Iran Raps EU’s Inaction on JCPOA in Talks with Russia

Iranian Deputy Foreign Minister Seyyed Abbas Araqchi

During the Thursday talks which took almost four hours, the two sides conferred on the latest developments regarding Iran’s nuclear program and the JCPOA.

Araqchi referred to the French initiative and President Hassan Rouhani’s negotiations in New York, and said, “The Islamic Republic of Iran always welcomes any idea and initiative that can contribute to the peaceful resolution of the crisis. However, such initiatives are acceptable only if they are balanced and realistic and serve Iran’s interests under the JCPOA.”

Araqchi criticized the US’ unilateralist policies and Europe’s failure to fulfill its commitments after Washington’s withdrawal from the JCPOA, and said, “If Iran’s demands are not met, the Islamic Republic will continue to reduce its JCPOA commitments based on its right enshrined in Article 36 of the accord, and no one should doubt Iran’s resolve to do that.”

The Iranian diplomat at the same time stressed that the path for diplomacy is still open. “However, this path is getting narrower and more impassable every day, and the countries remaining in the JCPOA should know they have little time, if they are serious about maintaining the deal.”

Ryabkov, in turn, stressed that the US’ withdrawal from the JCPOA is a stark violation of the UN Security Council Resolution 2231.

“Russia supports the JCPOA as a great achievement of multilateralism and will keep in touch with other JCPOA parties in order to save the deal,” he added.

During the meeting, the two sides also highlighted the value of close consultations between the two states on the JCPOA and other important regional and international issues, and stressed the necessity of continuing these talks.

Araqchi and Ryabkov, as two senior negotiators of Iran and Russia, have had regular negotiations in Tehran and Moscow since the beginning of nuclear talks.

President Donald Trump unilaterally withdrew the US from the Joint Comprehensive Plan of Action in May 2018 and unleashed the “toughest ever” sanctions against the Islamic Republic in defiance of global criticism in a failed bid to strangle the Iranian oil trade.

The JCPOA was reached between Iran and the P5+1 group of countries — the US, the UK, France, Russia, and China plus Germany — in July 2015.

In response to the US move, Tehran has so far rowed back on its nuclear commitments three times in compliance with articles 26 and 36 of the JCPOA but stressed that its retaliatory measures will be reversible as soon as Europe finds practical ways to shield the mutual trade from the US sanctions.

The Atomic Energy Organization of Iran (AEOI) said on October 6 that Tehran will continue to further scale back its commitments under the JCPOA if the other signatories fail to keep their side of the bargain.

“Iran’s decision to reduce part of its commitments under the JCPOA was taken after one-year strategic patience in response to a unilateral move by Washington to withdraw from the deal and with the purpose of striking balance between the [country’s] rights and commitments,” said the AEOI’s spokesman, Behrouz Kamalvandi.

Iran Says Ready to Build Power Plants in Azerbaijan

During the Thursday evening meeting, President Rouhani said, “With the efforts of senior officials of Iran and the Republic of Azerbaijan relations have increased to a satisfactory level.”

He expressed satisfaction with the effective role of the economic cooperation commission of the two countries, saying, “In the field of industrial cooperation and auto industry, a good ground for cooperation has been provided and Iran is also ready to construct power plants in the Republic of Azerbaijan.”

On the importance of completing the North-South Transit Route, he said, “Iran and the Republic of Azerbaijan have very good cooperation in this field, which we hope the final phases also pursued more quickly.”

Rouhani also referred to the importance of creating preferential tariffs in trade for facilitating investment and joint ventures as a valuable step in further development of economic relations between Iran and the Republic of Azerbaijan.

He further stressed cementing relations between the two countries in the Caspian Sea as the sea of friendship, peace and development, adding, “Iran is always ready to develop maritime relations and cooperation with the Republic of Azerbaijan in the Caspian Zone in the fields of exploration and also environment”.

On scientific and cultural cooperation between Iran and the Republic of Azerbaijan, the President continued, “Cooperation in scientific and cultural fields, as well as modern technologies should develop within the framework of cooperation among universities and research centres of the two countries.”

Rouhani referred to the two countries’ common views in regional and international fields, saying, “The Iranian government and nation have always been alongside the Azerbaijani government and nation in international communities, and the two countries can contribute to more regional and global peace and security.”

