Aydin Aghdashloo became a Knight in Silence

The French Embassy in Neauphle-le- Chateau Street in  downtown Tehran on Jan. 12, 2016 played host to a ceremony awarding highest of the French government decoration, the Chevalier(Knight) to renowned Iranian Painter and art scholar Aydin Aghdashloo.

French Ambassador to Tehran, Mr. Bruno Foucher placed the National Order of Merit of French Ministry of Culture over the chest of Mr. Aghdashloo. The ceremony was quite modest and attendants were very few. When the 75 years old Aghdashloo was contacted to be informed about awarding of the decoration, he said he prefers the ceremony to be a private and small event and the world famous Iranian painter as usual didn’t want to show off and himself didn’t invite anybody to this ceremony.

Only 10 people including Dariush Shayegan came together at French Embassy. The French Ambassador spoke to the audience about the important position held by Aghdashloo in French culture and importance of his works and placed the Knight Decoration on Mr. Aghdashloo’s chest.

Aghdashloo thanked Mr. Foucher and said he is glad to see that his works have become known outside his home country.

Talking to Iranian Daily Shargh, Mr. Aghdashloo said the Knight Decoration is the highest National Order of Merit award by French government and he is pleased that his works have been appreciated beyond Iranian border and the outside world. He said he has been influenced by French arts and culture like any other painter of the 20th century.

After Aghdashloo’s speech, Shayegan spoke in French of Aghdashloo and his works.

Aghdashloo is very humble artist to an extent that he considers individual exhibition of his works as self flattering and show off and that’s why he asked the French Embassy officials to avoid a large ceremony on his honor.

“Be Prepared for Good News” on Iran Nuclear Issue: Diplomat

“Be prepared for good news; beautiful moments in our beloved country’s history are going to happen,” Iranian Foreign Ministry’s Director General for the Political and International Affairs Hamid Baeidinejad said in a post on his Instagram account.

“I wish you were present in our sessions to witness the dignity and honor of our great nation,” he added in the post.

Also in a post on his Twitter account, Baeidinejad said, “Following intensive negotiations in Vienna, good news on implementation day of the landmark agreement is on the way.”

He had earlier on Thursday noted that the final talks started on Wednesday, and expressed the hope that the remaining outstanding issues on the country’s nuclear energy program will be dealt with by Iran and the Group 5+1 (Russia, China, the US, Britain, France, and Germany) today.

This is the last stage on the long path of Iran’s negotiations with the world powers on its nuclear program, and the day for implementation of the Joint Comprehensive Plan of Action (JCPOA), the text of nuclear deal finalized back in July 2015, is looming, he added in a post in his social network account.

Earlier on Wednesday, Iran’s Deputy Foreign Minister Abbas Araqchi predicted that implementation of a July nuclear deal between Tehran and the Sextet would start by Saturday, after the UN nuclear agency releases its final report.

“The (International Atomic Energy) Agency’s inspectors are supposed to issue their final report on Iran’s honoring of commitments until Friday. I believe the parties will perform their undertakings by Friday and Saturday and (then) the implementation day would be announced,” Araqchi said at the time.

Iran and the Group 5+1 (also known as E3+3 and P5+1) on July 14, 2015, reached a conclusion on a 159-page nuclear agreement that would terminate all sanctions imposed on Tehran over its nuclear energy program after coming into force.

Afterwards, the 15-memebr United Nations Security Council passed a resolution that endorsed the JCPOA.

According to the UNSC Resolution 2231, all previous UNSC sanctions imposed on Iran over its nuclear program will be terminated when the JCPOA takes effect.

Iran denounces deadly terror attacks in Indonesian capital

On Thursday, Iran’s Foreign Ministry spokesman Hossein Jaberi Ansari voiced sympathy with the families of the victims as well as the Indonesian government and nation in general, expressing hope that such terror attacks would not hamper Indonesians’ will to promote Islam.

“Such terrorist acts, in a country where restraint and moderation are the defining characteristics of its people and has always been one of the frontrunners in the United Nations peacekeeping missions in the world, once again proved that terrorism and extremism have no boundary,” he said.

The Iranian diplomat further urged a tough response to the perpetrators and supporters of acts of terrorism, highlighting the need for a united and global fight against the ominous phenomenon.

Elsewhere in his remarks, Jaberi Ansari emphasized that the Islamic Republic stands by the Indonesian nation and administration in combating terrorism.

Earlier on Thursday, Jakarta was hit by a series of blasts and a gunfight, centered around Thamrin Street, a major shopping and business district near foreign embassies and the United Nations offices in the megacity.

