US Won’t Be Part of Talks Until All Sanctions Lifted Tehran

The spokesperson for the Iranian Parliament’s National Security and Foreign Policy Commission made the announcement after a parliamentary meeting with Iran’s chief nuclear negotiator Abbas Araqchi.

In the meeting, Araqchi presented a report on the trend of virtual talks with members of the Joint Commission of the JCPOA.

It was stressed that there will be no direct or indirect negotiations between Tehran and Washington in the upcoming talks in Vienna.

Currently, Iran does not recognize the US as a party to the JCPOA as it pulled out of the deal and has not delivered on its obligations.

Accordingly, it was also emphasized that Iran will not return to its commitments and the US will not be part of the P5+1 talks until all sanctions are lifted and Iran verifies the removal of sanctions.

Araqchi also listened to the viewpoints of lawmakers and it was decided that the Parliament monitor the process of talks among members of the Joint Commission of the JCPOA.

As Araqchi pointed out, viewpoints of Iran’s Leader Ayatollah Seyyed Ali Khamenei will be taken into account in future meetings.

It was also highlighted in the meeting that some are trying to undermine the trend of the talks.

The deputy foreign minister for economic affairs is scheduled to attend a meeting of the Parliament’s National Security and Foreign Policy Commission this afternoon.

The antiquities were returned on Saturday, April 3, 2021, by an Iranian diplomat through a diplomatic cargo.

The relics were repatriated thanks to the arrangements made by the Iranian Ministries of Foreign Affairs and Cultural Heritage after legal procedures.

Iran had received these ancient artefacts from Austria back in July 2020.

The antique objects had been illegally taken out of Iran by profiteers and smuggled into Austria. The relics were delivered to the Iranian representative in Austria on July 9, 2020 under a judicial cooperation agreement between the two countries with the cooperation of Iran and Austria’s Interpol offices.

Iranian Deputy Foreign Minister for Political Affairs Abbas Araqchi added talks will only be held with remaining signatories to the 2015 nuclear deal, officially known as the Joint Comprehensive Plan of Action (JCPOA).

“We will have no direct or indirect talks with the Americans in Vienna,” he told reporters.
“We will hold talks with the [members of the] Joint [JCPOA] Commission. We will hold talks with the P4+1 countries,” he added.

“We will let them know about our demand and condition for returning to [our commitments under] the JCPOA,” he explained.

“Our demand and condition is that the US should first live up to all its commitments under the JCPOA and lift all sanctions. Then we will verify it and finally we will return to our obligations,” the top diplomat explained.

He made it clear that the forthcoming negotiations will be technical in nature.

“Talks with the 4+1 group in Vienna will be completely technical. The talks will focus on the lifting of sanctions, the measures which should be adopted, and that it is the US that should take the first step and that it (any US action) should be verified,” he said.

Araqchi also said it is Washington that should take the first step before Iran reciprocates.

“We do not have any step-by-step plan, nor will we accept any such plan. In our opinion, there is just one step to be taken, and that is for the US to lift all sanction re-imposed after Washington’s withdrawal from the JCPOA or the new sanctions which were imposed. … Then we will verify it before we return to our commitments,” said Araqchi.

Head of the Trade Promotion Organization of Iran Hamid Zadboom made the comment a few days after Tehran and Beijing signed the Iran–China 25-year Cooperation (also known as the Comprehensive Strategic Partnership) Document.

The document was signed during a trip to Tehran by the Chinese foreign minister.

Although, based on initial estimates, the agreement is simply a long-term program to delineate the path of cooperation between Tehran and Beijing and does not include joint contracts on specific projects, it seems the ground has been prepared to boost mutual cooperation.

Based on the latest estimate released by the Tehran Chamber of Commerce, China was Iran’s biggest trade partner in the eleven months to March 2021 in terms of both exports and imports.

As the same estimate shows, trade with China accounted for more than 25 percent of Iran’s total imports and exports during the one-year period.

The figure indicates Iran and China are moving forward with their cooperation which began several years ago.

Still, China does considerably less trade with Iran than it does on the global scale.
“China’s trade with other world countries stood at $4.7 trillion in 2020,” said Zadboom.

“It’s been years that China is the world’s first exporter and second importer. Even the imports and exports of EU countries combined fail to reach those of China,” he added.

“We should not look at China as country, but as a continent and a major economy as China has a population of 1.4 trillion of whom 300 million are affluent people on a par with well-off families across the world,” he explained.

“Moreover, commercial goods are in high demand in China, and if someone can find a market for a commodity in China, there will be a great demand for it,” he said.

Despite all these figures, Iran’s exports to China do not even reach $10 billion a year.
Zadboom says Iran has what it takes to increase its exports to China three-fold in the coming years.

“Last year, out exports to china hovered around $9 billion. Given the existing potential, it could triple, i.e., reach $27 billion,” the official said.
Although he has not announced any specific plan to boost exports, Iran’s non-oil exports could be expected to rise considerably in the coming years if the necessary preparations are made and attention is paid to efforts to increase Iran’s exports to regional countries as well.

