Official Denies Report of Iran’s Assent to JCPOA Revision

In a message on his Twitter account on Tuesday, Parviz Esmaeili, the deputy chief of staff of the Iranian president, said what Reuters has reported about Iran’s readiness for changes in the JCPOA was “not correct.”

“What is correct is (Iran’s) readiness to shorten the length of implementation of the JCPOA,” he tweeted.

Esmaeili explained that Iran was ready for the final stage of the JCPOA, namely the commitments planned for 2023, as already mentioned by Foreign Minister Mohammad Javad Zarif.

The presidential official noted that the ratification of the Additional Protocol by the Iranian Parliament could take place simultaneously with the ultimate lifting of sanctions by the US Congress, which would allow for negotiations within the framework of the Group 5+1 (Russia, China, the UK, France, Germany, and the US).

Reuters reported on Tuesday that President Rouhani has told media in New York that he will be open to discuss with major powers “small changes, additions or amendments” to nuclear deal if sanctions were taken away.

Iranian officials have already made it clear that the JCPOA will be never subject to re-negotiations, noting that the US could once again attend the JCPOA multilateral meetings if it removes the sanctions on Tehran.

Japan Assures Iran of Efforts for Regional De-escalation

Japan’s Prime Minster Abe Shinzo held a meeting with Iranian President Hassan Rouhani on the sidelines of the 74th annual session of the UN General Assembly in New York on Tuesday.

In the meeting, Abe described Japan as an age-old friend of Iran, stressing that Tokyo will keep up efforts to reduce tensions in the Middle East region.

For his part, President Rouhani praised Japan for its efforts to save and implement the 2015 nuclear deal, known as the JCPOA.

He also stressed the need for the expansion of relations between Iran and Japan in various fields.

The Iranian president has also held meetings with leaders of France and Germany in New York.

In a statement on Tuesday, Seyyed Abbas Mousavi condemned the continued bombardment of Yemen’s residential areas by Saudi warplanes, particularly the ongoing raid on the Qa’atabah District in Dhale province and the cities of Sana’a, Hudaydah and Sa’ada in the past few days that killed a number of Yemeni civilians, including seven children and four women.

He expressed regret over the recent Saudi-led war crimes which are committed in light of the US and some European countries’ arms supplies.

“Saudi Arabia’s continued bombing of residential areas comes despite an initiative by the Sana’a National Salvation Government – which has been welcomed by the international community – to stop missile and drone attacks on Saudi Arabia in exchange for a halt in Saudi bombardment of Yemen,” he said.

“This shows that the aggressors insist on beating the war drum and continue their strategic mistake of using military solutions in Yemen.”

Saudi airstrikes on a residential area in southern Yemen left over a dozen people dead on Tuesday.

The attack targeted a house in Dhale province.

Sixteen people, including children, were killed in the air raids. The strikes come a day after five civilians were killed in an attack on a mosque in Amran province. Riyadh and its allies launched a war on Yemen in 2015. Nearly 16,000 people, mostly civilians, have died and millions of others have been displaced since then.

“On the one hand, the United States deceitfully speaks of compromise and negotiation, and on the other hand, it organises, finances, and arms criminal and terrorist groups … and provides them with intelligence,” Mousavi said Tuesday.

He said these groups include terrorists and criminals who have the blood of thousands of Iranian people on their hands and served as Saddam Hussein’s mercenaries in the war imposed on Iran.

They also include certain separatists who are on the payroll of foreigners and seek to harm the country’s territorial integrity, he added.

Mousavi made the remarks in reaction to reports that anti-Iran terrorist and separatist groups are to be gathered together by a cover organisation called “United Against Nuclear Iran”, in a ridiculous show, with US Secretary of State Mike Pompeo playing the main role.

The Iranian spokesman strongly condemned such moves by Washington, especially by the US Secretary of State.

“Of course, they are just disgracing themselves because our beloved homeland has been proud and stable for thousands of years and will remain strong and solid for thousands more, and the enemies and mercenaries will not be able to inflict the slightest damage on it.”

“These futile struggles will be broken by the unity of the Iranian nation and government as proven during the imposed war and in various incidents.”

Mousavi also noted that Iran would begin the process of considering adding the US cover organization “United Against Nuclear Iran” to its list of terrorist groups soon due to its close cooperation with terrorist groups.

On Wednesday, Mike Pompeo is scheduled to speak at an event hosted by Iran hawk and former diplomat Mark Wallace, who has drawn criticism for including a fringe Iranian terrorist group, Mujahideen-e Khalq, or MKO, in his programmingsurrounding the UN General Assembly in New York.

Until 2012, the MKO was listed as a foreign terrorist organisation by the United States for allegedly killing US personnel in Iran in the 1970s and for its links to Iraqi dictator Saddam Hussein.

It is largely reviled inside Iran because of its alliance with Baghdad during the Iran-Iraq war. It is participating in a dissident convention hosted by Wallace a day before Pompeo’s speech at the anti-Iran summit.

Speaking to reporters on Tuesday, Major General Hossein Salami said the three EU states that have always been on the front line of hostility towards the Iranian nation are now telling lies, just like the US.

His comments came after the German, British and French leaders accused Iran of being behind the attacks on Aramco oil installations.

Angela Merkel, Emmanuel Macron, and Boris Johnson said in a joint statement after meeting on the sidelines of the UN General Assembly, “It is clear for us that Iran bears responsibility for this attack. There is no other explanation.”

