UN officials warn of ‘catastrophic’ humanitarian situation in Lebanon amid Israel’s attacks

“Lebanon finds itself facing a conflict and a humanitarian crisis of catastrophic proportions,” UN Special Coordinator for Lebanon, Jeanine Hennis-Plasschaert, said at a virtual news conference.

Emphasizing the “unimaginable price” on civilians, Hennis-Plasschaert noted: “Unrelenting bombardment is now part and parcel of daily life in Lebanon.”

“In just over one week, we saw the death toll of the ‘month-long 2006 war’ surpassed,” she added.

Stating that Oct. 7 changed “the threat perception in Israel”, she stressed that “a continuation of the death and destruction we have seen so far will not, cannot, bring about safety or security.”

“Yes, it might lead to short-term tactical wins, but longer-term strategic gains will remain elusive.”

Asked about Israeli Prime Minister Benjamin Netanyahu’s recent video threatening Lebanon, Hennis-Plasschaert said it was viewed “as ominous and considered a threat” by the people of Lebanon.

Regarding a cease-fire, she expressed hope for Israel to soon be “ready to add its support to the many calls and appeals out there a cease-fire or a pause”.

“We need a period of calm to bring parties to the negotiation table and to find and agree upon sustainable solutions,” she continued, adding that “tactical wins do not add up to a solid strategy”.

UN Humanitarian Coordinator for Lebanon Imran Riza also highlighted “widespread civilian casualties, mass displacement and extensive destruction” across Lebanon amid Israel’s airstrikes.

Noting that the ongoing conflict “brings uncertainty and insecurity,” Riza said: “More than 600,000 people are internally displaced across the country, over half of them women and girls. At least 350,000 children have been displaced.”

He stressed that most children are out of school as 75% of public schools have been turned into shelters.

Noting the collapse of essential services and the urgent need for international aid, Riza added, “Even wars have rules. We urge all parties to uphold their obligations under international humanitarian law.”

Calling on the international community to act immediately, Riza stated that “the suffering will only deepen and spread” without a “robust political diplomatic process” that leads to a permanent cease-fire.

Calls grow on Iranian gov’t for transparency in internet filtering policies

Farhikhtegan newspaper, in an article on Thursday, warned that the public’s sensitivity towards the issue overshadowed by heavy filtering is increasing, adding it is expected that the government will address the longstanding internet problems more swiftly.

The newspaper reported that the first session of the Supreme Council of Cyberspace of the administration was held on Wednesday to address the issues in the cyberspace domain, especially filtering.

Sattar Hashemi, the Minister of Communications and Information Technology, has been facing questions about the issue since the first day he took office.

On Tuesday, Hashemi clarified that lifting internet filtering is not an immediate possibility and emphasized the complexity and time required for such a change.

Since people rely on the internet for a significant part of their lives, the importance of the internet has doubled, the newspaper wrote.

Over the past decade, various ministers of communications have pinned the blame on various issues like outdated infrastructure, Western sanctions, network traffic, and filtering.

Farhikhtegan noted that a significant part of the public’s dissatisfaction with filtering policies is due to the lack of transparency on the issue and advised the ministry of communications to seek input from experts and be transparent, so “the public will understand that progress is being made.”

The gathering of the so-called Ramstein group at the eponymous US military base was supposed to feature addresses by Biden, German Chancellor Olaf Scholz and Ukrainian leader Volodymyr Zelensky.

Following the start of the Ukraine conflict in February 2022, more than 50 countries, including most NATO member states, established the Ukraine Defense Contact Group. The participants’ defense ministers have been meeting regularly at Ramstein Air Base to discuss Kiev’s arms needs and organize deliveries.

Reuters reported on Wednesday that the “October 12, 2024 event is postponed”, with “announcements about future Ukraine Defense Contact Group meetings… forthcoming”.

Earlier that same day, Radio Free Europe/Radio Liberty (RFE/RL) had reported that a “high-level meeting of the Ramstein group of Ukraine arms donors has been canceled.” The media outlet attributed the development to President Biden’s decision to scrap his planned trip to Germany.

In a statement on Tuesday, White House Press Secretary Karine Jean-Pierre announced that “given the projected trajectory and strength of Hurricane Milton, President Biden is postponing his upcoming trip to Germany”.

The US president later explained that “I just don’t think I can be out of the country at this time,” adding that he hoped to reschedule the trip “and all the conferences I said I’d participate in.”

Biden’s visit was originally scheduled for October 10-13, and would have been the first state visit by a sitting US president to Germany in nearly 40 years.

Later on Tuesday, State Department spokesman Matthew Miller told reporters that US Secretary of State Antony Blinken “was going to accompany the President and now is returning home” since Biden has called off his trip to Germany.

“Lebanon’s humanitarian crisis is deteriorating at an alarming rate. Israeli airstrikes have not only intensified but also expanded into previously unaffected areas and increasingly targeted critical civilian infrastructure,” the UN Office for the Coordination of Humanitarian Affairs (OCHA) said in a situation update released Wednesday.

