Collision of Chinese Ship with Iranian Oil Tanker Ambiguous: Expert

Mahmoud Khaqani says following the oil tanker’s recent collision in East China, which led to the deaths of all its 32 crew members, the Chinese and those who arrived in the area were very worried about the danger of water pollution.

“They did their utmost in controlling and shutting down the fire, but when realized that controlling the fire was not so simple, they preferred the tanker burn instead of polluting the area and the sea.”

In a Farsi interview with the Khabar Online news agency, Khaqani noted that Sanchi weighed 164 thousand tonnes carrying a cargo of 136,000 tonnes (960,000 barrels) of natural-gas condensate from Iran’s South Pars oil field.

The ship that collided with Sanchi, called CF Crystal, was a carrier of wheat from the United States to China and was insured. South Korean petrochemicals company Hanwha Total had purchased the natural-gas condensate.

The expert went on to say that following the nuclear agreement, international insurance companies began to insure Iranian oil tankers carrying crude oil, petroleum products, gas condensate, etc., including oil tankers belonging to the National Iranian Tanker Company as of February 20, 2017.

“About half of the 65 oil tankers of the National Iranian Tanker Company are currently insured internationally. Indeed, insurance companies have defined a method that does not require the participation of US counterparts to cover Iranian oil and gas shipments and Iranian oil tankers,” said Khaqani.

He further mentioned that it should be investigated why the Chinese cargo ship suddenly hit Sanchi and stayed safe.

“If it was a deliberate move, they knew what the weakness of the tanker was. In the seas, everyone should think like a police, not like a judge. The parties that are currently worried and will take action are the insurance companies. 30 percent of the damages will be paid by two Iranian insurance companies, and 70 percent will be compensated by a foreign company. However, the legal aspects of the incident are very complicated as we do not know how its cargo was sold,” Khaqani added.

He also noted that if the cargo loaded at Asaluyeh port is FOB, then the seller (Iran) will not be responsible for it since the shipment belongs to the buyer. Therefore, the cargo is insured by the buyer and the vessel owner insures the tanker.

However, he added, if it is CIF, the seller will both insure the shipment and pay the shipping cost. When the cargo is delivered, the buyer becomes the owner. If that is the case, all the losses will be incurred on the seller.

 

Can Iran sue China?

Khaqani emphasized that everyone should wait as any comment can be used against Iran. He added that the Islamic Republic should wait for insurance companies to finalize their reviews and publish their reports.

“If the Chinese ship is blamed, the insurer must pay damages because the ships are insured like the cars. Its legal issues are very complicated as the incident occurred in China’s waters and the vessel sunk in the waters of Japan. He further stressed that while the ship’s ownership belonged to the National Oil Company of Iran, it was of Panamanian nationality. People in political positions had better not talk about the issue with inexpert commentaries, since any commentary at the time of the review of the case may end in loss or personal gain.

 

Why Panama?

Khaqani said, “There is a particular atmosphere in the international shipping domain and shipping world. For example, ships carrying the flag of Iran will be in trouble when entering certain ports. Of course, this is not only about Iran. Panama has provided economic conditions that do not levy tax on many companies. This procedure somehow generates revenue for Panama. So, the Panama flag was set on the tanker.”

This expert’s comments come in a situation that the commander of the Iranian Army’s Navy, Rear Admiral Hossein Khanzadi, said on Monday that the Iranian commandos who wanted to rescue the Iranian sailors received their visa to enter China two to three days later.

“My colleagues arrived at the scene on the seventh day, and on that day, as the ship was off the coast of China and was approaching the coast of Japan, the forces were dispatched quickly, but when they arrived to get into the oil tanker, a huge explosion occurred. Then, the whole deck was on fire and unfortunately, the vessel sank,” added the Iranian commander.

In a Farsi interview with Mizan News Agency, the Iranian army’s navy commander referred to the 6-hour time difference between Iran and China and appreciated the assistance of the Navy commander of China, who provided the opportunity to call and issue orders to the Iranian commandos, but in the end, he sadly talked about a horrific explosion that exactly at the beginning of the rescue operation, thwarted all efforts in the midst of water and fire.

Will the contents of the ship’s data recorder reveal the secret of the explosion?! Time will tell.

