Afghanistan summit calls for urgent assistance

“Expressing deep concern over the deteriorating economic and humanitarian situation in Afghanistan, the sides expressed confidence in the need for the international community to mobilize consolidated efforts to provide urgent humanitarian and economic assistance to the Afghan people in the post-conflict reconstruction of the country,” the joint statement says.

The sides suggested that a collective initiative should be launched to convene a representative international donor conference under the auspices of the United Nations at the soonest possible time.

“Certainly with the understanding that the core burden of post-conflict economic and financial reconstruction and development of Afghanistan must be shouldered by troop-based actors which were in the country for the past 20 years,” the statement noted.

Participants in the meeting also called for the need of establishing relations with that country’s authorities “irrespective of the official recognition of the new Afghan government by the international community.”

Additionally, the sides reiterated their respect to the sovereignty, independence and territorial integrity of Afghanistan and reaffirmed their commitment to Afghanistan “as a peaceful, indivisible, independent, economically developing State, free of terrorism and drug-related crime and respecting the basic norms in the human rights area.”

“Being concerned about the activities of proscribed terrorist organizations in Afghanistan, the sides reaffirmed their willingness to continue to promote security in Afghanistan to contribute to regional stability,” the statement adds.

The participating countries urged the current Afghan government to adopt additional measures aimed at improving governance and forming a truly inclusive government, which will properly reflect “the interests of all major ethno-political forces in the country.”

“This will be a fundamental prerequisite for the completion of the national reconciliation process in Afghanistan,” according to the statement.

“The participating countries were pleased to note the reaffirmation by the interim Afghan government of its previous commitments to prevent use of the Afghan territory against its neighbors, other States in the region and the rest of the world,” it reads.

Additionally, the countries participating in the Moscow Format Consultations called on the new Afghan leadership “to practice moderate and sound internal and external policies, adopt friendly policies towards neighbors of Afghanistan, achieve the shared goals of durable peace, security, safety, and long-term prosperity, and respect the rights of ethnic groups, women and children.”

The Taliban and the special representatives of Russia, China and Pakistan to Afghanistan held talks in Moscow, Spokesperson for the Afghan Foreign Ministry Abdul Qahar Balkhi said on Wednesday.

“Following participation in Moscow Format talks, a senior Islamic Emirate of Afghanistan (the name the Taliban call themselves) delegation led by Deputy Prime Minister Mawlawi Abdul Salam Hanafi partook in a quadlateral meeting in which comprehensive discussions were held with special representatives of Russia, China and Pakistan,” the spokesperson stated on his Twitter page.

According to the photo attached to the Twitter post, Russian presidential envoy to Afghanistan Zamir Kabulov, Pakistan’s Special Representative for Afghanistan Mohammad Sidique Khan, Chinese Special Envoy for Afghanistan Yue Xiaoyong, as well as Russian Ambassador to this country Dmitry Zhirnov, took part at the meeting.

Mother Cheetah, 2 Cubs Sighted in Iran Natl. Park

Experts and rangers had been concerned as they had not seen any animal of the species for quite some time before the latest sighting.

The female cheetah’s cubs had, after reaching maturity, separated from their mother last year.

However, the recent photos taken of the cubs allayed authorities’ concerns.

This species of the cheetah is called Harb, named after its habitat.

Meanwhile, another cheetah and her cubs have also been sighted on the other side of the park and their images recorded.

Spanish court agrees to extradite Venezuela’s ex-spy chief to US

A Spanish court on Wednesday ordered the extradition of the retired Maj. Gen. to the United States where he is wanted on charges of drug trafficking and belonging to a terror organization.

Carvajal, who for more than a decade advised the late Venezuelan leader Hugo Chávez before breaking with his successor, had been resisting extradition since he was arrested in Spain in April 2019.

Carvajal had avoided extradition to the US when he was picked up in Aruba in 2014 on the same New York indictment that Spanish authorities acted on. He returned to Venezuela after slipping the grasp of authorities and was received as a hero.

But he eventually broke with Venezuelan President Nicolas Maduro, throwing his support behind the opposition to Maduro’s Socialist regime. He then left Venezuela for good.

Prosecutors in New York allege that Carvajal used his high office to coordinate the smuggling of approximately 5,600 kilograms of cocaine from Venezuela to Mexico in 2006.

Carvajal also allegedly provided weapons to armed FARC guerrillas in Colombia, according to the US Treasury Department, and helped fund the group’s activities by facilitating shipments of large amounts of US bound cocaine through Venezuela.

Spain’s National Court said police and Spain’s penitentiary services will be in charge of his transfer to the US. No date was given.

Last week the National Court ordered the extradition of Chávez’s former nurse, who is charged in Miami with money laundering.

Biden’s Iran envoy to discusses nuclear deal with E3 diplomats

The nuclear talks have been stalled since June, and America’s Arab partners are extremely concerned by Iran’s nuclear advances in recent months. Several Arab countries, including Saudi Arabia, are engaging with Tehran to try to de-escalate regional tensions.

