good opportunity for such artists.

One of the workshops held at the festival concerned training young adults with medium-level skills, so that they would be able to turn them into social skills. The workshop was led by Samaha.

He said the Iranian artists attending the event were very excited and motivated. He said the workshop he held in Tehran was a very interesting experience. According to him, Iranian artists, young and old alike, were fond of expanding their knowledge. He said they were interested to get familiar with various ideas regarding acting.

According to the Australian actor, Iranian artists are very keen on learning and know that they should keep learning all the time. He says Iranian artists are interested in new experiences.

It is a challenge to teach in a language you do not know well, he added.

“I faced this challenge,” he said. However, Samaha added, the holding of the workshop at the festival was an interesting experience. He expressed hope to hold more workshops in Iran to get more familiar with Iranian people’s culture.

He says there are many brilliant talents in Iran, but technically speaking, there are some weak points as well. So, Samaha said, the techniques he taught Iranian artists were very useful.

The Australian artist described the festival as fantastic, saying the event was a good opportunity for artists to exchange information with one another.

The 25th International Children and Young Adults’ Theatre Festival was held in Hamadan province from November 20 to 25, 2018, bringing together officials and artists from the province. The event attended by participants from 13 countries was held at a hall next to the mausoleum of Avicenna.

The secretary of the festival was Maryam Kazemi and its theme was “The Child and Social Rights, the Child and Civil Rights.” The festival featured performances by artists from the Azerbaijan Republic, South Africa, Germany, Italy, Spain, Belgium, Turkey, France, Iraq, Norway and the Netherlands.

Iran, WIPO Discuss Cooperation on Intellectual Property

In the Tuesday meeting, the two sides discussed mutual cooperation as well as the current international trends in the domain of intellectual property.

During the discussions, the top Iranian diplomat touched upon Iran’s plans to move from an oil-and-gas-driven economy to a knowledge-based one, highlighting the importance of intellectual property during the course of this trend.

Iran, WIPO Discuss Cooperation on Intellectual PropertyHe attached special importance to multilateralism on the international stage, and said unilateral measures as well as illegal sanctions are destructive factors affecting the progress and development of societies when it comes to science and technology.

The WIPO chief, in turn, presented a report on the latest international trends in the domain of intellectual property.

He referred to the most important challenges facing the international community in that field, and lauded Iran as an active member in international organizations and with regards to multilateralism.

Iran FM, President Ghani Discuss Afghanistan Peace Process

During the meeting, which was held on the sidelines of the Geneva Conference on Afghanistan, the two officials exchanged views on mutual issues and the peace process in Afghanistan.

The two sides also conferred on the latest developments in Afghanistan and the Kabul government’s plans to press ahead with the peace process.

Issues in bilateral ties including the progress made by the Iran-Afghanistan joint technical committees, issues of water management and security cooperation between the two sides in fight against terrorism and insecurity were among other issues discussed by the two sides.

The two-day conference on Afghanistan in Geneva is seen as a platform for the Afghan government and international community to maintain the momentum for opportunities for peace and security in the war-torn country.

Iran, Red Cross Discuss US Sanctions on Food, Medicine

During the Tuesday talks held at the UN headquarters on the sidelines of the Geneva Conference on Afghanistan, the two sides exchanged views on mutual cooperation in Yemen, Syria and Afghanistan.

Zarif once again expressed Tehran’s preparedness to take part in humanitarian projects in the mentioned countries.

The two sides also discussed the US’ unilateral food and medicine sanctions on the Islamic Republic of Iran and stressed the need for international bodies to step into the fray to end the sanctions.

Organized by the UN and the government of Afghanistan, the two-day Geneva Conference kicked off earlier Tuesday with high-ranking officials from over 60 countries as well as a large number of representatives from international bodies in attendance.
