“The new US administration will take office in two months’ time. … Both Mr. Biden and his running mate Ms. Harris have, time and again, said in their election campaign speeches that they would return to the JCPOA. … We believe such a move would benefit global peace and would be in the interest of the region,” he said.

In a statement on Wednesday, Khatibzadeh said some countries are using human rights as a tool to achieve their goals.

He urged the Canadian government to stop backing the US administration’s economic terrorism against the Iranian nation instead of showing hypocritical sympathy for Iranian people with regards to human rights.

He also urged Canada to stop hosting economic offenders and looters of Iranian people’s wealth, who have found Canada a safe haven for the transfer and investment of the assets they have looted.

“The Canadian-proposed resolution, which Ottawa has been presenting for several years now in line with its hostile policies against the Islamic Republic of Iran, was adopted today with the votes of less than half the UN member states, including the Israeli regime, the United States, Saudi Arabia, Bahrain, the United Arab Emirates, Albania, Britain and Canada,” he noted.

“One-hundred fourteen countries voted against this resolution or abstained, or did not take part in the voting session,” he said.

He described as “meaningful” the move by the supporters of this resolution, and said it is a shame that Canada has brought together “a bunch of governments with notorious records in the domain of human rights,” including the American, Israeli and Bahraini regimes, to teach human rights to Iranian people.

He said Canadian officials had better move to correct their anti-human rights performance both inside and outside that country and not only stop this regime’s systematic policy of committing genocide against Canadian aborigines, but also answer for their complicity in anti-human crimes committed by the Saudi and Israeli regimes against Yemeni and Palestinian people.

Iran Congratulates Omani People on National Day

In a Wednesday message to Haitham bin Tariq Al Said, the Sultan of Oman, Iranian President Hassan Rouhani congratulated the Omani government and nation on the country’s National Day.

He also expressed hope that relations between the two countries will further expand.

“I wholeheartedly congratulate Your Excellency and the noble people of your country on the National Day of the Sultanate of Oman,” read part of the message.

Also in his message, President Rouhani wished the Sultan of Oman and Omani people health and dignity.

Earlier in the day, Iranian First Vice-President Es’haq Jahangiri offered congratulations to the Omani government and people on the Arab country’s National Day.

In a message to Fahad bin Mahmoud Al-Said, the deputy prime minister for the Council of Ministers in the Sultanate of Oman, Jahangiri highlighted closer cooperation between the two countries.

“I am confident that growing cooperation between the two sides will serve the two countries’ common interests on all fronts,” read part of the message.

Jahangiri expressed hope mutual political relations will also lead to further enhancement of Tehran-Muscat economic ties.

National Day is an official holiday in the Sultanate of Oman and the main one in the country. The holiday currently celebrates the birthday of Sultan Qaboos bin Said al Said, who reigned from 1970 to 2020.

Iran Says US Should Not Leave Afghanistan Irresponsibly

Twenty years on since the US-led coalition’s attack on Afghanistan, this country is still grappling with the provision of security, talks with the Taliban, supplying people’s economic needs and reversing the trend of immigration.

Various governments in the United States each tried a scenario in Afghanistan, and at the end, it came to Trump, who pressed ahead with negotiations with the Taliban at any cost by ignoring the Afghan government.

This comes as all regional and trans-regional players involved in the Afghanistan case have held talks and consultations with the Taliban at different levels, but it was the US government which valued this armed militant group highly, treating it like an official government and bringing it to the negotiating table.

Rasoul Mousavi, the director general of the West Asia Department at the Iranian Ministry of Foreign Affairs, has, in an interview with the Etemad daily, weighed in on a whole range of issues related to Afghanistan, including the presence of American forces in the war-torn state.

He believes holding talks with the Taliban is inevitable, but not with the style that Zalmay Khalilzad has adopted.

In this interview, Mousavi highlights several times that the Islamic Republic of Iran respects Afghan people’s choice and will to determine the political fate of their country, and has been opposed to the US trend in Doha since the very outset as such negotiations should basically be intra-Afghan talks.

In part of the interview, Mousavi offered his views on the degree of success of the Doha process kicked off during the Trump administration for talks with the Taliban.

“The United States has suffered defeats in Afghanistan in military, strategic and political domains. On the military front, the US government even increased the number of American forces on the ground in Afghanistan to 120,000, and as they themselves said, they used the “Mother of All Bombs” in that country. Still, they failed to succeed,” said Mousavi.