Malley and the State Department’s point person for the Gulf, Daniel Benaim, started their regional tour in Abu Dhabi and met Emirati national security adviser Tahnoun bin Zayed and presidential adviser Anwar Gargash. They also met Iraqi Foreign Minister Fuad Hussein.

The next stop was Doha where they met Qatari Foreign Minister Mohammed bin Abdulrahman Al Thani, who had spoken a day earlier to his Iranian counterpart.

Malley then moved on to Saudi Arabia — the most important stop on the trip considering the strained US-Saudi relationship and the ongoing Saudi-Iranian dialogue. He discussed Iran’s nuclear program and regional activity with Foreign Minister Faisal bin Farhan, per the official Saudi news agency.

Malley also spoke by phone with the Foreign Minister of Bahrain.

Meanwhile back in Washington, Secretary of State Antony Blinken met on Tuesday with the head of the UN’s nuclear watchdog, Rafael Grossi, to discuss Iran’s nuclear program.

Iranian President Ebrahim Raisi stated on Monday that Tehran has never left the negotiating table and is serious about the nuclear talks. 

“For the other side, a readiness to lift sanctions can be a sign of their seriousness,” he noted.

The US and its European allies have accused the Iranians of wasting time and warned that their patience is not unlimited.

Iranian Foreign Minister Hossein Amir-Abdollahian told the UN secretary-general in a phone call on Tuesday that Iran’s chief nuclear negotiator, Ali Bagheri, would travel to Brussels next week for talks with EU political director Enrique Mora, who is coordinating the nuclear negotiations. 

It’s unclear if and when the sides will return to Vienna.

Iran, Russia Discuss Closer Military Cooperation

Major General Mohammad Baqeri, the chairman of the Joint Chiefs of Staff of the Iranian Armed Forces, further said Iran-Russia military and defense cooperation has been growing in recent years.

He said relations between Iran and Russia, as two important partners on the international stage, is expanding.

General Baqeri touched upon an Iranian armada having crossed the Atlantic Ocean for the first time recently and having participated in a Russian naval parade, calling for closer cooperation between the two sides in military and defense areas. 

He made the comment in the Russian port city of St. Petersburg where he arrived as part of his Russia visit to meet officials of the Russian Navy, namely Deputy Commander-in-Chief of the Russian Navy Vice-Admiral Vladimir Lvovich Kasatonov.

Upon arrival, general Baqeri was officially received by admiral Kasatonov and a number of high-ranking Russian generals.

After the welcoming ceremony, the two top generals inspected the guard of honour before taking part in talks where Iranian Ambassador to Moscow Kazem Jalali and military top brass from both countries were also present.

In the meeting, general Kasatonov said Iranian and Russian navies had had close cooperation in recent years and held numerous war games.

He said the two sides will continue their cooperation.

Putin shuts down Russia citing COVID pandemic

The Russian leader has warned coronavirus situation in the country is becoming complicated. Russia has registered over 8 million cases and more than 226,000 Covid fatalities.

Putin has signed a decree declaring paid non-working days from October 30 to November 7, according to the document posted on the Kremlin’s website on Wednesday.

At a meeting with members of the government earlier on Wednesday, Putin approved a corresponding proposal from the cabinet. According to him, it is now of paramount importance to curb the peak of the new epidemic wave.

“I order to declare non-working days with preservation of employees’ salaries from October 30 to November 7, 2021, in order to prevent the further spread of novel coronavirus infections,” the decree says.

Regional heads have the right to declare additional paid non-working days before October 30 and to extend them after November 7, taking into consideration the epidemiological situation and specific features of the spread of COVID-19 in their regions.

The Russian government has been instructed to determine how federal cultural and health institutions will be operating on the non-working days, while the heads of the subjects of the Russian Federation should do the same for corresponding regional institutions. The public authorities along with other bodies and agencies are instructed to determine the numbers of staff ensuring their functioning on the non-working days.

“At the expense of the corresponding funds of the budgetary system of the Russian Federation, the government and top officials of the subjects of the Russian Federation shall provide measures of support for small and medium businesses and socially oriented non-profit organizations operating in the sectors of the Russian economy, which are most affected by the worsening situation caused by the spread of COVID-19 and by the non-working days declared in October-November, 2021,” the decree adds.

The presidential decree comes into force on the day of its official publication.

The coronavirus situation in Russia is getting complicated, vaccination rates in the country remain low, Putin said.

“Really, the situation with coronavirus is getting complicated nationwide, recently vaccination rates increased significantly in many regions,” Putin stated on Wednesday at a meeting with members of the government. He added that unfortunately, the citizens’ vaccination rate remains low. 

According to Putin, the low vaccination rate “predetermines the rapid spread of infection in many ways.”

COVID infection rates in Russia are getting worse mostly because vaccination rates are too low and restrictive measures are often neglected. 