Iran Judiciary Chief Blasts US Sanctions, Pledges Tehran’s Reaction

In a meeting of senior Judiciary officials on Monday, Ayatollah Amoli Larijani slammed the US administration’s move to impose sanctions against the Judiciary chief of a country as “crossing all international red lines”, stressing that Iran would not remain silent on such a measure.

“The US should know that every hostile conduct will draw proportional reaction from Iran,” the top judge said, adding that he personally does not care about facing sanctions by the Trump administration.

Citing the US president’s international notoriety for his racist, abnormal and lunatic behaviors, the top Iranian judge said it is an honor for him to be sanctioned by the US, describing that as a proof of the Islamic Republic’s correct path.

The US Treasury recently imposed new sanctions against 14 Iranian entities and individuals, including Ayatollah Amoli Larijani, for alleged human rights abuses in Iran.

Elsewhere in his remarks, the Iranian Judiciary chief underscored that the 2015 nuclear deal, known as the Joint Comprehensive Plan of Action (JCPOA), could by no means be changed or linked to others issues.

Reiterating Iran’s stance that the JCPOA would never be renegotiated, Ayatollah Amoli Larijani said nobody could ever connect the nuclear agreement between Iran and the Group 5+1 (Russia, China, the US, Britain, France and Germany) to other issues, such as Iran’s defense power.

On Friday, US President Donald Trump extended the JCPOA for the third time, but also laid down conditions for waiving the anti-Iran sanctions again. Trump said he will not grant another reprieve unless changes are made to the nuclear deal.

In response, Iran’s Foreign Ministry reiterated that the JCPOA is a valid international document that would not be renegotiated at all.

Since the historic deal was signed in Vienna in July 2015, the International Atomic Energy Agency (IAEA) has repeatedly confirmed the Islamic Republic’s compliance with its commitments under the JCPOA, but some other parties, especially the US, have failed to live up to their undertakings.

Palestine Top Priority of Muslim World Once Again: Iran President

Rouhani said the current instability and insecurity gripping the region stem from continued Israeli occupation of the Palestinian territories, Washington’s “tendentious and unstinting” support for the Tel Aviv regime and the Palestinian nation’s failure to exercise its “basic right” to establish a sovereign state with Jerusalem al-Quds as its capital.

He made the comments in a speech to the 13th Session of the Parliamentary Union of the Organization of Islamic Cooperation (OIC), which opened in Tehran earlier in the day.

With the defeat of the Takfiri Daesh terror group, Rouhani added, Palestine had regained its status as the “first priority on the Islamic Ummah’s political agenda.”

Rouhani hailed Daesh’s territorial defeat in Iraq and Syria, expressing hope for the ultimate annihilation of the Takfiri outfit, which tried to present “an entirely wrongful and inauspicious” interpretation of Islam to the world.

The president further said Iran views no country as its “competitor,” adding that the Islamic Republic believes it could even engage in negotiations and cooperation with the countries with which it has differences of opinion based on mutual respect.

Some countries, however, are treading the wrong path and seek to widen the rifts among Muslim nations under the US and Israel’s influence, Rouhani added.

Palestine Top Priority of Muslim World Once Again: Iran President

Countries, which are themselves the sources of war, politico-economic pressure, and crises for the Muslim world, and consider their survival to be contingent on bloodshed and propagation of extremism, “Neither do they ever seek, nor are they in a position to act as friends and companions of the oppressed and downtrodden people,” Rouhani said.

‘Foreign meddling doomed’

Rouhani further called for the creation of a “calm region, and peaceful foreign relations”

No country, Rouhani asserted, can resolve its domestic problems by mobilizing forces abroad and massacring people in neighboring countries.

Rouhani further warned against continued dependence of regional countries on foreign powers, saying, “The experiences of modern history teach us that these powers solely think about their own interests.”

The Tehran event, which will last until Wednesday, is attended by parliament speakers, deputy parliament speakers, and parliamentary delegations from 44 countries.

The Parliamentary Union’s various committees, including the Permanent Palestine Committee, the Expert Committee on Political Affairs and Foreign Relations, Expert Committee on Human Rights, the Women and Family Affairs’ Committee, met over Saturday and Sunday.

