Tehran Quartet Ministerial Meeting Opens to Tackle Oil Price Slump

Iranian Minister of Petroleum Bijan Zangeneh, Venezuelan Oil Minister Eulogio del Pino, Iraqi Oil Minister Adil Abdul-Mahdi and OPEC President and Qatari Minister of Industry and Energy Mohammed al-Sada are to confer measures to curb falling oil prices.

Oil price tailspin has continued for the past 18 months and have plunged by at least 70% since July 2014.

The Tehran meeting comes only one day after oil and energy ministers of Russia, Saudi Arabia, Qatar and Venezuela met in Doha for the same purpose. The four crude oil exporters agreed to freeze market supplies to January level.

80-year-old post graduate completes degree

Firooz Aghdamifar’s thesis appraisal session was held at the university’s Sciences & Research Branch on February 13 and the post-graduate student defended his dissertation on analysis of the translation of the first novel by French author Jean Daniel.

‘The main reason for me to continue studying at the university despite old age was getting familiar with techniques and methods used by translators in advanced countries,’ Aghdamifar said.

‘Instead of spending my time sitting on park benches during retirement years, I decided to make the maximum use of my free time and realize my dream,’ he added.

The eighty-year old student said that everybody should maintain his or her perseverance and remember that it is never too late to learn. One can even study at difficult majors like MBA.

‘My next goal is getting a PhD,’ he said.

Russia to send S-300 air defense system to Iran

According to the Sputnik News Agency, Iranian Defense Minister Hossein Dehghan will participate in a ceremony dedicated to the first delivery of the Russian S-300 air defense system to Iran via the Caspian Sea on February 18, a source told Sputnik Persian on Wednesday.

Dehghan is currently in Russia and will travel to Astrakhan on the Caspian Sea for the closed ceremony.

“Hossein Dehghan will participate in the ceremony of delivering the S-300 in Astrakhan on Thursday,” the source said.

In 2007, Moscow and Tehran signed an $800-million deal for the delivery of five S-300 missile systems to Iran. In 2010, Russia suspended the contract, citing a UN Security Council resolution that placed an arms embargo on Tehran until it proved the peaceful nature of its nuclear project.

Tehran filed a lawsuit against Moscow over the incident.

In April, Moscow repealed the S-300 delivery ban, after Iran and six global powers, including Russia, reached a framework nuclear agreement to remove the anti-Tehran sanctions in exchange for guarantees of the peaceful nature of its nuclear activities.

Ayatollah Khamenei warns of enemy plots against Iran’s upcoming votes

Ayatollah Khamenei made the remarks in an address to thousands of people from the East Azarbaijan Province on Wednesday.

The Leader said that the United States plans to challenge decisions by the Guardian Council, Iran’s top supervising and vetting body, in a bid to portray elections as illegal.

“Since the first day of the [Islamic] Revolution, Americans have opposed certain basic organs, including the Guardian Council, but they could not do away with it. Now they want to call into question its decisions,” Ayatollah Khamenei said, stressing that “they want to keep the country in a four-year legal vacuum.”

The next elections for the 10th term of the Iranian Parliament (Majlis) and the 5th term of the Assembly of Experts will take place simultaneously on February 26.

The Leader said enemy seeks to distract the public opinion from its “evil objectives” and called on the Iranian nation to remain vigilant to not act in line with enemy’s will.

Most of those who repeat enemy’s disparaging remarks on the Guardian Council are ignorant of their action, said the Leader, adding that their act undermines not only the Council but also the elections, Majlis and the process of passing law for the next four years.

Ayatollah Khamenei went on to say that the recent remarks by US officials about blocking foreign investment in Iran shows that Washington is not trustworthy.

The Leader further thanked the Iranian people for their impressive participation in the rallies commemorating the 37th anniversary of the Islamic Revolution’s victory.

IRGC Commander: Saudi dares not attack Syria

“The Saudis dare not carry out a ground attack against Syria and will never do because they are not at the level of a ground entry into the Syrian territory and do not have the capability to act at this level,” he said in Tehran Wednesday.

Pressed by the Tasnim news agency reporter on what Iran’s reaction would be to a possible Saudi ground incursion, Jafari said, “As I said, Saudi Arabia is not capable of a ground attack.”

“As the Islamic Republic of Iran, we are giving advisory support to the Syrian people and government against terrorists and this advisory support will continue because we see ourselves alongside the Syria government and people.”

Jafari said, “The Saudis may want to do something through the air with American and other equipment in order to strengthen terrorists against the Syrian people and army but these measures will have no results.”

“That is because the Syrian army and people are determined to protect their territory,” the commander added.

Jafari said, “Of course, we hope the Saudis and those who are sponsoring terrorists will not continue their support.”