“From a strategic standpoint, Donald Trump implemented ‘The South Asia Strategy.’ The strategy was based on managing developments in Afghanistan while pressuring Pakistan and encouraging India to get involved in Afghanistan, but this strategy failed again. Under such circumstances when the US had been militarily and strategically defeated, it needed to admit defeat and leave as in the Vietnam case, or find another solution,” he added.

“Zalmay Khalilzad was commissioned by the Trump administration to find a way out of the US military and strategic defeats in Afghanistan and even turn it into a political victory. Before the 2020 US presidential election, representatives from the Taliban and the current Afghan government were supposed to sign a peace deal in Camp David in the presence of Donald Trump. But it didn’t happen, adding a political defeat to Washington’s military and strategic failures in Afghanistan,” Mousavi said.

He also touched on how the victory of Joe Biden in the US presidential election would affect the trend of talks in Doha between the US and the Taliban,

“The trend of Doha negotiations went in such a way that its continuation, with or without Trump, would not guarantee victory for the United States. So, … the conditions on the scene of US-Taliban talks ‘must’ change, and, of course, the presence of Joe Biden in the White House does influence such a change. The coming of Biden to power is an opportunity to preserve the United States’ image in Afghanistan’s case,” he added.

“Like all other peace trends in the world, in Afghanistan, too, there is a central government and an armed group, and the peace deal is signed between the government and militant groups. The United States had basically set aside the Afghan government. If you look at the text of the Doha agreement, you will see that no mention is made of the Afghan government in this text, and it is not clear who will be party to the talks mentioned in the agreement,” he added.

“The US didn’t want to bring the Afghan government and the Taliban face to face for talks. The US was seeking a regime change as well as a change in Afghanistan’s political structure. … The US was basically opposed to holding presidential election in Afghanistan because holding such an election would mean the maintenance of the existing system,” he said.

Mousavi noted that Washington kept saying there are two trends: the election trend and the peace trend.

According to Mousavi, the United States argued that the peace process takes precedence over the election process, and that they would choose the peace trend if they were to choose between them.

“The US even impeded the holding of elections in Afghanistan, and Iran was the only country to straightforwardly support presidential elections in Afghanistan. The US has sought, and is seeking the collapse of this system,” he added.

Elsewhere in his remarks, Mousavi underlined that the US should not leave Afghanistan irresponsibly.

“A responsible pullout is one of the provisions stipulated in international regulations on war. A country which attacks another should restore that country’s security and military structures before leaving,” he added.

“Now, after 20 years of presence in Afghanistan and failing to fulfill its international responsibility, the US cannot leave the country,” Mousavi said.

Iran-Taliban Security Cooperation

Elsewhere in his remarks, the top official noted that Iran can ensure its security despite a US troop pullout from Afghanistan.

“We are able to provide the country’s security. We have no problems with the Taliban when it comes to ensuring security, and we even have security cooperation with the Taliban on our borders,” he said.

He then noted that Tehran has not confronted the US in Afghanistan in retaliation for its pressure on Iran.

“Despite all the pressure that the Americans exerted on us, we didn’t take any action against them in Afghanistan. Over the past year, the US adopted the worst measures against us through the Afghan government. They closed our bank accounts and shut down our banks. …, Still, if we arrive at the conclusion that an effort is being made to ensure peace and stability in Afghanistan, we will take part in that trend,” he said.

He said Iran believes security will not be ensured along its borders without the existence of a “balanced, representative government” in Afghanistan which would serve the interests of all factions.

US Invites Iran to Attend Doha Talks

Mousavi says the Americans offered Iran, both directly and indirectly, to take part in the Doha talks, but Iran turned down their offer.

“The representatives of high-profile countries had been tasked with bringing Iran to Doha. The Americans thought Iran would listen to Russia and China, and that’s why they held the Moscow and Beijing meetings and invited us. At that time, the Russians and Chinese insisted that we take part in Doha talks, but the question they are asking us today is that how we knew at that time that the Doha trend wouldn’t succeed. We said that the Doha talks lacked any clear ending. We said that we would not participate in a trend that the Afghanistan government is not attending,” he said.

“Finally, the two sides sat at the negotiating table in Doha. Maybe the trend would have speeded up if Iran had taken part, too,” he said.

Mousavi then underscored that Iran would be ready to contribute to the trend of peace talks with the Taliban if that trend is reformed.

He said even now Iran would take part in the negotiations if the Afghan government plays a stronger role and if the talks are managed by the Afghans and if talks between the Taliban and the government would not lead to the ouster of the Kabul government and if the talks would result in the formation of a national reconciliation government.

