Commander Hits Back at Kerry for Anti-Iran Allegations

In comments on Sunday, Deputy Chief of Staff of the Iranian Armed Forces Brigadier General Massoud Jazayeri likened the US to a cancerous tumor in the Middle East, saying the sole remedy to the regional woes would be expelling American forces from the region.

Reacting to John Kerry’s remarks about Iran’s so-called unconstructive role in the region, Jazayeri said such spiteful comments do not solve the White House’s problems.

In a recent interview with the Foreign Affairs, Kerry accused Iran of engagement in “Yemen and supporting Assad and supporting Hezbollah and firing missiles that people deem to be threatening.” He also expressed the hope that “Iran will rejoin the community of nations in constructive ways to try to make the region more stable and bring peace to places that need it.”

In reaction, General Jazayeri said the bloody wars in Iraq, Afghanistan, Syria and Yemen, the continued occupation of Palestine by Zionists, the Iraqi imposed war on Iran in the 1980s, the conflicts in Lebanon and Bahrain, and many other crises that have left thousands of people killed and injured are only part of the results of policies adopted by the US evil government toward the region.

The only way for the US to get out of the impasse in the Middle East is to admit its “strategic mistakes and accept responsibility for thousands of criminal acts” in the region, leave Southwest Asia and rid the regional nations of its devilish presence, the commander concluded.

He added that Iraqi army is leading the operations with support from the national police force, while stressing that “others” will not be entering the city.

Abadi has on multiple occasions asserted that all troops participating in the Mosul offensive are from Iraq, and no foreigners would be among them, adding that the US-led coalition would only support the operation.

US Secretary of Defense Ash Carter said that the Mosul operations were a key move in defeating the Daesh Takfiri terrorists.

“This is a decisive moment in the campaign to deliver Daesh a lasting defeat,” said Carter in a statement. “We are confident our Iraqi partners will prevail against our common enemy and free Mosul and the rest of Iraq from Daesh’s hatred and brutality.”

Over the last few months, Iraq has been preparing for the assault on Daesh in Mosul, which slipped into the hands of the terrorists in the summer of 2014. Government forces have managed to recapture all the other places that Daesh had seized, with the last major one being the city of Fallujah, which was liberated in late June.

Tehran Taking Positive Steps Towards Utilizing JCPOA Benefits: Follow-up Committee

The country’s progress on the lines of utilizing the benefits of the JCPOA is good, but at the same time there are hindrances, some of which arise from the other parties’ procrastination,” said Iran’s Deputy Foreign Minister Abbas Araqchi on Saturday.

Iran and the P5+1 group of countries signed the nuclear deal, dubbed the Joint Comprehensive Plan of Action (JCPOA), on July 2015. The deal went into effect on January 16, and resolved a long-running dispute over the Iranian nuclear program.

He added that the reluctance on the part of certain countries that is causing the hindrances is being investigated.

Araqchi went on to stress that Iran has begun implementing a series of bilateral financial and banking agreements after the JCPOA, but Western countries, particularly the United States, are responsible for any shortcomings in these areas.

Under the JCPOA, the Islamic Republic has agreed to roll back certain aspects of its nuclear program — including the volume of its uranium stockpiles enriched to the 20-percent level — and has provided international atomic monitors enhanced access to its nuclear facilities. In return, Iran’s partners agreed to terminate all nuclear-related sanctions against Iran.

Iran to Begin Offering Int’l Tender for Oil, Gas Projects Monday: Report

National Iranian Oil Company (NIOC) said “reputable and eligible companies” should fill applications for upstream oil and gas projects which will be made available on its website nioc.ir on Monday, Shana reported on Sunday.

It came after an amended draft of Iran’s new model for oil and gas contracts was approved by the government on August 3 after it underwent over 150 minor and major changes.

The new amendments were endorsed after Leader of the Islamic Revolution Ayatollah Seyed Ali Khamenei stressed two months ago that no new oil and gas contracts for international companies would be awarded without necessary reforms.

The rights, commitments and responsibilities of all parties in areas such as accounting and auditing, method of financial payment or repayment, technical inspection and maintenance should be clearly specified in the new contracts.

The contracts should also include details on production measurement methods, human resources training, health, safety and environment, imports and exports, insurance, terms of contract termination, force majeure and dispute settlements.

Under the new reforms, the oil ministry has been tasked with approving an overview of the contracts including the agreed price, duration and other general conditions.

The new oil and investment contract for international firms, known as the Iran Petroleum Contract (IPC), will replace Iran’s buyback oil deals. Under a buyback deal, the host government agrees to pay the contractor an agreed price for all volumes of hydrocarbons the contractor produces.

Iran worked on the oil contract model for two years. The country hopes to draw as much as $50 billion a year from major oil companies such as Italy’s Eni SpA and France’s Total to develop its oil and gas fields in the wake of a lasting nuclear deal between Tehran and world powers.

There has been growing enthusiasm for ties and cooperation with Iran since a lasting nuclear deal between Iran and the Group 5+1 (Russia, China, the US, Britain, France and Germany) took effect on January 16.

The deal, also known as the Joint Comprehensive Plan of Action (JCPOA), terminated all nuclear-related sanctions on Iran and prepared the ground for a much-anticipated economic boom.