The committees lent their initial approval to more than 55 resolutions, which are to be discussed and approved over the two days when the PUIC is holding its session.

Lebanon urges practical measures

Also addressing the event was Lebanon’s Parliament Speaker Nabih Berri, who said Muslim countries had to adopt practical measures to counter Trump’s “brazen” decision. He asked all Muslim countries to transfer their embassies to al-Quds, boycott Israeli goods, and condemn Tel Aviv’s construction of settlements on Palestinian territories.

“All their surprise attacks to Judaize al-Quds have fallen through so far,” Berri said of the Israelies. “We will win if we make a resolution to.”

He also praised the Islamic Republic for always standing on the front line of supporting Palestine and humanitarian affairs.

Iranian Rugs on Display in Cologne Int’l Interiors Show

Iran is participating in this exhibition to negotiate with the European designers and decorators as the main visitors of the Cologne fair to introduce the Iranian handmade carpet and stabilize its position and capabilities in the interior design and decoration.

Iran National Carpet Centre’s pavilion is located in an area of 55 square metres, and hosts the meetings with relevant institutions at the exhibition.

According to a Farsi report by IRNA, during the first eight months of the current Iranian year [which stated in mid-March], more than $269 million worth of handmade carpets were exported to target countries, up 31% from the same period last year.

The international exhibition, which started in the German city of Cologne on January 15 and will be open to visitors until January 21, is one of the oldest specialized exhibitions in the field of interior decorations in the world.

The exhibition features companies from 51 countries including Bosnia and Herzegovina, Brazil, Belgium, Azerbaijan, Austria, Croatia, Republic of China, Canada, Bulgaria, Finland, Indonesia, Italy, Ukraine, Turkey, Taiwan, Malaysia, Russia, Luxembourg, Taiwan, the UK and the United States.

Last year, the exhibition was held in an area of 281,500 square metres with 1,339 exhibitors and over 148,000 visitors.

The imm Cologne (internationale möbelmesse) is an international, public open furniture trade show held at koelnmesse exhibition centre in Cologne, Germany, every year in January.

The exhibition’s primary focus is contemporary furniture and interior design, but also showcases innovative materials and fabrics and latest architectural lighting design technology. Along the Salone del Mobile at Milan, the imm Cologne is regarded as a leading market place for related industries, i.e. furniture designers, furniture companies, furniture retailers, architects and interior designers.

The Cologne Furniture Fair is organised by the Verband der Deutschen Möbelindustrie e.V. and was first held in 1949.

Iran Slams US Formation of New Border Forces in Syria

In a Tuesday statement, Bahram Qassemi said such a move further complicates the Syrian crisis and brings about more instability while fanning the flames of war in the country.

“What is notable is that this approach and decision of the US is announced at a time when the Syrian army and its allied forces have clinched significant victories in the fight against ISIS and al-Nusra Front,” he added.

The Iranian spokesperson also stated that the Islamic Republic of Iran, together with the Russian Federation and the Republic of Turkey, are trying to resolve the crisis through Astana Process and creation of de-escalation zones.

So far, he said, considerable gains have been made and significant successes have been achieved in this way.

Though already too late, Qassemi added, it is time for the US to change its interventionist and destructive policies in the region, withdraw its troops from Syria as soon as possible and let the Syrians decide their fate and future as the majority of people want.

Qassemi’s remarks came after the US said on Sunday it is working to create a 30,000-person border security force in northern Syria, drawing sharp condemnation from Turkey.

The move was harshly criticized by Turkish President Recep Tayyip Erdogan who lambasted the United States for establishing a “terror army” along borders against Ankara’s warnings.

Erdogan threatened to “strangle” a planned 30000-strong US-backed force in Syria “before it’s even born.” He added that Turkey “would be happy if the US leaves equivocation and articulate its intentions openly.”

5,000-year Old Rock Art Discovered in Iran’s Isfahan Province

The ancient rock crafts have been discovered in the vicinity of Shahinshahr and Meymeh cities near what seem to be ancient paths of economic and cultural communication.

According to a Farsi report by Mehr News Agency, Director General of Isfahan Cultural Heritage, Handicrafts and Tourism Department Fereydoun Allahyari said a team of archaeologists arrived at the site when they were on a visit to the city of Meymeh.

