Iranian diplomat: Hours matter in Vienna talks

The diplomat maintained that focusing on peripheral issues is a sign that the other side is not serious about reaching a deal.

He said the safeguards issue is a political one by nature and should not be used as an excuse against Iran in future.

The Iranian diplomat added that a deal between Iran and the other sides will be lasting only if it’s balanced.

He noted that such a deal ensure that trade companies will be able to do business with Iran consistently and without any worries following a deal, .

Iran and the P4+1 group of countries have just resumed sanctions removal talks in Vienna.

Iran says it’s ready for a deal and that such an agreement is at hand if the US acts responsibly and logically.

Islamic Jihad commander killed in Israel Gaza strike

Taysir al-Jabari, a commander of the Al-Quds Brigades, the military arm of the Islamic Jihad, died in an airstrike on an apartment in the Palestine Tower in the centre of Gaza City, the group confirmed.

The health ministry in Gaza announced that dozens of people were wounded and being treated at hospitals as a result of the Israeli raids.

Smoke poured out of the seventh floor of the building in Gaza City. Civil defence teams rushed to the scene to evacuate people and put out a fire caused by the attack.

Israeli attacks also struck the southern areas of Khan Younis and Rafah, as well as the al-Shuja’iya neighbourhood.

Secretary-General of the Islamic Jihad Ziyad al-Nakhalah warned that the Israeli enemy must expect a “non-stop” confrontation in the wake of the Friday aggression.

There will be no truce following this attack, the Islamic Jihad official said. All resistance groups must struggle under one flag in this fight, Nakhalah noted.

Israeli adventures will not go unanswered, he continued, adding that the Zionist enemy bears full responsibility for the airstrike.

All Israeli cities could be in the cross hairs of resistance fighters, he stressed, stating, “We will sacrifice our blood and our weapons and we will not hesitate for a moment to respond to this aggression.”

The Israeli raid follows days of tension with the Palestinians after the arrest of a senior Palestinian leader in the occupied West Bank.

Israel closed roads around Gaza earlier this week and sent reinforcements to the border as it braced for a response after the arrest of a senior member of the Islamic Jihad group in the occupied West Bank on Monday.

Fawzi Barhoum, a Hamas spokesman, said in a statement it would respond to Friday’s “escalation”.

“The Israeli enemy is the one who started the escalation against the resistance in Gaza, and a new crime was committed, and it bears the full responsibility,” Barhoum stated, adding, “The resistance will defend our people in the Gaza Strip with everything it has and will continue to respond.”

The latest daily death toll shows a sharp decrease compared to Thursday when the fatalities stood at 81, a record high in months.

The Friday daily caseload was also  5,455، including 998 hospitalizations.

The number of cases and deaths from the virus has increased in the past few weeks. This is while some weeks ago, Covid’s daily death toll was zero for several days.

Iranian officials blame this on people’s failure to stick to health protocols and also the emergence of a new sub-variant of the Omicron strain of Covid.

Now the number of red cities where people face the highest level of risk from the virus has crossed the 120 mark. The number of blue cities where the situation is normal has also decreased.

Russian envoy: Unclear when Iran nuclear talks will result in a deal in Vienna

Ulyanoy added that only time will reveal the outcome of the talks.

The top Russian negotiator was speaking before meeting with his Iranian counterpart Ali Bagheri who is also in Vienna for the negotiations.

Ulyanov noted that all sides are reaching a consensus over the final text of a deal. He however warned that reaching an agreement could be a bit tricky though.

The Russian diplomat further rejected EU Foreign Policy Chief Jose Borrell’s claim that the talks revolve around a draft deal drawn up by the bloc.

Ulyanov added that the text does not belong to the EU and it was drafted in March during the last round of sanctions removal talks in Vienna.

Bagheri also said earlier that Iran has put forth its proposals and is ready for a lasting deal in a short period of time. Iran has said its delegation in the negotiations is in Vienna with full authority and it is ready for a lasting deal.

Tehran has also demanded that the US and the West act responsibly to revive the nuclear deal.

Russian FM: Iran nuclear deal must be restored in original form

At a presser in Cambodia, Lavrov said Russia’s stance on a potential revival of the Joint Comprehensive Plan of Action (JCPOA) was transparent and remained unchanged, adding the Iran deal should be restored in the same form that was approved by the UN Security Council in resolution 2231 in 2015.

The Americans are making attempts to secure an agreement based on a revised version of the JCPOA, while the Iranians keep insisting on preserving everything within the original format of the 2015 agreement, the Persian-language service of the Sputnik news agency quoted him as saying.

“I believe Iran’s position in totally legitimate,” said Lavrov, adding that it was the Americans themselves who abandoned the accord that they had approved themselves.

Washington should thus reverse course and that is the question at present, the chief diplomat added.

Negotiators from Iran, the US and the European Union resumed indirect talks in Vienna, Austria, over the JCPOA on Thursday.

Iran’s top negotiator Ali Bagheri Kani met with EU mediator Enrique Mora.

Mora also met Thursday with Russian Ambassador Mikhail Ulyanov, who separately met with Bagheri Kani.

The original format — also including China, Russia, France, Germany and the United Kingdom — that began talks to restore the nuclear accord in April 2021, will also be reconvened.