“Displacement orders for more than 100 villages and urban neighborhoods across southern Lebanon continue to force people to flee,” the report added.

On Wednesday, the Israel Defense Forces (IDF) announced Israel has carried out more than 1,100 airstrikes on southern Lebanon since its ground operations began earlier this month.

More than 1,400 people have been killed in Lebanon since Israel escalated its war on Hezbollah, according to the Lebanese health ministry. At least 1.2 million people have been displaced since fighting escalated last month, Lebanese authorities have said.

The country’s health sector has been put under “immense pressure of relentless attacks” on health facilities and personnel and its education sector faces “enormous challenges”, the OCHA report noted, with most schools having been repurposed into shelters.

FM Araghchi: Iran, Saudi Arabia can bring security, stability to region

In an Arabic post on X social media platform on Thursday, Araghchi wrote: “Geography always keeps us neighbors, and faith always makes us brothers.”

Araghchi expressed his happiness at taking the first steps on a long journey with his Saudi counterpart.

The Iranian foreign minister, on a diplomatic visit to Saudi Arabia to discuss regional developments, met with Saudi Crown Prince Mohammed bin Salman and Foreign Minister Faisal bin Farhan on Wednesday.

After the meeting, Araghchi took to X to write that he had “very important discussions on critical issues of common concern with the Saudi Crown Prince Mohammed bin Salman.”

During the meeting, the Saudi Crown Prince expressed deep concern over the escalating crisis and the expansion of war in the region.

He also emphasized the necessity for all countries in the region to safeguard regional stability and security.

Both sides emphasized the importance of continuing cooperation and dialogue between Iran and Saudi Arabia on both bilateral and regional issues.

The ongoing Israeli onslaught in Gaza stood out in the meeting, with Araghchi noting, “Israeli regime is dragging the whole region into a catastrophe. Insight, wisdom, courage and cooperation are what the region needs to overcome this challenging time.”

5 Palestinians killed by Israeli forces in Nablus shooting

Five Palestinian men were killed by Israeli special forces who shot at their car in Nablus in the occupied West Bank.

A video obtained by CNN shows at least four men standing behind a car while holding assault rifles and shooting at a second car across from them. In a separate video bystanders are seen rushing to the scene after the gunmen left. Another video shows the interior of the car filled with blood.

In a joint statement, the Israeli police and the Shin Bet security agency announced they killed five people, including the head of the Al-Aqsa Martyrs Brigades – a network of Palestinian armed groups – in Balata.

The statement added those killed were “wanted for terrorist activities” and were “involved in exporting and planning terrorist activities against civilians and IDF forces”.

Hamas condemned the attack in a statement calling on residents of the occupied West Bank to mobilize in “mass angry marches” and “escalate the confrontation and clash with the occupation and its settler gangs in all areas”.

There has been a surge in Israeli settler violence across the occupied West Bank since the start of Israel’s war in Gaza.

Since October 7, 2023, at least 747 Palestinians have been killed in the West Bank, according to Palestinian health officials, and more than 6,200 others have been wounded.

Biden, Netanyahu discussed diplomatic solutions in Lebanon and Gaza: White House

“On Lebanon, the president emphasized the need for a diplomatic arrangement to safely return both Lebanese and Israeli civilians to their homes on both sides of the Blue Line,” the White House said.

“The president affirmed Israel’s right to protect its citizens from Hezbollah, which has fired thousands of missiles and rockets into Israel over the past year alone, while emphasizing the need to minimize harm to civilians, in particular in the densely populated areas of Beirut,” it added.

“On Gaza, the leaders discussed the urgent need to renew diplomacy to release the hostages held by Hamas. The president also discussed the humanitarian situation in Gaza and the imperative to restore access to the north, including by reinvigorating the corridor from Jordan immediately,” the White House noted.

The president also affirmed his ironclad commitment to Israel’s security, and condemned Iran’s ballistic missile attack against Israel, according to the White House.

Biden’s call with Netanyahu was “direct” and “productive” and included discussions on a potential attack on Iran, White House spokesperson Karine Jean-Pierre told reporters at a news conference.

She added the call lasted 30 minutes.

This is the first known call between the two since August. Since then, the Middle East has spiralled to the brink of regional war, with Lebanon coming under heavy attack and Iran striking Israeli in retaliation for the assassinations of Hamas and Hezbollah leaders.

In the last few weeks, Israel’s deadly bombardment across Lebanon has killed at least 1,200 civilians while forcibly displacing 1.2 million residents.

The Biden administration has previously also asked Israel to minimize civilian casualties in Gaza where Israeli soldiers have killed more than 42,000 Palestinians while displacing nearly 2 million survivors. The Biden administration has also spent a record $17.9bln in military aid to Israel since last October.