According to ISNA, General Salami has also echoed the comments by Leader of Iran’s Islamic Revolution Ayatollah Seyyed Ali Khamenei that “the Europeans are not any different than Americans,” saying the Europeans have shown their true face after leveling false accusations against Iran without any evidence.

“This is the nature of the Europe and the US,” he added.

In a separate statement, Iran’s Foreign Ministry has strongly condemned the irresponsible claim of the leaders of Britain, France, and Germany regarding the attack of the armed forces of the Yemeni government against Saudi facilities.

Preconditions Must Be Removed Before Any Talks: Rouhani

Hassan Rouhani said on Tuesday only if the sanctions are lifted, it is possible to hold negotiations within the framework of the P5+1 and without any preconditions for Iran.

Speaking in a meeting with senior US media executives, the Iranian president said, “Stopping the continuation of the sanctions, which have been enforced under the maximum pressure policy, is a prerequisite for the US to negotiate; while for us to negotiate, any precondition must first be removed.”

The president further referred to the claims that Tehran was behind a September 14 attack on Saudi oil facilities, and said, “It is a shame that the basis for accusing Iran of attacking Aramco is simply that they do not want to accept that the Yemeni army has the military capability to launch missile and drone strikes.”

“This means those who accuse Iran have no realistic estimation of the Yemeni military developments. They have closed their eyes and are merely speculating.”

“The weakness of the radar and defence systems on the claimed route of these missiles and drones cannot be denied, and the Yemenis have in fact humiliated the US and warned those who supply Riyadh with weapons,” he added.

What follows is the full text of the statement released on Tuesday, September 25, 2019:

The Islamic Republic of Iran strongly condemns and rejects the irresponsible claim of the British, French and German heads of state about the attack of the Yemeni government’s armed forces against Saudi facilities. Iran stresses that pinning the blame on a third government for an attack carried out in the course of a full-scale war between the Saudi and Yemeni sides is per se a provocative and extremely destructive move at a time when the Yemenis have officially claimed responsibility for the attack, let alone that the accusation is levelled before any investigation, without any evidence, and merely based on the ridiculous argument that “there is no other possible explanation.”

Such statements and destructive actions will only add fuel to the devastating fire of the Yemeni war and make it more likely to expand. Levelling prearranged accusations against governments for political purposes, far from the realities on the ground, along with other supportive policies towards Saudi Arabia’s child-killing regime, especially the massive arms exports to the country, is a dangerous trend, and the responsibility for its impacts on regional peace and stability will lie with the three countries that issued the statement.

In addition, the points mentioned in the statement about the JCPOA and the necessity for renegotiation over Iran’s nuclear program, which have been articulated more explicitly and dangerously in the remarks made by British Prime Minister Boris Johnson, are a stark violation of the letter and spirit of the JCPOA and the UN Security Council Resolution 2231.

The nuclear deal between Iran and the P5+1, as mentioned in its title, is a “comprehensive” deal that has been negotiated and finalised as a final solution to the fabricated crisis over Iran’s nuclear program. The clear and precise timings provided in the JCPOA are another proof of this. The parties to the deal, which has also been endorsed by the Security Council, have reiterated in this document that at the end of the period envisaged in the JCPOA, Iran’s nuclear program will be treated like that of any other member of the Non-Proliferation Treaty (NPT), and the Islamic Republic of Iran will accept nothing beyond that.

The Islamic Republic of Iran reiterates that its missile and defence program is based on its indigenous capability and its policy of deterrence, and proportionate with existing threats. Therefore, the measures taken for its development are fully responsible and in accordance with international law and regulations. The issue of Iran’s missile tests has been settled in the JCPOA and the Security Council Resolution 2231, and this has been repeatedly endorsed by the officials of the negotiating parties, including in a recent statement by the US President who – albeit in disapproval of the JCPOA – explicitly acknowledged that Iran’s ballistic missile tests were “permissible”. Iran strongly rejects any attempt to enter into negotiation over these issues.

The Islamic Republic of Iran has repeatedly emphasised the need for the regional countries to engage in dialogue and interactions aimed at creating mechanisms to promote peace and security in the region and put an end to the Yemen crisis. Iran expresses its deep concern over the humanitarian catastrophes that this war has caused for the Yemeni people and once again declares its readiness to do so.

14 Countries Attending Silk Road Conference in Iran

Hamadan mayor said at the opening ceremony that the reason to hold the conference in this western city of Iran is to provide conditions for global registration of the city’s historical monuments. 

“Hamadan as the first capital of Iran is the cradle of 3,500 years of civilization,” he noted. 

Hojjatollah Ayyoubi, the acting secretary general of the Iranian National Commission for UNESCO, also noted that reviving the Silk Road is an important way to save culture and ethics in today’s world.

The Silk Road Conference, hosted by Hamadan, includes three separate conferences on the ancient Silk Road.

The guests are from France, Uzbekistan, Azerbaijan, China, Russia, South Korea, Japan, Bhutan, Turkey, Switzerland, Kyrgyzstan, Tajikistan, Kazakhstan and Nepal.

The United Nations Educational, Scientific and Cultural Organisation’s World Heritage Committee has so far inscribed 24 of Iran’s historical sites and monuments on its World Heritage List. With 24 world heritage sites, Iran is ranked first in the Middle East and eleventh worldwide.

Hamadan was chosen as Asia’s hub of tourism in 2018 by the Asia Cooperation Dialogue. As one of the oldest cities in the world, Hamadan has a vast range of tourism potentials. Some archaeologists believe the city dates back to the Median era.