Iranian Defense Minister Brigadier General Mohammad-Reza Gharaei Ashtiani made the remark in an interview with IRIB news agency on Friday, on the sidelines of an exhibition to showcase the ministry’s capabilities and achievements.

The defense minister said, “Supporting the armed forces with equipment and weapons is one of the inherent duties of the ministry of defense, but shoring up the country’s industrial growth is also defined as one of our duties.”

He added, “The ministry of defense operates in various fields, including aviation, maritime, land, railways, electronic and engineering, oil and petrochemicals.”

“Due to the growth in the ministry’s capabilities during the past years, if the knowledge and technologies are transferred to other organizations, the country will witness progress,” the defense minister concluded.

Iran to end flash floods rescue operations nationwide, 8 still missing

Pir-Hossein Koolivand, the head of Iran’s Red Crescent Society, said on Thursday evening, “The rescue operations in 12 provinces are still ongoing, but during the next 48 hours all operations across the country will come to a halt.”

Koolivand added 79,000 flood-affected people were rescued, more than 3,000 people were transferred to safe areas, and 11,800 people were provided with emergency accommodation by 1,400 rescue and operation teams.

Torrential rains trigged flash floods and mudslides on July 22 in many provinces including Tehran and the provincial capital, leaving serious damage besides fatalities.

Iran’s Meteorological Organization had issued an emergency warning ahead of the disaster and warned residents of mountainous areas and riversides to take precautionary measures.

In an interview with ILNA, Shirin Hunter, a former member of the Center for Strategic and International Studies in Washington, said US President Joe Biden’s policies toward Iran are not much different from those of his predecessor, Donald Trump.

“It was Iran’s mistake to think that Biden would fully change America’s Iran policy,” she said in reaction to the latest US move to impose a new round of sanctions on the Islamic Republic amid diplomatic efforts to restore the 2015 nuclear agreement.

The former researcher and professor at Georgetown University did not rule out the possibility that Iran’s nuclear dossier may be referred back to the UN Security Council, although the US is currently busy with other global crises such as the Russian war on Ukraine and tensions with China over Taiwan.

She said the nuclear deal has always been more important to Iran that it has been to the US as Tehran is need of improving its economy by securing a removal of the sanctions.

The Europeans, however, are very much interested in the restoration of the Iran deal due to the energy crisis they are grappling with amid tensions with Russia over Ukraine, Hunter said.

“The European states want more Iranian oil to reach the global market,” she added.

Top EU official: Progress made in nuclear talks

Negotiators were meeting in the Austrian capital for the first time since March, when negotiations, which began in 2021 to reintegrate the United States into the agreement, stalled.

The senior official stated the progress included guarantees that the United States would not scupper the deal by going back on its word in the future.

It was unclear how this would be possible, and a number of Republican presidential hopefuls have already pledged to once again withdraw Washington from the agreement if elected in 2024.

“We have now quite substantial guarantees,” the EU official insisted, adding, “It’s my understanding that Iran is happy and feels satisfied with what is in the text.”

A demand by Iran that the United States remove the Islamic Revolutionary Guard Corps (IRGC) from the State Department’s official blacklist of “foreign terrorist organizations” has been dropped from the discussions, the official claimed. It will instead be handled “in the future” — after the deal.

A source in Iran’s negotiating team had rejected a claim by the Wall Street Journal that Tehran is no longer sticking with the demand for the US to delist the IRGC as part of the negotiations on a potential restoration of the 2015 nuclear deal.

Tehran and Washington still have to agree on “issues related to sanctions lifting and a couple of nuclear questions that did not exist in March as the Iranians advanced their program,” the official said.

“We are a bit exhausted, I cannot imagine myself here in four weeks,” the EU source continued, adding that “this is not another round, we are here to finalize the text.”

“I think there is a real possibility, but it’s not going to be easy,” the official noted.

Several rounds of inconclusive talks have been held in Vienna since last April, with the last round held in the Qatari capital of Doha last month with a different format.

Tehran and Washington have been blaming each other for the impasse.
Iran says reaching a lasting and good deal is within reach if the US stops its excessive demands and acts logically.

Since the dominant BA.4 and BA.5 sub-strains of the coronavirus’ Omicron variant do not normally affect the lungs and cause less severe infections, the death toll remains “very low” despite the “extremely high” rate of infections, explained Dr. Nader Tavakkoli, a member of Tehran’s task force against the virus, on state TV.

He, however, sounded the alarm at the danger facing the elderly and those suffering from underlying diseases, such as diabetes, heart or lung complications, and cancer.
The death toll mostly includes people above 50 with underlying conditions, according to Tavakkoli.

He said, “60 percent of those hospitalized are above the age of 50. Some 82 percent of the fatalities are also related to the same age group.”

On Thursday, the daily death toll from Covid-19 in Iran hit a new high in weeks, with the Health Ministry reporting 81 deaths, 7,415 cases of infection, and 1,268 hospitalizations.

Meanwhile, Dr. Massoud Younesian, an epidemiologist, said any wave of infections is triggered by two factors: the behavior of the virus and that of the humans.

He said people can help contain the speed of the spread by adhering to health and social distancing protocols.
