Tehran No Longer a ‘Red Zone’; Many Businesses Can Reopen Saturday

The two-week COVID-19 restrictions imposed in Tehran and dozens of other “red zones” across the country have reportedly decreased the number of fatalities caused by the virus, and the capital is now in the “orange zone”, according to officials.

As of Saturday, when the two-week period is over, almost all businesses (including shopping malls, restaurants, and the like) can reopen.

However, a travel ban from 9 pm to 4 am will be extended, the number of staff in government offices will remain restricted, and religious ceremonies will remain banned in Tehran and other orange zones across the state.

According to officials, these places will remain closed in Tehran (and other orange zones): Schools, universities, kindergartens and all educational institutes, swimming pools, theatres and cinemas, wedding and mourning halls, beauty salons, libraries, gyms, shrines, hookah bars, zoos and amusement parks.

While Tehran is no longer a red zone as per officials, nine provincial capitals are still in that zone and all businesses except for essential ones will remain shut down there. These cities include Mashhad, Rasht, Qazvin, Ardabil, Zahedan, Shiraz, Sari, Bojnourd, and Gorgan.

Belgian Foreign Minister Condemns Fakhrizadeh Assassination

In this phone call, the Belgian top diplomat condemned the terrorist assassination of Iranian scientist Mohsen Fakhrizadeh.

The two sides also exchanged views on bilateral consular issues.

Belgium arrested Iranian diplomat Asadollah Assadi in 2018, and has kept him detained so far, on charges of being linked to a bomb attack plot in the French capital of Paris.

There are speculations that Iran might be interested in securing the release of Assadi in return for the release of an Iranian-Swedish citizen, Ahmadreza Djalali, who has been sentenced to death in Iran on charge of espionage.

Rouhani: Parliament’s Bill to Stop Nuclear Inspections ‘Detrimental to Diplomacy’

“The government does not agree with the bill passed by the Parliament yesterday, and considers it to be detrimental to diplomatic efforts,” Rouhani said in a weekly cabinet session on Wednesday.

He said enemies have spared no effort in the past decade to make the Iranian nation submit, especially in the past three years when they turned sanctions into an all-out economic war.

However, Rouhani added, “we believe the situation will be different next year once this war and maximum pressure is over.

He said the change of conditions is not just because of the failure of Donald Trump and his wrong Iran policies. “Any incoming US administration would have to bow to the Iranian nation because of the failure of the economic war and the maximum pressure policy.”

Iranian lawmakers on Tuesday approved the generalities of a draft bill aimed at tackling sanctions imposed on the country and preventing international inspectors from accessing the country’s nuclear facilities.

The bill instructs the Atomic Energy Organization of Iran (AEOI) to produce at least 120 kilogrammes of 20%-enriched uranium annually and stockpile it in the country and use it for peaceful purposes as needed.

Once the bill is signed into law, the government also has a duty to meet, fully and without delay, domestic industries’ need for uranium enriched up to a purity level of 20 percent and above for peaceful purposes.

Under the bill, the government would also be obliged to raise the country’s uranium enrichment and production to realize the enrichment capacity of 190 thousand separative work units (SWU).

The bill also requires the government to make use of advanced centrifuges, including IR6 and IR2M types.

Iran Urges Int’l Community to Counter Israeli Atrocities against Palestine

In a message to the UN General Assembly on the occasion of International Day of Solidarity with Palestinian People, President Hassan Rouhani urged world countries to counter measures adopted by Tel Aviv, which violates human rights and provisions of numerous UN resolutions.

Rouhani’s message came as a ceremony was held at the UN headquarters in New York attended by representatives of UN member states. The participants condemned the Israeli regime’s illegal moves in occupied Palestinian territories and expressed their solidarity with Palestinians. 

“November 29 is a reminder of more than seven decades of occupation of Palestinian territories by the Israeli regime and endless sufferings of Palestinian people and unending tyranny and injustice that the oppressed Palestinian nation is subjected to,” read the president’s message.  

