JCPOA Joint Commission Wraps Up Meeting in Vienna

The participants agreed to continue the parallel meetings of two expert groups, which have started since last week for technical consultations on the two domains of “removal of sanctions” and “nuclear issues”.

The results of these expert-level meetings on the technical aspects of sanctions removal and nuclear issues will be declared to the Joint Commission.

At the beginning of the Thursday meeting of the Joint Commission, Araqchi, the head of the Iranian delegation, condemned the recent act of sabotage in Natanz nuclear facility, and strongly complained about the European countries’ weak reaction to the incident.

He also noted that parties to the JCPOA must unanimously and without any political reservation condemn and denounce the act, which is an instance of nuclear terrorism and a blatant violation of international rules.

Araqchi said the Iranian negotiating team does not seek protracted negotiations and waste of time, and urges that the talks should be held within a determined framework in an acceptable period of time.

The head of the Iranian delegation also pointed to the beginning of 60-percent uranium enrichment in Iran, and said the move is within the framework of Iran’s rights under the paragraphs 26 and 36 of the JCPOA, and is aimed at meeting some of the country’s medical needs.

JCPOA Joint Commission to Hold Fresh Round of Talks in Vienna

Iranian Deputy Foreign Minister for Political Affairs Seyyed Abbas Araqchi is leading the Iranian delegation in the talks.

Representatives from other Iranian institutions, including the Central Bank of Iran, the Petroleum Ministry and the Atomic Energy Organisation of Iran are also taking part in these negotiations.

Deputy Secretary General for Political Affairs of European External Action Service Enrique Mora is presiding the talks which are also attended by delegates from Russia, China, France, Germany and Britain.

In this round of talks, technical consultations are held within the framework of expert meetings in two domains of “lifting sanctions” and “nuclear issues.”

As usual, bilateral meetings with heads of other negotiating delegations are being held on the fringes of the talks.

The negotiations are being held merely within the framework of the JCPOA with representatives from Iran and the 4+1 group in attendance.

As announced before, no US delegate has been present in any of the meetings of the joint commission or relevant expert meetings.

Moreover, no direct or indirect talks with the US are on the agenda of the Iranian negotiating team.

The meeting of the JCPOA Joint Commission was slated to kick off on April 14, 2021, but it was put off until April 15 as one of the members of the European delegation had contracted the coronavirus.

Iranian Diplomat, UN Envoy Discuss Latest Syria Developments

During the talks, the two sides discussed political solutions to settle the Syria crisis as well as the need for the Syrian Constitutional Committee to move forward with its negotiations.

The Iranian official touched upon recent talks on Syria held in Tehran with the visiting Russian delegation.

He added the Syrian presidential election will be held based on the current Constitution, and highlighted the Constitution should be respected.
“The Islamic Republic of Iran supports Pedersen’s efforts to sustain talks on the constitution and holding an upcoming meeting of that committee,” said Khaji.

Pedersen, in turn, lauded Iran’s backing in that regard, saying he was in talks with Syrian sides to make arrangements for holding the sixth meeting of the committee.

The UN envoy said he would move forward with his consultations with key players, especially Iran.

Iran, Slovakia Discuss Promotion of Mutual Cooperation

In the virtual meeting held on Tuesday, the two sides discussed the latest regional and international developments as well as the enhancement of relations between the two countries in different political, economic, cultural and academic areas.

Araqchi, who joined the video conference call from Vienna, elaborated on Tehran’s stance on the 2015 nuclear deal, officially known as the Joint Comprehensive Plan of Action (JCPOA).

He made it clear that Iran stands ready to revive the JCPOA once the other side returns to its commitments under the deal and Iran verifies the other side’s compliance with its obligations.
The two sides expressed content with the expansion of Tehran-Bratislava relations over the past years, and said they support further promotion of mutual ties.

They underscored the importance of utilising untapped potential for the expansion of relations, including through holding meetings of the two countries’ joint economic commission and attending bilateral as well as international events in different areas.

Moreover, the Iranian official aired his grievances over the European Union’s recent decision to put the names of several Iranian officials and bodies on its sanctions list.

“In reaction to this move, Iran will suspend its comprehensive negotiations with the EU and its cooperation on [fighting] terrorism and narcotics as well as refugees,” he said.

Iran’s Chief Negotiator Meets Russian, Chinese Counterparts in Vienna

On Tuesday evening, the head of the Chinese delegation visited the residence of Araqchi to discuss with him the latest status of talks and consultations regarding the JCPOA and nuclear issues.

Mikhail Ulyanov, the Russian ambassador to international organisations in Vienna, also visited the office of Iran’s permanent mission to international organisations in Vienna to confer with Araqchi on the status of talks between Iran and the P4+1.

The Iranian delegation is holding talks with other delegations ahead of a plenary meeting of the JCPOA Joint Commission, which was originally scheduled for Wednesday, but was postponed to Thursday after a member of the European delegation contracted the coronavirus.

The talks are aimed at reaching a deal on the removal of US sanctions in exchange for Iran’s return to its nuclear commitments under the 2015 nuclear deal.

Rouhani: Iran Starts Enriching Uranium to 60% in Response to ‘Nuclear Terrorism’

“They wanted to disrupt the operations of IR-1 centrifuges, but Iran’s first response was to replace those centrifuges with IR-6 ones, so that they will understand they cannot deprive Iran of peaceful nuclear technology through wicked acts,” said President Hassan Rouhani on Wednesday.