Jakarta police spokesman Colonel Muhammad Iqbal said seven people, including four attackers were killed in Thursday’s incidents.

The Daesh Takfiri terror group has claimed responsibility for the assaults.

Indonesia’s President Joko Widodo has denounced the attacks and called for calm.

“We condemn these attacks that have disturbed the peace of society and we want to spread this message to the nation and society. I ordered the authorities to catch those responsible for the attacks and even those out there that are involved in this,” he said.

Indonesia has suffered militant attacks in the past and was on high alert over the New Year period after threats from Daesh.

Iran removes Arak reactor core vessel

“We carried out the last stage of the removal of the Arak reactor’s heart and today our job was completely done,” Behrouz Kamalvandi, the spokesman for the Atomic Energy Organization of Iran (AEOI), said on Thursday.

“The calandria’s cavities, and not its heart, will be filled with concrete,” he added.

Kamalvandi said Iran has met its obligations in the Arak reactor, adding that inspectors from the International Atomic Energy Agency (IAEA) will verify the calandria’s removal later in the day.

The development comes ahead of implementation of Iran’s landmark nuclear agreement with the world powers, known under the Joint Comprehensive Plan of Action (JCPOA) up to the weekend.

The agreement was reached between Iran and the P5+1 – the United States, France, Britain, Russia, China and Germany – in July last year.

Under the JCPOA, limits are put on Iran’s nuclear activities in exchange for, among other things, the removal of all nuclear-related economic and financial bans against the Islamic Republic.

Kamalvandi said Iran is now in “very proper conditions” for producing nuclear fuel.

He noted that “big powers” have recognized Iran’s nuclear rights.

He also said that “unjust sanctions” will be lifted on Iran on JCPOA Implementation Day.

UNICEF calls for urgent help for 10 million Yemeni children

“With no end in sight to the deadly conflict in Yemen, nearly 10 million children inside the country are now facing a new year of pain and suffering,” Julien Harneis, the UNICEF representative in Yemen said in a statement.

Harneis said the “continuous bombardment and street fighting are exposing children and their families to a deadly combination of violence, disease and deprivation.”

More than 7,500 people have been killed and over 14,000 others injured since Saudi airstrikes began in Yemen in March 2015. The Saudi war has also taken a heavy toll on the country’s facilities and infrastructure.

Harneis further suggested that “what is really needed– above all else — is an end to the conflict.”

“Only in that way can the children of Yemen look forward to 2016 with hope rather than despair.”

According to the UN body, children make up at least half of the 2.3 million people estimated to have been displaced from their homes.

More than 19 million people struggle to get water on a daily basis; 1.3 million children under five face the risk of acute malnutrition and acute respiratory tract infections.

And at least two million children cannot go to school, UNICEF estimated.

Iran among top 4 nations with highest refugees

According to the Trends in International Migrant Stock: The 2015 Revision, refugees are mainly in Pakistan, Lebanon, Iran, Jordan – and come mainly from three countries – Syria, Afghanistan and Somalia, reports un.org.

Iran continues to host one of the largest and most protracted refugee populations in the world, despite the voluntary return of hundreds of thousands of Afghan (and Iraqi) refugees to their countries of origin over the past decade.

Iran is located in a region that remains home to one-third of the world’s refugees with over three million and a half people. Nearly, 70% of the refugees in the region are Afghans, the majority living and working in Iran (and Pakistan).

The Iranian government is the primary contributor to the country’s refugee program through various ministries and organizations. Additional support is provided through semi-governmental organizations and charities. The government grants the refugee population on its territory access to: medical services, education for students, literacy classes for out of-school children and the labor market.

According to Iran’s Bureau for Aliens and Foreign Immigrants’ Affairs (BAFIA), as of October 2011, the number of refugees registered with the authorities stood at over 882,000 (over 840,000 Afghans and some 42,000 Iraqis). And 97% of all refugees live in urban and semi-urban areas with only 3% in settlements. Besides, nearly 1 to 1.5 million are non-registered refugees.

The government was actively involved in the process leading to the Solutions Strategy for Afghan Refugees (SSAR), endorsed in May 2012, which aims to enhance the prospects for sustainable solutions for Afghan returnees.

Following the international sanctions and deterioration of economic conditions in Iran over the years plus reports on crime blamed on the Afghans, governments in Tehran regularly informed the world body and the leaders in Kabul that the refugees leave sooner rather than later. But it seems most refuse to leave due to the poverty, joblessness, civil war and insecurity in their country.

Between January 2002 and July 2013, UNHCR, the UN refugee agency assisted over 913,000 Afghans to return home voluntarily, and almost 30,000 Iraqi refugees have also been assisted to repatriate voluntarily since 2003, according to unhcr.org. The number of refugees who returned in 2013 also remains low in comparison with the previous years.