Daily Rise in Iran’s COVID-19 Fatalities at Three-Month High

In a press briefing on Saturday, Sima-Sadat Lari reported 11,420 new cases of COVID-19 infection, raising the total number of cases to 1,920,394.

So far, Lari added, 1,642,418 patients have recovered from the disease or been discharged from the hospital.

Lari said 4,024 patients are also in critical conditions caused by more severe infection.

The spokeswoman noted that 13,038,709 COVID-19 tests have been taken across the country so far.

She said currently 47 cities are in the “red” zone, 126 cities are in the “orange” zone, 247 are in the “yellow” zone, and 28 are in the “blue” zone in terms of coronavirus outbreak.

Iran Nuclear Chief Says JCPOA Deadlock Being Broken

“The issue of talks on the JCPOA has now entered into the technical phase and the early wrangling over it is already through, which means the early deadlock is about to be broken, and this is promising,” Ali-Akbar Salehi said in a Clubhouse discussion moderated by Entekhab news website on Friday night.

“Negotiations are to be held in Vienna next week at the technical level, and technical issues are the pivotal point with regards to the JCPOA within a legal and political context,” he added.

“The nuclear issue has been politicized and unfortunately everybody looks at it from a political perspective,” he said.

Salehi underscored that talks are not being held with the United States; rather, he added, negotiations are being held within the framework of the P4+1 Group.

He further said Washington has probably come to understand that the policy of pressure is a non-starter as Iran got stronger in the face of pressure.

Salehi also said Iran is the “golden key” to the region. “If they want to open the lock on the region, the key to that is Iran.”

Iran, Afghanistan Discuss Mutual Cooperation at Border Point

In the meeting, the two sides inspected operations to renovate and refurbish the border crossing between the two countries and discussed border affairs, including cross-border travel.

The two diplomats agreed that operations to rebuild and renovate the border crossing should continue full steam ahead without affecting border and legal issues, and that such issues should be reviewed and settled only by the two countries’ joint border commission.

They also exchanged views on the significance of development and a trade balance between the two countries as well as the need to make efforts to regulate trips to and from the two countries by Iranian and Afghan nationals.

Among other topics discussed were the necessity of intensifying the campaign against human trafficking, drug smuggling and international terrorism, facilitating aid operations by both sides in times of natural disasters and emergency, as well as other mutual issues.

“The Vienna meeting which will be attended by the Iranian delegation is a meeting of the JCPOA Joint Commission aimed at discussing the US’ possible return to the nuclear deal, and will be attended only by the current parties to the JCPOA,” Araqchi said on Friday.

“The US will not be present at any meeting attended by Iran, including the meeting of the JCPOA Joint Commission, and that is definite,” he added.

He said it is up to other JCPOA parties if they would like to hold bilateral or multilateral consultations with the US regarding the measures it must take, either in Vienna or in any other place.
“That is something which has happened before,” Araqchi said.

“The Iranian delegation, however, will not hold negotiations with the American delegation at any level,” he emphasised.

JCPOA Joint Commission Holds Virtual Meeting, Agrees to Meet in Person in Vienna

Under the terms of the JCPOA, the Joint Commission is responsible for overseeing the implementation of the agreement.

The Joint Commission was chaired, on behalf of EU High Representative Josep Borrell, by the EEAS Deputy Secretary General Enrique Mora and was attended by representatives of China, France, Germany, Russia, the United Kingdom and Iran at the level of Deputy Foreign Ministers/Political Directors.

In line with the joint ministerial statement of 21 December, participants recognised the prospect of a full return of the US to the JCPOA, and underlined their readiness to positively address this in a joint effort.

At the virtual meeting, the Iranian deputy foreign minister elaborated on Iran’s principled policies, and said the removal of US sanctions is the first step to revive the JCPOA.

“Iran will stop its remedial nuclear measures immediately after it verifies the lifting of sanctions,” he added.

He said there is no need for any negotiation for the United States’ return to the JCPOA, as it is totally clear how the US can return.

“The United States can get back to the deal and put an end to law-breaking in the same way as it left the JCPOA and imposed unlawful sanctions against Iran,” Araqchi said.

During the meeting, the JCPOA parties also highlighted the disastrous impacts of the US withdrawal from the JCPOA on Iran’s ability to reap the benefits of the deal, and stressed that time should not be wasted at this juncture.

In this meeting, the JCPOA member states emphasised their commitment to preserve the deal, and agreed to resume this session of the Joint Commission in Vienna next week, in order to continue consultations and clearly identify sanctions lifting and nuclear implementation measures, including through convening meetings of the relevant expert groups.

Iran Says Riyadh Not Safe Enough to Host ACL Play-off Match

“According to the international media reports, we have been informed that Riyadh has been attacked by rockets just in very recent days,” the Iranian Football Federation told the AFC in a letter.

Given the “war situation of Riyadh and considering the most recent missile attacks” against the city, the Iranian club Foolad Khouzestan is “very concerned and worried about the security conditions of the host city (Riyadh),” the letter said.

The Iranian Football Federation said Foolad has requested the venue determined for the playoff match to be changed and the match be held in another “safe and secure” venue.