“The team also managed to discover an ancient hill belonging to the Sassanid Empire, as well as a mining area in the same region belonging to the Samanid dynasty,” added Allahyari.

“A number of ancient graves have also been discovered that belong to pre-Islamic times.”

He noted that the initial archaeological investigations show that these carvings known as Negarkand belong to the third millennium BCE, i.e. around 5,000 years ago.

“The people who carved these signs on rocky walls lived in the age of civilization and carved various signs through commercial communications with their surrounding centres.”

Another official from Isfahan’s Cultural Heritage, Handicrafts and Tourism Department said carvings on rocks are among the first indicators of non-verbal and intuitive communication of humans from prehistoric times.

Iran Ready to Manufacture Tractor in Senegal: FM

In a Monday meeting in Tehran, the Senegalese official noted that his country wants to use Iran’s experience in the agricultural sector, including the export of tractors and harvesting machines to Senegal.

He said his trip to the Islamic Republic of Iran is of great significance, and called for continuation of Iran’s economic cooperation with Senegal, especially in car export sector.

Niasse further called on Iran to support his country’s nominee for the post of Secretary-General of the Inter-Parliamentary Union (IPU).

In turn, Zarif touched upon the importance of Senegal’s role in West Africa and expressed Tehran’s readiness for expansion of ties with the African country, especially in the production of vehicles and tractors there, and exporting them to other neighbouring countries.

The Iranian top diplomat also noted that he is prepared to travel to Senegal during his next trip to Africa.

Trump’s Madman Strategy No Longer Effective: Iran’s Shamkhani

Secretary of the Supreme National Security Council of Iran Ali Shamkhani said Donald Trump’s statements on the Joint Comprehensive Plan of Action (JCPOA) lack international legitimacy.

In a meeting with the Syrian Parliament Speaker Hammouda Youssef Sabbagh in Tehran, Shamkhani underlined that Trump’s statement are aimed at fomenting Iranophobia and depriving Iran of the economic benefits of the JCPOA, a Farsi report by Mizan News Agency said on Monday.

“Adopting the madman strategy to coerce the international community into doing what we want is ineffective and the ruling officials in the US have isolated the country in the world by their repeated mistakes,” he noted during the meeting.

The Iranian official pointed out the Islamic Republic’s power, initiative and prudence to thwart the plot hatched by the strategic Western-Hebrew-Arabic alliance to destabilize the region have led “the enemy to resort to irrational measures against Iran.”

Shamkhani also referred to the great achievements of victories of the Syrian army against the terrorists and said the Syrian nation will decide about its future through their strong will.

The Iranian official called on the Muslim world to get united in fight against their joint enemies like the US and the Zionist regime and said the enemies’ first priority is to inflict blow on the security and economic progress of the Islamic states and sow the seeds of discord among them.

For his part, the Syrian speaker expressed his country’s appreciation for the Islamic Republic of Iran’s humanitarian aid to the Syrian nation.

He also denounced the US’ “illegal and aggressive” presence in Syria saying that Washington is supporting the terrorist groups.

“Syria will turn into a new swamp for the US army,” he concluded.

Iran’s Precipitation Rate Hits Record Low in 50 Years

Iran’s Deputy Energy Minister, Rahim Meidani, says this year’s drought is unprecedented in the past 50 years.

Noting that there has been no good rainfall in the current Iranian calendar year, he said the situation in provinces located in arid and semi-arid areas such as Markazi, Qom, Semnan, Tehran, Alborz, and Isfahan provinces is way different than winters of few years ago.

This Iranian official also noted that in provinces where good rainfall was expected, like Chaharmahal and Bakhtiari, Lorestan, Hamadan and Kurdistan, the precipitation rate declined dramatically.

“Precipitation was only normal in Ardabil and Golestan provinces,” he added, a Farsi report by Tasnim said.

Meidani also mentioned that if this continues, the ministry will have problems in the field of power generation from hydroelectric power plants at the summer peak.

According to Iran’s meteorological organization Iran has experienced a 56-percent decrease in average precipitation over the period from September 23 to December 25 compared to the same period in the long run.

Moreover, nearly 96 percent of Iran’s total area is suffering from different levels of prolonged drought.