In two tweets posted late on Tuesday, Kazem Gharibabadi responded to recent anti-Iranian remarks by Saudi Arabia’s Minister of State for Foreign Affairs Adel al-Jubeir, who told the DPA news agency in a recent interview that the kingdom “reserves the right” to arm itself with nuclear weapons if Iran cannot be stopped from making one.

“Scapegoating and fearmongering are two common and classic methods used by demagogues!” Gharibabadi wrote.

“If you want to pursue a nuclear weapon program, or you are seeking for an excuse to justify your lack of cooperation with the IAEA or your outdated safeguard system, at least have the courage to admit it and pay the price for it, don’t blame your wrongdoings on others by lies,” he added.

Riyadh’s nuclear ambitions have become a source of heightened concern for the global community in recent years, especially after Saudi Crown Prince Mohammed bin Salman first hinted in 2018 that the kingdom may go for nukes.

During a trip to the US in mid-March 2018, the heir to the Saudi throne said if Iran develops a nuclear bomb, “we will follow suit as soon as possible.”

The kingdom has so far kept its nuclear activities secret, defying calls for it to implement the IAEA’s Comprehensive Safeguards Agreements, a system of inspection and verification of the peaceful uses of nuclear materials.

Reports about Saudi Arabia’s undeclared nuclear activities were confirmed earlier this year by satellite images, which showed a large compound in a suspicious location in the heart of the desert.

Citing Western officials, The Wall Street Journal reported in early August that Saudi Arabia, with Chinese help, has built a facility for extraction of yellowcake from uranium ore near the remote town of al-Ula.

The New York Times also said American intelligence agencies had spotted what appeared to be an undeclared nuclear site not too far from the town of al-Uyaynah, located 30 kilometers northwest of Riyadh, and its Solar Village.

The agencies, the report said, are scrutinizing attempts by the kingdom to build up ability to produce nuclear fuel that could potentially lead to the development of nuclear weapons.

Unlike Saudi Arabia, Iran showed the peaceful nature of its nuclear program to the world by signing the Joint Comprehensive Plan of Action (JCPOA) with six world states — namely the United States, Germany, France, Britain, Russia and China — in 2015. The nuclear deal was also ratified in the form of a UN Security Council Resolution 2231.

The US, however, unilaterally pulled out of the deal and re-imposed unilateral sanctions against Tehran in a move supported by the regimes in Saudi Arabia and Israel.

Tehran remained fully compliant with the JCPOA for an entire year as confirmed by the IAEA, waiting for the co-signatories to fulfill their end of the bargain, but as the European parties failed to do so, it moved in May 2019 to suspend parts of its commitments with the Agency’s supervision under Articles 26 and 36 of the deal covering Tehran’s legal rights.

Iran says its retaliatory measures are reversible as soon as the other sides fulfill their contractual obligations.

“We feel the country’s situation will be better in the future,” Rouhani said in a weekly cabinet session on Wednesday.

“Some think when we say things will get better, we mean [we are going to hold] negotiation with the US; no, that’s not true,” he added.

Rouhani said the incoming US administration itself will return the situation to a rule-based one.

“With the conditions expected to be created in the future, we will move away from the atmosphere of threat created by this rogue government [of Donald Trump], and will move toward an atmosphere of opportunities,” he added.

The Iranian president said a government of bullying confronted Iran in the past few years through its economic war, economic siege, and economic terrorism.

“The US managed to pressure the Iranian nation in the economic sector, and our people faced problems. But still they failed to achieve their main goal, which was to create famine in the country and disrupt our national security,” he added.

He described the US administration as a criminal and terrorist one, criticizing those who glorify the American government in preparation for their own campaign in Iran’s 2021 presidential election.

He urged them not to ignore the realities and avoid glorifying the US for free.

“Trump’s expectation was that all countries would follow suit after the US’ withdrawal from the JCPOA, but no country, even the Europeans who used to be America’s friends, obeyed this decision,” Rouhani said.

Rouhani said all the US’ anti-Iran plans failed at international bodies, and it even failed to prevent the removal of anti-Iran arms embargo.

“Those who ask what has been done by this [Iranian] government must know that today the arms embargo against Iran is over, and the US has totally failed in achieving its international, political, legal, and ethical objectives,” Rouhani noted.
The Iranian president said the Islamic Republic managed to maintain its constructive interaction with the world and play its role in regional equations despite all the political and economic pressure imposed by the US over all these years.
