A top story in almost all papers today was the remarks made by Parliament Ali Larijani about the Leader’s call for “structural changes” in the country within a four-month period. However, another lawmaker later claimed the Leader has called for changes to the country’s budget bill, and not the country’s structure.

Iraq’s reaction to US President Donald Trump’s vow to use its bases in the Arab country against Iran also remained a top story today, with many papers covering top Iraqi Shiite cleric Ayatollah Ali al-Sistani’s opposition to Trump’s words.

President Hassan Rouhani’s comment that Tehran would embrace closer ties with the US if the latter repents also made the headlines today.

Israeli Company Claims Syria Activated S-300 System

ImageSat International (iSi) said on Tuesday images show three of the four S-300 launchers belonging to the long-range surface-to-air missile systems are in an upright position in the town of Masyaf in the western Syrian province of Hama.

“Due to the current regional tension and the detected erection of the launchers, it is possible that the mentioned activity indicates an increase of the operational level and alertness,” the company said.

It cited specific concern after noticing that only one of the launchers had been camouflaged.

“This situation is rare and raises question marks about the operational level of the whole battery and specifically of the covered and folded launcher,” it noted.

At the request of Damascus, Russia and Syria have maintained close defensive cooperation in battling terrorists in the Arab country.

The cooperation has flown in the face of Israel’s efforts at undermining Syria’s defences, with the regime repeatedly targeting Syrian military positions.

Last September, a Russian Il-20 reconnaissance aircraft was shot down and all the 15 servicemen on board were killed during Israeli airstrikes in the northwestern Syrian province of Latakia.

Moscow held Tel Aviv responsible for the downing and ordered the delivery of the S-300 defence systems to Syria.

A month after the systems arrived in Syria, Russian Deputy Foreign Minister Sergei Vershinin told Russia’s Sputnik news agency that the delivery would be followed by additional steps, without providing any further details.

He also issued a veiled warning to Israel, saying Russia hoped the Tel Aviv regime would exercise “good judgment” on the shipment of the S-300 batteries to Syria.

Terrorism in West Asia Result of US’ Wrong Policies: Iran

“Terrorism in the West Asia region is the result and unholy child of misguided policies of the US and some of the country’s allies in the region in recent years and decades,” Qassemi said in a Wednesday statement.

They have used these policies as a tool to implement their strategies, including the creation of Al-Qaeda and ISIS and other extremist and terrorist groups, the Iranian spokesman said, adding that such policies have imposed crises, tensions and long-term instability on this region.

“Trump is falsely accusing Iran of supporting terrorism while it is clear to everyone that Iran, the biggest victim of terrorism in recent decades, has paid considerable material and spiritual costs in its tireless and real fight against this scourge, which is demonstrated in its major and undeniable role in defeating ISIS in Iraq and Syria,” he said.

Pointing to the fact that religious minorities, including the Jewish people, are freely living in Iran and have independent representatives in the Iranian parliament, Qassemi said, “Several decades after the World War II, the Western governments still feel indebted to Zionists. This is while the cultured Iran has been a cradle of toleration, peaceful coexistence and ethnic and religious diversity and has hosted nearly all divine religions.”

“This old and well-rooted culture is a major characteristic of Iranians,” he said.

“The Jewish religion has always been hailed by the Islamic Republic of Iran like other Abrahamic religions, and has a high status according to the Constitution. But one cannot deny that the inhumane and criminal moves of the Zionist regime under the name of the Jewish religion have tarnished the image of Jews in the world,” he said.

Pointing out that Iranians are these days celebrating 40 years of their popular resistance with dignity and might on the occasion of the 40th anniversary of the victory of the Islamic Revolution, Qassemi said that “the Islamic Republic of Iran has held more elections than any other country in the region, including allies and close partners of the US which have dictatorial and authoritarian systems.”

“Undoubtedly, the Islamic Republic of Iran is the outcome of a popular revolution and is based on a democratic system.”

“Empty, illusionary and illogical allegations of the US president against the people and the Islamic Republic of Iran’s Establishment will fall short of covering up the crimes being committed by the US and its allied dictatorships promoting violence and extremism under the US support, which have massacred the suppressed the people of the region,” he said.

