Iran, P4+1 Ministers Stress Full and Effective Implementation of Nuclear Deal

The meeting was chaired by EU Foreign Policy Chief Federica Mogherini and attended by the Foreign Ministers of China, France, Germany, Russia, by the Minister of State of the United Kingdom and the Foreign Minister of Iran.

In a joint statement issued after the talks, participants of the meeting underlined the importance of full compliance with the Joint Comprehensive Plan of Action (JCPOA) signed in 2015.

Implementation of the Joint Comprehensive Plan of Action: Joint Ministerial statement

1. A Ministerial meeting of the E3/EU+2 (China, France, Germany, the Russian Federation, the United Kingdom) and Iran, took place on 25 September 2019 in New York to discuss the implementation of the Joint Comprehensive Plan of Action (JCPOA). The meeting was chaired by EU High Representative Federica Mogherini, on behalf of the EU.

2. Participants recalled that the JCPOA, as endorsed by UN Security Council resolution 2231(2015), remains a key element of the global nuclear non-proliferation architecture and a significant achievement of multilateral diplomacy. They underlined the importance of the full and effective implementation of the JCPOA by all sides and confirmed their determination to continue all efforts to preserve the agreement, which is in the interests of all.

Iran, P4+1 Ministers Hold JCPOA Meeting in New York

The meeting was chaired by EU Foreign Policy Chief Federica Mogherini and attended by the Foreign Ministers of China, France, Germany, Russia, by the Minister of State of the United Kingdom and the Foreign Minister of Iran.

Ministers discussed ways to ensure the full and effective implementation of the JCPOA in all its aspects, said Maja Kocijancic, the spokesperson for Foreign Affairs and Security Policy/European Neighbourhood Policy and Enlargement Negotiations.

Speaking after the meeting, Mogherini said all parties agreed to continue efforts to preserve the Iran deal.

Also in a joint statement issued after the talks, participants of the meeting underlined the importance of full compliance with the Joint Comprehensive Plan of Action (JCPOA) signed in 2015.

Before the talks, Zarif had told reporters that he was hopeful about diplomacy. “That’s the only way we have.”

Rouhani’s Offer to Amend JCPOA Aimed at Breaking Deadlock: Iran

“The conditions and issues we earlier raised are definitely still in place. Basically, the removal of sanctions and return to the terms of the deal are not conditions at all,” Ali Rabiei told reporters on Wednesday.

“What we say is that return to where you were. If they stop all the sanctions, and go back to the terms of the deal, then talks and dialogue would be possible,” he added.

“Even for building more trust and breaking the deadlock, the respected president has offered to make small changes to the JCPOA itself, so that the deadlock would be broken.”

“The president will make the offer there, but all of this hinges on their return to where they were. I once again emphasize: the sanctions are broken, stopped, and all parties return to the JCPOA,” he concluded.

Shortly after his speech, his office clarified that Iran’s ratification of the Additional Protocol as a small change to the JCPOA hinges on the US Congress’ ratification of the removal of all Iran sanctions and the nuclear deal.

Reuters on Tuesday quoted Rouhani as saying he is open to discuss small changes, additions or amendments to the 2015 nuclear deal between Tehran and six major powers if the United States lifted sanctions imposed on the Islamic Republic.

Later in the day, Parviz Esmaeili, the deputy chief of staff of the Iranian president, tweeted that what Reuters reported about Iran’s readiness for changes in the JCPOA was “not correct.”

“What is correct is (Iran’s) readiness to shorten the length of implementation of the JCPOA,” he tweeted.

Esmaeili explained that Iran was ready for the final stage of the JCPOA, namely the commitments planned for 2023, as already mentioned by Foreign Minister Mohammad Javad Zarif.

The presidential official noted that the ratification of the Additional Protocol by the Iranian Parliament could take place simultaneously with the ultimate lifting of sanctions by the US Congress, which would allow for negotiations within the framework of the Group 5+1 (Russia, China, the UK, France, Germany, and the US).

Constitution Committee Result of Iran-Syria-Russia Coordination: Assad

“The Constitutional Committee of Syria was formed despite all the problems created by the sponsors of terrorism, and that indicates our cooperation was successful,” he said.

He made the comments in a Tuesday meeting with Ali-Asghar Khaji, a senior assistant to Iran’s foreign minister in special political affairs, in Damascus.

In turn, Khaji highlighted the efforts made by the three guarantor states of the Astana Process – Iran, Turkey, and Russia – for the formation of the Syrian Constitutional Committee, and congratulated the Syrian nation and government on its finalization.

He presented explanations about the fifth meeting of the Iranian, Turkish, and Russian leaders in Ankara, and once again underlined the Islamic Republic of Iran’s resolve to help settle the Syria crisis through political solutions.

During his visit to Damascus, the Iranian diplomat also held talks with Syrian Foreign Minister Walid al-Muallem and some other high-ranking Syrian officials.