Saudi Crown Prince meets Iran foreign minister in Riyadh, discusses regional developments

Araghchi continued his diplomatic consultations in Saudi Arabia, discussing regional developments with bin Salman, who is also the prime minister of the kingdom.

During the meeting, the Saudi Crown Prince expressed profound concern over the escalating crisis and the spread of war in the region.

He underscored the necessity for all regional countries to safeguard stability and security in the region.

Meanwhile, he expressed satisfaction with the successful implementation of agreements between Iran and Saudi Arabia over the past year.

Bin Salman underlined that the improvement in bilateral relations has been positive and significant and reaffirmed Saudi Arabia’s determination to continue the trend in bilateral ties.

Araghchi, in response, reiterated that good neighborliness is a definitive policy of the Iranian administration.

He emphasized that continuing to promote ties with neighboring countries aimed at boosting stability, security, and prosperity in the region, as well as increasing economic cooperation with regional countries, is a serious priority for the Islamic Republic of Iran.

Referring to recent regional developments and his talks in Lebanon and Syria, the Iranian foreign minister called for the cooperation among all regional countries and the utilization of all capacities to immediately halt the Zionist regime’s military attacks and stop further destruction of infrastructure in Gaza and Lebanon.

He stated that standing against the Zionist regime’s crimes and immediately stopping the war in the region are essential for achieving lasting stability and security in the region.

During the meeting, both sides also emphasized the importance of continuing cooperation and dialogue between the two countries on bilateral and regional issues.

Two Israelis killed in Hezbollah rocket attack

Around 20 rockets were fired at the city on Wednesday, the Israeli military said.

A man and a woman were killed in the northern Israeli town of Kiryat Shmona after it was hit by a rocket barrage from Hezbollah in Lebanon, Israel’s ambulance service said.

The deaths follow a spate of rocket fire over the past few days as Hezbollah responds to Israeli strikes inside Lebanon.

“We found a man and a woman, aged around 40 years old, unconscious and injured by shrapnel. We carried out medical examinations, but their injuries were serious and we had to declare them dead on the spot,” added emergency service provider Magen David Adom in a statement.

The Fire and Rescue Service noted that the impacts have started fires in several buildings in the city, with five teams working to put them out.

It comes as Israeli Prime Minister Benjamin Netanyahu has warned Lebanon it could face destruction like the Gaza Strip.

The escalation in Lebanon, after a year of war in the the besieged enclave, has raised fears of a wider Middle East conflict that could suck in Iran and Israel’s iron-clad ally the United States.

Israel’s bombardment of Lebanon has killed more than 2,100 people, most of them in the last two weeks.

It has also forced 1.2 million people from their homes, officials have reported.

On Tuesday, Hezbollah’s deputy leader Naim Qassem stated the Lebanese group’s ability to resist Israel’s military is intact after a series of attacks and assassinations by the Zionist regime.

“Our military capabilities are fine. What our enemies say about our fighting capabilities is an illusion. They are lying. Our fighters on the frontline are solid,” Sheikh Qassem stressed.

“What happened over the last 10 days is [that] the pain of the Israelis is increasing. We are telling them, more and more Israelis will be displaced from the settlements. The Israeli plan is to kill Lebanese civilians and empty villages to cause chaos. But I tell them, your efforts are a failure,” he added.

Israeli footage of strikes on Gaza shows ‘unprecedented rates of civilian harm’: Investigation

The investigation, which was conducted in collaboration with Sky News’ data and forensics unit, identified 17 incidents from the first month of the war – which broke out last October – in which the footage released by the IDF corresponded with the location of where Airwars had documented civilians being harmed.

Just from these 17 clips, over 400 Palestinian civilians, including more than 200 children, were reported to have been killed, Airwars said.

Airwars added the footage shows how the IDF’s bombing campaign has caused “unprecedented rates of civilian harm”.

Commenting on the investigation, Emily Tripp, Airwars’ director, said: “The Israeli military has shared hundreds of videos of their own strikes on social media in Gaza – grainy black and white clips with few details but captions declaring they were striking Hamas targets. The message they wanted the world to see was one of a precise campaign, a controlled narrative of careful and calculated warfare.”

“But by locating these clips and matching them to civilian harm allegations we uncovered a different story. Even in the strikes the Israeli military itself published footage of – the ones it chose to show the world – we found hundreds of civilians killed. This is yet more evidence that the practices of the Israeli military are leading to unprecedented levels of civilian harm,” she added.

Israel has continued its brutal offensive on the Gaza Strip since an attack by the Palestinian group Hamas last year, despite a United Nations Security Council resolution calling for an immediate cease-fire.

More than 42,000 people have since been killed, mostly women and children, and over 97,700 others injured, according to local health authorities.

The Israeli onslaught has displaced almost the entire population of the Gaza Strip amid an ongoing blockade that has led to severe shortages of food, clean water, and medicine.