Qassemi’s comments came in reaction to Trump’s State of the Union address on Tuesday, during which he called Iran “the world’s leading state sponsor of terror,” and said the Islamic Republic “chants death to America and threatens genocide against the Jewish people.”

Iraq Allows Iranian Traders to Open Accounts in Its Banks

“According to an agreement reached with the Central Bank of Iraq, Iranian exporters can operate through Iraqi banks, and in this regard, Iranian banks can have dinar-denominated accounts in Iraqi banks,” he said.

On Tuesday, Iran and Iraq agreed on a payment mechanism that will enable the two neighbors to do business in the face of US sanctions on Tehran.

The mechanism was discussed in a meeting between Hemmati and his Iraqi counterpart  Ali Mohsen Ismail al-Alaq in Baghdad and the details were signed off on a document Tuesday night.

Hemmati met Iraqi bank directors, members of chambers of commerce and traders on Wednesday, saying the two sides had reached “good agreements.”

“According to the agreement, the Central Bank of Iran will have euro- and dinar-denominated accounts in Iraqi banks and gas and oil exchanges will be carried out via these accounts,” he said.

“Iraqi companies can also open accounts in Iranian banks and do trade in dinars,” said Hemmati who also announced that he agreed with a request for Iraqi banks to open branches in Iran.

“Therefore, with these agreements and the blessing of the Iraqi prime minister, banking relations between Iran and Iraq will be much stronger, and the expansion of trade relations between the two countries will take shape on this basis,” he added.

Hemmati arrived in the Iraqi capital on Tuesday to discuss banking relations and a payments backlog related to Iran’s gas and electricity exports to the Arab country, he wrote on his Instagram account.

Iraq is Iran’s biggest trade partner, but their relations are increasingly coming under pressure from the US which imposed unilateral sanctions on Tehran in May after abandoning an international nuclear agreement.

On Tuesday, Minister of Petroleum Bijan Zangeneh summed up the tricky situation.

“Every month, $200 million worth of Iranian gas is exported to Iraq which does not pay it, saying you are under sanctions. At the moment, we have $2 billion owed by Iraq for the gas and electricity sold to the country,” he said.

“We had an oil swap from Kirkuk. After the sanctions, the Iraqis stopped that too,” Zangeneh told a news conference in Tehran.

The swap deal was agreed at the end of 2017, under which Iraq was about to truck 60,000 barrels per day (bpd) of crude oil to Kermanshah in western Iran. Iraq’s southern Basra port would receive the same amount of crude from Iran either by tanker or pipeline.

The Iraqis made several batches of shipments but stopped them prior to Washington’s sanctioning of Iran’s oil sector on November 5.

Nevertheless, Iraq relies on Iran for electricity and consumer goods and trade ties are still strong.

Gas imports from Iran generate as much as 45 percent of Iraq’s 14,000 megawatts of electricity consumed daily. Iran transmits another 1,000 megawatts directly, making itself an indispensable energy source for its Arab neighbor.

Basra was hit by violent protests which spread to other cities last summer, partly because of a halt of Iranian electricity exports.

Iranian officials have said the country is pushing forth with a 2025 vision plan to raise its exports to Iraq to $20 billion a year despite US pressures on Baghdad to keep Tehran at arm’s length.

Foodstuff, livestock, construction material and plastic products constitute the bulk of Iran’s exports to Iraq. Iranian vehicles and food items are a ubiquitous sight in Iraq.

Iraqi PM Urges Trump to Eat His Iraq Comment

The Iraqi president US forces in Iraq are tasked with training Iraqi forces or fighting ISIS, and not monitoring other countries.

“We won’t accept Iraq to become a place for battles between Iraq and other countries, let alone accepting such remarks,” he said, adding that Trump’s remarks are violations of Iraqi Constitution.

“We believe such remarks are unhelpful and won’t help [solve] issues and we want our friends in Washington to change their position,” he said.

Speaking to CBS channel on Sunday, Trump said he would keep US bases in Iraq because he “want to be looking a little bit at Iran because Iran is a real problem.”

“All I want to do is be able to watch. We have an unbelievable and expensive military base built in Iraq, “he said.

Trump’s statement has met with widespread criticism from Iran and a wide array of Iraqi officials.