In the meetings, the Iranian and Syrian parties underlined the need for continued consultations between the two countries for full settlement of the Syria crisis.

UN Secretary-General Antonio Guterres on Monday announced the creation of Syria’s constitutional committee that could pave the way for a political solution to the country’s eight-year conflict.

Guterres told reporters that the committee, which includes representatives from the government and opposition, would convene in the coming weeks. “It will be facilitated by the United Nations in Geneva.”

The announcement came after a trilateral summit between the presidents of Iran, Russia, and Turkey, the three guarantor states of the Astana Process, in Ankara on September 16.

The Astana Process is an initiative launched in 2017 by the three countries to help settle the six-year crisis in Syria.

Iran Condoles with Pakistan over Deadly Quake

In his Wednesday statement, Mousavi expressed regret over the incident and offered the Islamic Republic of Iran’s condolences to the nation and government of Pakistan as well as the bereaved families of the natural incident’s victims.

He also wished divine mercy for the victims and patience and speedy recovery for those wounded in the earthquake.

A 5.8 magnitude earthquake struck northeastern Pakistan, killing at least 19 people and injuring more than 300, local officials say.

The quake’s epicentre was close to the city of Mirpur, in Pakistan-administered Kashmir.

Photos circulating on social media show a huge crack on a main road in the area, and partially destroyed houses.

The full extent of the damage is not yet known. Thousands of people died in a powerful quake in the area in 2005.

“The quake was 10km (six miles) deep… the worst hit was Mirpur,” Pakistan’s chief meteorologist, Muhammad Riaz, told the AFP news agency.

Children are among the dead, reports say.

Swiss, Swedish Leaders Meet Iran President in New York

In his Tuesday night meeting with Swiss President Ueli Maurer, Rouhani praised the Swiss government’s efforts as protector of Iran’s interests in the United States, and said, “Switzerland has always been a sophisticated country to us and we have had very good long-standing relations with your country.”

The president pointed to Bern’s efforts to create a financial vehicle for economic exchanges, including the purchase of medicine, and said, “Unfortunately unlike the official stances it declares, the US government practically creates troubles for banking exchanges between Iran and Switzerland, even in fields like the purchase of medicine and humanitarian uses.”

Rouhani described it as the United States’ state terrorism, “because they are in fact determined to kill children and patients.”

The Swiss president, in turn, referred to the 100-year relations between Iran and Switzerland and said that the country’s impartiality and humanitarian tradition has roots in its history.

“In this regard, Switzerland is looking forward to hearing Dr Rouhani’s initiative – called Hormuz Peace Endeavour (HOPE) – which is aimed at ensuring security in the region,” he added.

In a separate meeting with Swedish Prime Minister Stefan Löfven, Rouhani said relations between Iran and Sweden have always been good and positive, especially in industrial and trade fields.

However, he added, these relations have unfortunately encountered problems after the United States’ unilateral withdrawal from the JCPOA.

“The Joint Comprehensive Plan of Action (JCPOA), as an international agreement endorsed by the United Nations Security Council, has got seven pillars,” Rouhani said, adding that it is not acceptable that only one of them lives up to its commitments.

The President reminded the European Union, including Sweden, of their commitment to implement the deal in full, particularly by operationalizing the INSTEX.

He further elaborated on the situation in the region, particularly the continued killing of innocent Yemenis, and said, “Currently, the region is more than ever in need of establishing peace and stability and putting an end to the status quo, and the Hormuz Peace Endeavour (HOPE) is in the same direction.”

The Swedish premier, for his part, thanked Iran’s hospitality during his recent visit to Tehran, adding that Stockholm seeks to develop relations with Iran in all fields, especially in economic areas.

Pointing to Iranian Foreign Minister Mohammad Javad Zarif’s visit to Sweden and his country’s willingness to contribute to the security of the region, Löfven welcomed Rouhani’s initiative and said he would willingly look into it.

He also noted that his country has been a supporter of INSTEX and is looking for practical ways to operationalize the financial mechanism as soon as possible.

The Iranian president’s meetings with the Swiss and Swedish leaders came after his talks with UK Prime Minister Boris Johnson, French President Emmanuel Macron, Spanish Prime Minister Pedro Sanchez, Japanese Prime Minister Abe Shinzo, and German Chancellor Angela Merkel.

He is going to deliver his speech at the UN General Assembly later on Wednesday.

Swedish Teenager Rebukes World Leaders in New York

Greta Thunberg, a 16-year-old climate change activist, opened the summit on Monday with an angry condemnation of world leaders for their inertia over the crisis and said they had stolen her childhood with “empty words.”

“You have stolen my dreams and my childhood with your empty words,” Thunberg said, adding that the plans that leaders intend to unveil will not be enough to respond to the rate of the planet’s warming.

Speaking before the packed room of world leaders, the Swedish activist said the generations that have polluted the most have burdened her and her generation with the extreme impacts of climate change.