‘Starless Dreams’ Wins Best Documentary Award at BFI London

The 60-year-old London festival, which was opened on October 5, announced winners of this year’s festival, with Certain Women, directed by Kelly Reichardt, scooping the top prize for Best Film.

Iranian director Mehrdad Oskouei’s portrait of teenage inmates, Starless Dreams, was named the best documentary, receiving the Grierson Award which recognizes outstanding feature-length documentaries of integrity, originality, technical excellence or cultural significance.

The prize was presented by UK documentarian Louise Osmond, commenting, “Starless Dreams is the story of a young women in a juvenile detention center in Iran. By that description you’d imagine a dark film exploring a bleak world of broken young lives. This film was the very opposite of that. It took us into a world none of us knew anything about and showed us a place full of humor, life and spirit… It’s a film that stays with you for a very long time.”

Oskouei’s documentary narrates the lives of a group of under 18-year-old girls taken into care for a variety of reasons ranging from drug dealing and trafficking, to pick-pocketing and manslaughter. Though bored with their incarcerated life, they are, nevertheless, scared about what might happen to them once outside.

In addition, the documentary has so far won 11 awards in national and international film festivals, including the Amnesty International Film Prize at the 66th Internationale Filmfestspiele Berlinale-Generation 14plus, Germany, and the Full Frame Inspiration Award at the 19th Full Frame Documentary Film Festival, North Carolina, USA.

Iran, Italy Start Restoration Work in Pasargadae

According to a report by Mehr, as edited by IFP, the Director General of Iran’s Bureau of International Databases Farhad Azizi said Iran and Italy have been cooperating for more than a year and a half to restore the historical constructions of Pasargadae.

This year, he added, the Italian delegation in collaboration with their Iranian counterparts have started field works to study and protect the palace of Cyrus the Great and Winged Figure.

Iranian and Italian experts of renovation, architecture, physics, chemistry, documentation, biology and geology discussed the problems of the site’s stone monuments and the ways to protect them.

The Italian and Iranian teams kicked off cooperation according to an agreement signed between Iran’s Cultural Heritage, Handcrafts and Tourism Organization (ICHTO), The National Institute for Conservation and Restoration (ISCR) and Italy’s Ministry of Cultural Heritage and Activities and Tourism.

Speaking to the Tasnim News Agency, Seif pointed to the banking problems hampering Iran’s foreign trade, saying the establishment of banking ties with other countries is developing at a slow pace, adding that the obligations of other parties to the JCPOA should be fulfilled more quickly.

The Iranian official further emphasized that the slow pace has its roots in the non-commitment of the US to the JCPOA.

“Most of the undertakings (of other parties to the nuclear deal) should be implemented by the American side and it is expected that the transactions increase in speed day by day,” he noted.

While the JCPOA, a 159-page nuclear agreement between Iran and the Group 5+1 (Russia, China, the US, Britain, France and Germany) came into force in January 2016, some Iranian officials complain about the US failure to fully implement the accord.

Earlier in March, Leader of the Islamic Revolution Ayatollah Seyed Ali Khamenei said Americans have yet to fulfill what they were supposed to do as per the nuclear deal.

Iran still has problems in its banking transactions or in restoring its frozen assets, because Western countries and those involved in such processes are afraid of Americans, the Leader said at the time, criticizing the US for its moves to prevent Iran from taking advantage of the sanctions removal.

Syria Talks in Lausanne End without Breakthrough

Kerry was seeking a new path to peace after failing to secure a ceasefire in direct talks with Moscow, one of Syria’s key backers.

Kerry hosted Russian Foreign Minister Sergei Lavrov and seven foreign ministers from the region – from Iran, Iraq, Saudi Arabia, Turkey, Qatar, Jordan and Egypt – weeks after the collapse of a painstakingly crafted US-Russian ceasefire plan that many saw as the last hope for peace this year.

Kerry told reporters there was consensus on a number of options that could lead to a ceasefire, but conceded that there had been some tense moments during Saturday’s talks.

“I would characterize this as an example of what we wanted, which was a brainstorming and a very candid first-time discussion,” he said. “A number of ideas came from the number of different ministers as we hoped that might be able to shape some different approaches.”

But the meeting failed to come up with a joint statement or a shared vision on how to move forward, according to Reuters.

Lavrov, who had said he had “no special expectations” for Saturday’s meeting, said ministers had discussed several “interesting ideas”, without elaborating.

Europe was not represented at the meeting, held in a luxury hotel on Lake Geneva. But France’s Foreign Ministry confirmed that Kerry and foreign ministers of like-minded nations planned to meet in London on Sunday to discuss Syria.

Kerry said parties to the Lausanne talks would contact each other on Monday to follow up.

Since the breakdown of US-Russia cooperation, long the backbone of efforts to end the war in Syria, US officials have worked on a number of ideas.

Although no breakthrough had been expected on Saturday, a senior US official said before the meeting that the regional format to the talks could be the basis of a new process.

Earlier, Kerry met separately with his Saudi counterpart Adel al-Jubeir and with Lavrov to discuss the logistics of the meeting.

It was the first meeting between Kerry and Lavrov since the collapse of a second attempted ceasefire in September. The impending end of the Obama administration is likely to mean a hiatus in US diplomacy while his successor, whether Donald Trump or Hillary Clinton, takes up the reins.