“As a second response, Iran will also increase uranium enrichment from 3.67 percent purity level to 60 percent,” he added.

The president underlined Tehran replaced IR-1 centrifuges with IR-6 ones in response to the Israeli regime’s move against Iran.

He added Iran will not allow others to disrupt its peaceful nuclear program and will counter any plots in that regard.

President Rouhani reiterated that Iran will return to full compliance with the 20-15 nuclear deal once the US respects UN Security Council Resolution 2231 and lifts all sanctions and Iran verifies their removal.

The president underlined that Iran’s activities have always been, and will remain peaceful and under the supervision of the International Atomic Energy Agency.

Iran Congratulates Heads of Muslims Sates on Advent of Ramadan

In separate messages, Hassan Rouhani expressed hope Ramadan will bring with it divine blessings.

“I hope that, thanks to great divine blessings and beneficence in this holy month, Muslims around the world will be able to work in tandem with other world countries to pave the way for containing the dangerous coronavirus with reliance on the knowledge and faith of their committed scientists, and paint a good picture of Islam in this arena and help bring the trend of man’s life back to normal,” the president’s messages read.

“I hope that, thanks to this holy month, Muslims around the world, especially heads of Muslims states, will forge a closer rapport and unity to set the stage for the promotion of Islam across the world more than ever before,” the president added.

He underlined the month of Ramadan is an opportunity for world Muslims to pursue the path of piety through self-purification and abstaining from sins.

US Should Lift All Sanctions, Fulfill Commitments, Rouhani Tells Qatari Emir

President Hassan Rouhani made the comment while touching upon recent talks in Vienna on Iran’s nuclear issue and the United States’ willingness to rejoin the JCPOA.

“The only way is for the US to return to the JCPOA and lift all sanctions and fulfill all of its obligations under UN Security Council Resolution 2231,” said the president in a phone conversation with Qatari Emir Sheikh Tamim bin Hamad al-Thani.

“After the US takes these actions, Iran will undoubtedly return to all of its commitments under the JCPOA,” said President Rouhani.

“I hope the Americans have come to realize over the past few years that sanctions and pressure are not the right way.

“The Americans should return to the UN Security Council resolution and the nuclear agreements between the 7 countries, and this is the only solution,” Rouhani said.
Elsewhere in his remarks, President Rouhani said Tehran and Doha have good cooperation on different political and economic fronts.

He then stressed the need to enhance mutual ties and tap into all potential to move forward with economic and trade issues.

President Rouhani praised Qatar’s position on regional issues, and added regional issues and crises, namely the Yemen crisis, should be resolved through dialogue.
He also described the presence of the Israeli regime in the region as “dangerous.”

“The only successful way to ensure security, peace and stability in the region is to settle issues through peaceful means and a sense of responsibility and taking collective interests into account,” the president added.

“We believe militarism cannot solve problems in the region,” he said.
The Qatari Emir, in turn, congratulated President Rouhani on the arrival of the holy month of Ramadan.

He also underscored the need to further boost bilateral ties, especially mutual cooperation in the transport sector.

He said the two countries should utilize all potentialities to enhance bilateral relations.
The Qatari Emir also welcome the negotiations by members of the JCPOA Joint Commission in Vienna.

He said Doha supports a negotiated settlement of problems and hopes all signatories to the JCPOA will return to their obligations under the deal to pave the way for the revival of the international agreement.

The Qatari Emir once again invited President Rouhani to visit Qatar, and expressed hope officials of both countries meet in person during that trip and discuss issues of mutual interest as well as regional issues.

Iran, Russia to Boost Cooperation against US’ Media Propaganda

In the Tuesday meeting, the two sides discussed areas of cooperation in the domain of public diplomacy.

They touched upon campaigns launched by Western and American media against independent countries, and added the United States’ internet and media monopolies are partly to blame for that.
The two sides urged closer cooperation between Iran and Russia, which are both targets of such media and propaganda campaigns.

Among other topics of discussion was the promotion of cultural and media cooperation between the two sides.

Khatibzadeh said the agreement signed by the two countries’ foreign ministers in Tehran on April 14, 2021 on the establishment of, and the framework for the activities of cultural centres can serve as a good basis for the enhancement of cultural cooperation between the two sides.

The two sides also emphasised the importance of exchanging media delegations, regular contacts and facilitating talks between the media outlets of both countries

Iran Summons Portuguese Ambassador over EU Sanctions

“Following the European Union’s impudent move to put the names of several Iranian officials and institutions on its list of human rights sanctions, Portuguese Ambassador to Tehran Carlos Costa Neves, whose country holds the EU’s rotating presidency, was summoned to the Iranian foreign ministry and received a strong note of protest from Tehran over the EU’s illegal action,” a statement by the Foreign Ministry said on Tuesday night.

“Accordingly, the director general for the West Europe affairs at the Iranian foreign ministry condemned the EU’s move as politically motivated, dismissing it as a double-standard approach on human rights issues,” it added.

“As we have already announced, Iran will, in reaction, suspend comprehensive talks with the EU and cooperation thereof, including in the domains of [fighting] terrorism, narcotics and refugees,” he said at the meeting.

It was also stressed that Iran is considering imposing reciprocal sanctions as well.
The top Portuguese diplomat, in turn, said he will inform Brussels of Iran’s protest.