“This is all wrong. I shouldn’t be up here. I should be back in school on the other side of the ocean yet you all come to us young people for hope. How dare you pretend that this can be solved with just business as usual and some technical solutions?” Thunberg said.

“People are suffering. People are dying. Entire ecosystems are collapsing. We are in the beginning of a mass extinction. And all you can talk about is money and fairy tales of eternal economic growth. How dare you!” she added.

The summit was convened by UN Secretary-General Antonio Guterres to push countries to go beyond their tepid climate change goals and do more to limit global warming.

In his remarks, Guterres was also blunt and said, “My generation has failed in its responsibility to protect the planet.”

“The climate crisis is a race we are losing, but it is a race we can win.”

Trump Took Trust Away from Relationship: Rouhani

The president made the remarks in an exclusive interview with Fox News‘ Chris Wallace on Tuesday during his stay in New York, where is attending an annual meeting of the United Nations General Assembly.

“Why would we bump into one another?” the Iranian leader told Wallace. “If we seek to pursue higher goals to benefit both countries, both people, it must be planned, and talks must be based on those plans.”

“But prior to that, we must create mutual trust, and the trust is something that Mr. Trump took away from this framework. We had an agreement. Mr. Trump exited without a valid justification, and illegally, from an international agreement.”

“So, if the United States of America’s government is willing to talk, it must create the needed conditions,” he noted.

The comments came after Trump said Sunday he had “no intention” of meeting with Rouhani during the summit in New York City. “Nothing is ever off the table completely, but I have no intention of meeting with Iran,” Trump told reporters.

“Once we carried on negotiations with the United States of America for two years, and during a 17-day period, the foreign minister of the Islamic Republic of Iran and the US Secretary of State had continuous talks without returning to their countries. It was extremely difficult, but we did reach an agreement which was signed, and it was enshrined in the United Nations Security Council resolution, and without a valid reason or cause, the United States left this agreement.”

“So, it took away the foundation of the needed trust. I think more than the issues it touched upon, the most basic needed issue is trust, and Mr. Trump damaged the trust between the two countries. So, this is very important.”

Rouhani then suggested a key way to rebuilding trust would be removing sanctions against his country, which he described as “a type of terrorism.”

He continued, “Trust must be restored, and the restoration of trust consists in taking away the pressure imposed upon the nation and the people of Iran which show that clearly there is animosity even towards our children, our ill people, because we — they even have difficulty in obtaining basic medications and medical equipment.”

Rouhani went on, “This is a type of terrorism. This is inhumane, and if there is a cessation to this, then, of course, the atmosphere will change. Of course, then it can be envisioned, and we can talk about many different topics of mutual interest for both sides.”

Earlier in the interview, Rouhani stated that America, not Iran, was the key supporter of Middle East terrorism.

“I am amazed at the interpretations of Mr. Trump, vis-a-vis terrorism,” Rouhani said.

“Today, America, unfortunately, is the supporter of terrorism in our region — and wherever America has gone, terrorism has expanded in the wake.”

Rouhani pointed to US military involvement in Syria without the permission of President Bashar al-Assad as an example of what he considered to be such American terrorism.”

“The country that is present and flying over the air space of and bombarding the soil of the country of Syria without permission of the government is the United States of America.”

Wallace had asked Rouhani about Trump’s UN speech earlier Tuesday, in which he referenced Iran’s “blood lust” and “fanatical quest for nuclear weapons” when the Iranian leader gave that response.

E3’s Anti-Iran Statement ‘Destructive’ at Current Situation: Rouhani

In the Tuesday meeting, President Rouhani strongly criticized the recent statement by the E3 (Germany, France, and the UK) and the groundless accusations levelled against the Islamic Republic.

“The issuance of this baseless statement under the current critical and complicated circumstances is not constructive and beneficial at all,” Rouhani said.

He also slammed London’s negligence in living up to its commitment for Iran to enjoy the economic dividends of the nuclear deal.

A positive economic atmosphere was one of the commitments under the JCPOA, Rouhani said, calling on all parties to operationalize their commitments, including the INSTEX financial mechanism, as soon as possible.

Rouhani further pointed to his Hormuz Peace Endeavour (HOPE) initiative, which will be brought about at his UNGA speech Wednesday, and described cooperation among regional countries as the only way to establish sustainable peace and stability in the region.

The Iranian president stated that other countries’ support, including that of the UK, is effective in the realization of the goal.

Johnson, in turn, stressed that London is willing to develop relations with Tehran, adding that his country has always supported the JCPOA and will continue to do so.

He also said that the British Foreign Secretary worked hard to dissuade the United States from withdrawing from the JCPOA, but to no avail.

Johnson also referred to Iran’s effective role in the region, saying, “We still hope that the JCPOA remains in place and regional tensions are eased.”

Johnson, whose visit to New York was left unfinished and had to return home over domestic political developments, invited Rouhani to pay an official visit to the UK in order to continue bilateral consultations.