Iranian, French Diplomats Hold New Round of Tehran-Paris Talks

The latest developments of bilateral relations, the implementation of JCPOA and INSTEX, France’s obligations under JCPOA, the fight against terrorism and extremism and developments of the region were discussed in the meeting.

Speaking in the meeting, Iran’s deputy foreign minister urged other parties to the nuclear pact to make greater efforts to carry out obligations and restore the balance in implementing the pact.

Araqchi said Iran welcomes a financial mechanism created by European parties to the pact to protect Iran-EU trade, but said “the solution has been announced with long delays and we hope it will be implemented quickly.”

Gourdault-Montagne stressed France’s continued support for JCPOA, saying the mechanism was created as part of efforts to strengthen JCPOA.

“France is willing to continue dialogue with the Islamic Republic of Iran, an important and influential country, on all subjects of mutual interest,” he said.

Zarif Rejects Trump’s Accusations, Says US Brought Destruction to Region

“Iranians—including our Jewish compatriots—are commemorating 40 years of progress despite US pressure, just as [Donald Trump] again makes accusations against us,” said Foreign Minister Mohammad Javad Zarif, pointing to the ten-day celebrations in Iran on the 40th anniversary of the victory of the 1979 Revolution.

“US hostility has led it to support dictators, butchers and extremists, who’ve only brought ruin to our region,” he said.

In his address, Trump sought to justify his administration’s hardened line against Iran, saying he “has acted decisively to confront the world’s leading state sponsor of terror: the radical regime in Iran.”

“We will not avert our eyes from a regime that chants Death to America and threatens genocide against the Jewish People,” he said.

Trump also said the US had pulled out of the “disastrous” nuclear deal “to ensure this corrupt dictatorship never acquires nuclear weapons.”

Iran, France to Exchange Ambassadors Soon: Deputy FM

Speaking to Le Figaro on the sidelines of the sixth round of Iran-France talks in Paris, the Iranian diplomat said the two sides have reached agreement to exchange ambassadors.

“After six months of absence of representatives of the two countries, the exchange will be carried out in the near future,” he said on Tuesday.

France announced in September it will not name a new ambassador to Tehran due to what it described a failed bomb plot against a meeting of the Mujahedin-e Khalq Organization terrorist group in Paris in June.

Iran has been accused by several European governments of having a role behind the plot.

Tehran denies any role and officials have said the plot could be a false flag operation set up by Israel to damage Iran-Europe relations at a time when the US withdrawal from the nuclear accord has pushed them closer together.

France’s former ambassador to Iran, Francois Senemaud departed in the summer.

Iran was also yet to replace its departed ambassador to Paris.

There are speculations that Bahram Qassemi, the spokesman for Iran’s Foreign Ministry, will be appointed as Iran’s ambassador to France.

US Not to Gain Domination over Iran Again: President

Rouhani made the remarks in an address to the closing ceremony of the 36th Book of the Year Award and the 26th World Book Award of the Islamic Republic of Iran in Tehran on Tuesday.

He said Europe, the US and some reactionary Arab countries in the region imposed an all-out blockade against Iran but failed to achieve any success due to the Iranian nation’s faith, belief and hope.

The president said the US prevented four “scientists” from traveling to Tehran to receive their book awards and threatened that it would not give them visas to turn back to the United States, in a move that showed they are under sanctions.

“Who are you fighting with? You are fighting with the ideologies and civilization of the world. You are fighting with nations in our region,” Rouhani said.

“You are using a cheap, non-diplomatic and unacceptable language. You say that you will stay in Iraq to watch Iran, while you had been claiming that you are there to fight terrorism,” the Iranian president said, censuring US President Donald Trump for his recent remarks that he wanted to maintain an “incredible” US military base in Iraq to look “a little bit at Iran”.

He emphasized that neither Iranians nor Iraqis and nor any other individual around the world would accept such logic.

Rouhani said the Iranian nation would never succumb to US demands and would continue its path towards development.

According to media reports, nine foreign guests have been invited from different countries to participate in the 36th Iran’s Book of the Year Award in Tehran, but the Trump administration prevented four individuals living in the United States from traveling to Iran.