The main populations of concern in 2015 in Iran continue to be Afghan refugees, the majority of whom arrived before 2001 as prima facie refugees.

RSD Procedure

Following the comprehensive registration program of refugees in 2001, all Afghan asylum-seekers were required to have their refugee status determined on an individual basis through the government refugee status determination (RSD) procedure.

Also of concern are Iraqi refugees, most of whom were registered in 2002 as prima facie refugees. New Iraqi asylum-seekers are now also required to have their refugee status determined individually through the government RSD procedure. The majority of newly arrived Iraqi refugees originate from central Iraq.

BAFIA, which has the overall responsibility for coordinating refugee affairs in cooperation with other line ministries, remains UNHCR’s main partner in coordinating refugee affairs.

Over the past several years, the financial requirements for UNHCR’s operation in Iran have steadily grown from $36.5 million in 2010 to a revised 2013 budget of $59.6 million, to address the increasing needs of the Afghan and Iraqi refugees.

In 2014, the operation’s financial requirements were set at $69 million, an increase of $9.4 million compared to the revised 2013 budget. This is due partially to an increase in the number of vulnerable individuals relying on UNHCR’s support, owing to rising costs in Iran.

The UN survey also said that nearly two-thirds of international migrants live in Europe (76 million) or Asia (75 million). North America has the third largest number of international migrants (54 million), and globally, women comprise half of all of them. Meanwhile, two thirds of all international migrants were reported to be living in only 20 countries, with the largest number in the US – about a fifth of the world’s total migrants. The next in line is Germany, followed by Russia.

“When we get into a period of dealing with migration and refugee issues, it’s important that we have the facts,” UN deputy secretary general, Jan Eliasson, told reporters at a press briefing, at the UN Headquarters presenting the key findings of the latest United Nations survey on international migrant trends.

“Back in 2000, there were 173 million international migrants, in 2010 there were 222 million, and this past year in 2015, 244 million migrants.”

“Not included in this figure are around 40 million internally displaced people – refugees inside a country,” he added. (Financial Tribune)

Spokesman: US marines’ entry to Iranian territorial water was not hostile

‘After explanations the US gave and the assurances they made, we determined that violation of Iranian territorial waters was not deliberate, so we guided the boats out of Iranian waters.’

He said cooperation in line with convention of Safety of Life at Sea and the international law and humanitarian approach towards the issue were the criterion of Iranian Navy at high seas and the Persian Gulf and the Sea of Oman.

The spokesman said that Tuesday evening, two US military boats, carrying 10 US marines, were monitored by Iranian Navy as they stopped and stranded around Farsi Island territorial waters.

They were directed to the Navy Forces’ base within framework of the irrevocable policy of the Islamic Republic of Iran regarding guaranteeing security and safety of sailing in the Persian Gulf.

He said that since deliberate entry of military boats to territorial waters of the Islamic Republic of Iran is in violation of the country’s laws and regulations, the cause of the boats’ entry was taken into consideration.

Ansari added that it became clear that their presence in the region was due to technical fault of the vessels navigation system. So, the vessels were released.

Regarding approach of the date for implementation of the Joint Comprehensive Plan of Action, Iranian Foreign Minister Mohammad-Javad Zarif and the US Secretary of State John Kerry are in contacts. The issue on the US marines’ entry was also among topics discussed in the contacts and the two sides prepared the ground for settlement of the issue soon.

Iran’s FM Pleased with Release of US Sailors through Diplomacy

“[I am] happy to see dialog and respect, not threats and impetuousness, swiftly resolved the [US] sailors’ episode,” Zarif said in a post in his Twitter account.

“Let’s learn from this latest example,” he added.

The Islamic Revolution Guards Corps (IRGC) on Wednesday released 10 US Navy sailors captured inside Iran’s territorial waters in the Persian Gulf a day earlier.

The IRGC Public Relations in a statement on Wednesday said the sailors were freed following an apology from the US and after technical and operational investigations indicated that the intrusion into Iranian territorial waters was “unintentional”.

Iran’s Foreign Ministry Spokesman said the communication between Foreign Minister Zarif and US Secretary of State John Kerry accelerated the release of the sailors.

The issue of US sailors detained by the Iranian naval forces was pursued in a phone call between Kerry and Zarif, and the grounds were set for its swift resolution, he added.

Cooperation for the facilitation of safe navigation based on the principles of international law and dealing with extraordinary cases humanitarianly has been and will be the main criteria for the Iranian Armed Forces in their missions in the Persian Gulf and Sea of Oman, he went on to say.