The anti-coronavirus crisis center said on Wednesday the number of coronavirus cases in Russia increased by 34,073 over the past day to 8,094,825 total cases. The number of COVID-19 fatalities in Russia over the past 24 hours has increased by 1,028 compared to 1,015 the day before. In all, 226,353 patients died of the infection. This is a new record high since the beginning of the pandemic.

Iran receives 29th shipment of Covid vaccine

The shipment contains 6 million doses. 

The head of Iran’s Red Crescent Society said efforts at the Health and Foreign Ministries to import vaccine will continue. According to Karim Hemmati, as a result of the efforts, 36 million doses of Sinopharm jab have been delivered to Iran in only two weeks. 

He added the from mid-spring, Iran has imported 88 million and 390 thousand doses of Covid vaccine. He added that in the last month alone, 42 million shots arrived in Iran and 30 million more will be imported in the next two weeks. 

Meanwhile, the downward trend in Covid deaths, infections and hospitalizations has continued across Iran in the past weeks. The number of cities marked red, the highest level of risk from Covid, has fallen considerably. Authorities attribute this to the rising rate of vaccination across Iran. 

But officials keep warning people against relaxing health protocols. They say a sixth peak of the disease could be around the corner.

Report: Taliban Deputy PM, Iran Envoy Meet in Moscow

Tasnim News Agency quoted Taliban Spokesman, Zabihullah Mujahid, as saying the two sides discussed bilateral relations and the necessity of seizing economic opportunities in the region.

They also committed themselves to holding talks in the near future about trade as well as water and electricity issues, added the spokesman.

The Wednesday meeting was held on the sidelines of an international summit on Afghanistan, hosted by Russia.

Philippines to investigate thousands of deaths during war on drugs

The Philippines will look into thousands of killings in Duterte’s war on drugs, its justice minister said on Wednesday, after a review of a sample of cases indicated foul play in dozens of deadly police operations.

Menardo Guevarra stated his Department of Justice (DOJ) would expand its review to the more than 6,000 killings during police operations, after which many officers were cleared of wrongdoing in internal police investigations.

“Time and resources permitting, the DOJ will review these thousands of other cases, too,” Guevarra told Reuters.

The decision indicates a shift from the Philippines’ vehement defence of the drugs war, which has seen the government scold critics and activists who alleged there were systematic executions of drug suspects by police.

The Philippines has come under pressure from the United Nations to hold a thorough probe and the International Criminal Court recently announced it would investigate the crackdown.

The government, however, has said it will not cooperate because the Philippine justice system is functioning.

Wednesday’s release of details of 52 drug war deaths marks a rare admission by the state that abuses may have taken place.

In several of those, victims had no traces of gunpowder on their hands, or did not have a gun at all.

The DOJ also announced police had used excessive force, shot suspects at close range and relevant medical and police records were missing.

The findings, which are subject to further case buildup and criminal charges, could challenge the government’s narrative of the war on drugs.

Duterte has for five years defended police and argued that all those killed were drug dealers who resisted arrest. He has publicly said police could kill if they believed they were in danger and he would pardon any who end up in prison.

Duterte’s office did not immediately respond to a request for comment on Wednesday.

Police chief Guillermo Eleazar vowed no cover up.

“We will make sure to hold accountable those who should be held accountable,” he said in a statement.

Carlos Conde, Senior Philippines Researcher at Human Rights Watch, said the war on drugs was about more than a few rogue police.

He criticised what he called light punishment being recommended by police internal affairs, which included suspension, demotion or dismissal.

“Based on these 52 cases alone, it is clear that the drug war is an illegal, murderous state policy being carried out by police force that has been commanded by the president himself to disregard due process,” Conde added.

One of the cases reviewed by the DOJ involved a suspect who was shot 15 times by police.

The DOJ said there was no crime scene report or autopsy, nor were ballistics or paraffin tests carried out to determine if the suspect was armed.

It added it was disclosing the findings so that families of victims could know deaths were being investigated, and to invite witnesses to come forward.

More than 6,000 people have been killed by police in the crackdown, but activists say many thousands more drug users and peddlers were shot dead by mysterious gunmen. Police have denied involvement in those.

South Pars CEO: investments in gas field close to $80bn.

Hashemzadeh Farhang noted that the daily production of 560 million cubic meters of natural gas, 21,000 tons of liquefied natural gas, 760,000 barrels of gas condensate and 15,400 tons of ethane is the current capacity of Pars Complex.

Hashemzadeh Farhang said that South Pars is a common field with Qatar. According to him Qataris started exploiting this reservoir four years earlier than Iran in 1998. Qatar produced a maximum of 175.7 billion cubic meters in 2020, but Iran overtook the country in 2018, and from 2020, the Islamic Republic set a record by producing 202.3 billion cubic meters of gas from South Pars. 

He added that the share of gas in Iran’s fossil energy basket is 73.7%, of which 50% is allocated to the South Pars complex. 

Hashemzadeh Farhang however pointed out that the average share of natural gas in the energy basket of countries is 23%, but Iran is 71% dependent on gas. 

He added that currently, 17,000 people work in the South Pars Gas Complex.
