Qalibaf said he had a coronavirus test after one of his office staffers contracted the disease.
The Parliament speaker said he is going to perform his duties from quarantine.
The number of daily deaths from the coronavirus in Iran broke a new record on Wednesday with 415 fatalities.
Speaking in a weekly cabinet session on Wednesday, President Rouhani said disrespecting a prophet is not only not a skill, but also an immoral act, encouraging violence and hurting the feelings of billions of Muslims and non-Muslims.
The president called the great Prophet of Islam (PBUH) the teacher of humanity and mercy for the entire mankind, calling on those who have made mistakes in this regard to make up for their mistakes as soon as possible and return to the path of justice, morality and respect for the beliefs of all the heavenly religions.
“It is surprising that those who claim to be rich in culture and democracy, in some way, albeit unintentionally, encourage others to violence and bloodshed,” he noted, referring to Macron’s recent anti-Islam stances and his support for an offensive caricature of Prophet Muhammad (PBUH).
Freedom does not mean closing down the lessons of morality, the president said, adding, “On the contrary, freedom can be useful to society when all values are respected, not insulting a person to whom everyone is indebted.”
“Each and every European and all those who live in the East and the West are indebted to the Prophet of Islam.”
Rouhani said “Westerners should understand that the great Prophet of Islam is loved by all Muslims and freedom seekers in the world. Insulting the Prophet means undermining morality and insulting all Muslims, all divine prophets and human values.”
“If the West, Europe and France really seek peace, brotherhood and security in the human society as they claim, they should stop interfering in the internal affairs of Muslims because all the problems and grudges held in their hearts are because of the oppression, persecution and inappropriate interference of the West in the affairs of Muslims throughout history.”
He said “a clear example of this is Yemen today, where you see the poor, innocent people of Yemen are being killed under various Western-made bombs and the planes that the Westerners gave to the invading countries.”
“The lesson of the Prophet is the lesson of respect for others, morality, and freedom… Obscenity, insulting, swearing and drawing caricatures are not part of morality, democracy and humanity.”
Expressing satisfaction with the very timely and decisive reaction of the Islamic world to the inappropriate words of some Western officials, the president said, “This very timely and decisive reaction shows that the Islamic world will always follow the great Prophet of Islam.”

In a statement on Wednesday, Saeed Khatibzadeh condemned the assassination of prominent Yemeni figure Hassan Muhammad Zaid, who served as the minister of youth and sports affairs in Yemen’s National Salvation Government and the secretary general of Al-Haq Party.
The spokesman also expressed sympathy with the Yemeni government and nation and the family of the late official, adding, “Like the other crimes committed by the aggressors against Yemen, such cowardly assassination undoubtedly reveals only the weakness of the aggressors that have reached an impasse in confrontation with the resisting and determined nation in that country.”
“Not only does not the assassination weaken the resolve and morale of Yemeni people, but also further lays bare the rightfulness of this dignified nation,” the Iranian spokesperson added.
Hassan Zaid was gunned down in Yemeni capital Sana’a by unidentified assailants.
According to the interior ministry, Zaid was shot in his car on Tuesday morning. His daughter, who was driving the car during the attack, has been seriously wounded.
Zaid, 66, was a leading opposition figure during the reign of the toppled regime of Ali Abdullah Saleh.
Ali Rabiei said the unfounded claims were made by a US presidential contender.
“After one of the US presidential candidates made some baseless claims, the Iranian foreign ministry summoned the Swiss ambassador to Tehran, who represents US interests in Iran, and reminded the ambassador of that transparent lie which only serves election objectives,” he said.
“No international observer believes such a lie,” he said.
“Neither do we believe in, nor are we interested in interfering in the internal affairs of other countries, including US elections,” the spokesman noted.
“We believe that nations should determine their destiny freely without the intervention of other countries,” he said.
Rabiei said US presidents have never been willing to abandon their animosity with Iran.
“US presidents have never been ready to set aside their grudges against the Iranian nation,” he noted.
Rabiei said who is elected US president is unimportant to Tehran, but what matters is the policies that the upcoming administration adopts.
“It is not important who is elected US president. What is important to us is the polices adopted outside elections and whether there is willingness to restore the rights of Iranian people,” he said.
Speaking in his weekly press briefing on Tuesday, Ali Rabiei underlined Washington’s move to put several Iranian officials on its sanctions list is a non-starter.
“We believe that any new sanction is a new unfair move and another manifestation of the United States’ illegal moves. But it will have little effect on what we do,” he said.
“The new actions that the US is taking are a complement to the moves it has made so far,” he said.
“The US (recently) put individuals (like Oil Minister Zangeneh) on the list of its sanctions. Mr. Zangeneh’s name was not earlier on the list of sanctioned individuals. But his name being or not being on the list had not made any difference with regards to what he was or wasn’t doing,” he added.

Referring to the annual report of the UN Human Rights Rapporteur on the human rights situation in Iran, the draft of which has been given to the Islamic Republic, Baqeri Kani said the report has various flaws.
He said the party supporting the appointment of the Special Rapporteur for Iran is a country that refused to sell medical equipment for the treatment of innocent sick children.
Baqeri further emphasized that the process of appointing Javaid Rehman as the Iran rapporteur was political and no human rights indicator had role in it.
“Even at the meeting of the Human Rights Council, the number of countries that agreed to appoint Rehman as the Iran rapporteur was less than that of those who disagreed,” Baqeri said during a meeting of the Supreme Council of the Judiciary.
The Special Rapporteur’s report is based on allegations and information received from groups affiliated with governments opposed to the Iranian people or terrorist groups, noted Baqeri.
“The report only addresses the numerous allegations and accusations of terrorist groups about human rights in Iran, while they have not paid attention to the allocation of more than a third of the directives of the head of the judiciary to human rights issues; therefore, it indicates injustice, lack of independence and neutrality in this report.”
Baqeri further underlined that the assassination of General Qassem Soleimani has no place in Javaid Rehman’s report; this comes as the special rapporteur on the extrajudicial and arbitrary killings of the Human Rights Council recently described the crime as a violation of human rights, a violation of humanitarian law and a clear violation of the right to life.
That indicates Rehman’s politicized approach, he added.
“The Special Rapporteur not only did not talk about the lifting of unlawful sanctions, but also made statements that seek to establish these sanctions, which are also illegal according to the ruling of the International Court of Justice in 2018.”
Head of the Iranian Judiciary’s High Council for Human Rights underscored that instead of lifting unlawful sanctions, the Special Rapporteur has called on the parties who impose sanctions to reduce only the negative effects of sanctions through humanitarian action.
“The report also calls on the Iranian government to establish transparent mechanisms to ensure the trade of drugs and other humanitarian items. This is aimed at identifying the hidden channels used by Iran to bypass sanctions, so that the US can block them as well. In this respect, Javaid Rehman has worked more as an employee of the US Treasury Department,” reiterated Baqeri.
The Iranian official also stated that the Special Rapporteur has not fulfilled any of the requirements of a Human Rights Council-elected rapporteur and has practically proved that he was neither impartial, nor independent, fair, and honest.
“He did not act professionally, proving that such a person did not have the necessary competence and efficiency to report on human rights, and accordingly his report lacks legitimacy,” stressed Baqeri.