“This comes as every day we are seeing more and more aggressive and racist policies and organized crime by this regime, including the annexation plan and killing Palestinian people and the continuation of sanctions against the people of Gaza in breach of human rights amid the coronavirus pandemic and Palestinians being denied access to the minimum medical requirements and health assistance,” the message also read. 

The president also expressed regret over Israel’s expansionist policy by constructing more and more Jewish settlements on the West Bank and East al-Quds, ethnic cleansing of Palestinians and the cruel blockade of the Gaza Strip. 

He criticized the international community for failing to take “effective action” to end this tragedy and restore Palestinians’ rights. 

President Rouhani condemned Israeli atrocities against Palestinians and called on the international community, including Muslim states, to take prompt action to end Israeli brutalities.

EU’s Foreign Policy Chief Raps Criminal Assassination of Iranian Scientist

In a telephone conversation with Iranian Foreign Minister Mohammad Javad Zarif on Tuesday evening, Borrell reiterated that the fatal assassination attack on Mohsen Fakhrizadeh was a criminal measure.

He also expounded on the European Union’s stances on the matter.

Strategic Action Bill Ends Iran’s One-Way Commitment to JCPOA: Top MP

In remarks after ratification of the strategic action for lifting of the sanctions and safeguarding national interests at the Parliament on Tuesday, Mohammad Baqer Qalibaf said the new measure has ended a one-way road in implementing the Joint Comprehensive Plan of Action.

The plan, however, includes an article that allows for renegotiation over the parliamentary bill by giving the Westerners an opportunity to fulfill their JCPOA commitments, he added.

“Over the past couple of years, we fulfilled one-way commitments under the JCPOA, but the Western parties did not honor their commitments… Today, the Parliament put an end to the one-way road with these measures,” Qalibaf noted.

Not only did the Western states fail to meet their JCPOA commitments, but also harmed Iran’s nuclear industry with acts of sabotage at the Natanz nuclear site and even refused to condemn the recent assassination of eminent Iranian scientist Mohsen Fakhrizadeh, the speaker deplored.

Expressing hope that the “decisive action” by the Parliament would lift the sanctions, Qalibaf assured the Western states that Iran will press on with the new plan as long as they refrain from honoring their commitments.

He finally noted that Article VII of the parliamentary bill allows for negotiation about a reversal of approaches in case the other JCPOA parties fulfill their undertakings.

Iran Not to Give IAEA Any Access beyond NPT: Spokesman

Iran Sees ‘Positive Outlook’ for Ties with IAEA after Latest Report

“Iran’s cooperation with the IAEA is within the framework of NPT and our commitments,” Khatibzadeh said in a press briefing on Tuesday.

“We haven’t given them any further access and won’t do so,” he underlined.

“Our interaction with the IAEA so far has been a technical and respectful one despite certain differences,” he noted. 

He said Iran has always cautioned the IAEA about certain irresponsible behaviours. 

“We hope the IAEA’s new approach would remain a technical and professional one. Until then, we’ll continue our relation with the IAEA based on the same framework,” he added.

Iran Reports 382 New Deaths Caused by COVID-19

In a press briefing on Tuesday, Health Ministry spokeswoman Sima-Sadat Lari reported 13,881 new cases of COVID-19 infection, raising the total number of cases to 975,951.

So far, she added, 677,963 patients have recovered from the disease or been discharged from the hospital.

Lari said 5,840 patients are also in critical conditions caused by more severe infection.

The spokeswoman noted that 6,168,637 COVID-19 tests have been taken across the country so far.

She said the high-risk “red” zones include Tehran, Qom, Mazandaran, East Azarbaijan, Isfahan, Yazd, Ardabil, Khorasan Razavi, Khuzestan, Hamadan, West Azarbaijan, Bushehr, Chaharmahal and Bakhtiari, Kohgiluyeh and Boyer-Ahmad, Alborz, Lorestan, Markazi, Ilam, South Khorasan, Kermanshah, North Khorasan, Semnan, Gilan, Zanjan, Qazvin, Kurdistan, and Kerman provinces.

The “orange” and “yellow” zones also include Golestan, Hormozgan, Fars, and Sistan-and-Baluchestan provinces, she added.