Pictorial encyclopedia of Persian symbols published

The book entitled “Pictorial Encyclopedia of Iranian Symbols” was unveiled during a meeting at the Baharn Nonprofit Institute for Higher Education on Monday.

Authors Bahman Namvar-Motlaq and Manijeh Kangarani and a large number of experts and students attended the meeting.

“We fully felt the need to prepare a pictorial encyclopedia for Iranian symbols and myths in order to help scholars be familiar with the symbols,” Namvar-Motlaq stated at the meeting.

He said that the main focus of the book is on the symbols and myths in Persian art and literature, Tehran Times reported.

During their research for the book, Namvar-Motlaq and Kangarani collected information and images of 100 symbols and myths. However, the book contains material on only 40 items.

Ali Abbasi, A professor at Shahid Behshti University, described the book as “a valuable and significant source for use by students and scholars in the fields of art and culture.”

“Dr. Namvar-Motlaq had the idea of writing the book a long time ago and I am happy that the idea was crystallized in such a useful book,” he added.

“Pictorial Encyclopedia of Iranian Symbols” was published by Shahr Publishing Institute.

Airbus executive urges European banks to get over Iran fears

According to Reuters, French banks, deterred by a $9 billion US fine on BNP Paribas in 2014 for violating US financial sanctions, have been reluctant to handle deals with Iran despite Iranian authorities urging them to return now the measures have been lifted.

For companies like Airbus, which signed a deal to sell Iran 118 Airbus jets worth $27 billion after international sanctions were lifted against Tehran last month, that makes getting financing for such deals more complicated.

European governments and their export credit agencies support resumption in trade with Iran, said Nigel Taylor, senior vice-president for Customer, Project and Structured Finance at Airbus.

‘With this blessing, I can’t understand why we only see the back of banks at the moment. Don’t be afraid!’ he told a conference on export financing at the French Finance Ministry on Tuesday.

However, the head of the French banking federation, Marie-Anne Barbat-Layani, also on the panel, said the US legal framework regarding sanctions remained too uncertain for now.

‘To be able to intervene, we banks need to have complete legal security and clarity,’ she said. ‘We’re not there yet.’

Senior French bankers have said the memory of BNP Paribas’ fine remained too fresh and the current legal framework, with a possibility to snap sanctions back in place, was off-putting.

Barbat-Layani also said European companies should make an effort and bill their sales in euros rather than US dollars to avoid falling foul of the US legal system.

‘We need to develop euro-denominated financing, even if that’s not enough,’ she said.

Iran has asked foreign oil companies that owe it money from the pre-sanctions period to pay in Euros rather than dollars.

According to Bloomberg, it’s the first significant cooperation between OPEC and non-OPEC producers in 15 years and Saudi Arabia said it’s open to further action.

Oil pared gains after the accord was announced, signaling traders see no immediate end to the global supply glut.

The deal to fix production at January levels, which includes Qatar and Venezuela, is the “beginning of a process” that could require “other steps to stabilize and improve the market,” Saudi Oil Minister Ali Al-Naimi said in Doha Tuesday after the talks with Russian Energy Minster Alexander Novak.

Qatar and Venezuela also agreed to participate, he said.

Saudi Arabia has resisted making any cuts in output to boost prices from a 12-year low, arguing that it would simply be losing market share unless its rivals also agreed to reduce supplies.

Naimi’s comments may continue to feed speculation that the world’s biggest oil producers will take action to revive prices.

“The reason we agreed to a potential freeze of production is simply the beginning of a process” over the next few months, Naimi told reporters.

“We don’t want significant gyrations in prices. We don’t want a reduction in supply. We want to meet demand. We want a stable oil price.”

**Prices Fall

More than a year since the Organization of Petroleum Exporting Countries decided not to cut production, oil remains about 70 percent below its 2014 peak, hovering around $140 a barrel.

Supply still exceeds demand and record global oil stockpiles continue to swell, potentially pushing prices below $20 a barrel before the rout is over, Goldman Sachs Group Inc. said last week.

While Novak has said he could consider cuts if other countries joined in, Russia faces significant obstacles to doing so. The freeze is conditional on other nations agreeing to participate, Russia’s Energy Ministry said in a statement.

The group of producers plans to monitor output and prices for four months, Venezuelan Oil Minister Eulogio Del Pino said in an e-mailed statement.

“This is an announcement of a production freeze among countries whose production didn’t even grow recently,” said Eugen Weinberg, head of commodities research at Commerzbank AG in Frankfurt.

Oil erased gains in London after rising before the meeting amid speculation the countries would discuss production cuts. Brent crude fell 3.6 percent to settle at $32.18 a barrel Tuesday in London, having earlier climbed as much as 6.5 percent.