“Tehran, Baku and Moscow should develop their trilateral and bilateral cooperation,” he said, adding that the relations should deepen.

Rouhani also invited his Azerbaijani counterpart to make an official visit to Tehran.

At the meeting, the President of Azerbaijan described Rouhani’s visit to Baku as a good opportunity for development of relations.

“The deep cultural and historical bonds between Iran and the Republic of Azerbaijan is a good ground for further deepening of relations, which have considerably increased in your term in office,” he said.

President Aliyev described the 70-percent growth in trade between the two countries in one year as a praiseworthy record and said, “The two countries’ cooperation within the framework of economic cooperation commission in the fields of energy, banking, industry and transportation have a good pace and the development of the North-South Corridor project is completely clear.”

He also called on Iran to cooperate in constructing power plants in Azerbaijan and said, “Azerbaijan is ready to cooperate with Iran in maritime fields in the Caspian Zone, including in exploration.”

The Azerbaijani President stressed the tripartite summit of Iran, Azerbaijan and Russia and called cooperation beneficial to the three countries.

On the importance of the Non-Aligned Movement (NAM) Summit, he said, “We want to defend all member states’ interests within the framework of this movement.”

Iranian VP, Japanese PM Discuss JCPOA in Tokyo

In the Thursday meeting, Abe appreciated Joneydi’s participation in a ceremony held on Tuesday for proclaiming Japanese Emperor Naruhito’s enthronement.

“This year is the 90th anniversary of the establishment of diplomatic relations between Iran and Japan,” Abe said, hailing recent meetings and talks between the two countries’ officials, including his June trip to Tehran and his meeting with President Hassan Rouhani in New York on the sidelines of the annual gathering of the UN General Assembly.

He further highlighted the significance of the Joint Comprehensive Plan of Action (JCPOA) for protecting international peace and security, and said Japan still supports the 2015 deal and demands all parties fulfill their commitments.

Abe also stressed his country’s commitment to help stabilize the Middle East through diplomacy. “We will persistently continue our diplomatic efforts.”

For her part, Joneydi expressed pleasure with her visit to Japan, saying that Iran has always been faithful to its commitments under the JCPOA, and that has been confirmed by the International Atomic Energy Agency (IAEA) for 14 times.

She also noted that the prerequisite for the survival of the deal is that all parties implement their commitments, and Iran reaps the benefits of the deal.

During the meeting, the two sides also exchanged views on development of mutual cooperation and establishment of peace and stability in the Middle East region.

Iran President in Baku to Attend NAM Summit

In Baku, the president is to attend and deliver a speech at the 18th Summit of the Non-Aligned Movement (NAM), said Alireza Moezzi, the deputy head of the Iranian president’s office for communications.

“In addition to addressing the summit and elaborating on the Islamic Republic’s stances on major regional and international affairs, Rouhani will also hold bilateral meetings with the Azeri president,” he added.

“In the meeting, the two sides will review the most pressing issues in Tehran-Baku relations, and the trend of implementing agreements and joint projects,” Moezzi noted.

“On the sidelines of the NAM Leaders’ Summit, the Iranian president will also hold separate talks with some of the leaders attending the summit, during which the most important issues of mutual interest, regional and international developments will be discussed.”

President Rouhani will return to Iran on Friday night, Moezzi said.

At the Summit, the Republic of Azerbaijan will take over the presidency of the NAM for a three-year period (2019-2022).

The Non-Aligned Movement (NAM) is an international organization (group of countries) who do not want to be officially aligned (friends) with or against any major power bloc (group of countries). In 2018, the movement had 125 members and 25 observer countries, which account for 55 percent of the world’s population.

Number of Omanis Visiting Iran Rises by 362 Percent

Iranian Minister of Cultural Heritage, Handicrafts, and Tourism Ali-Asghar Mounesan

Addressing a meeting of the private sector tourism activists from Iran and Oman in the Arab country on Tuesday, Mounesan said he was delighted to visit Oman, a beautiful country that promotes peace and friendship.

Highlighting the significance of tourism industry in the contemporary era, the Iranian minister said, “In fact, in an age that the tools and technologies in industry and agriculture are increasingly replacing human force, the global tourism industry with great capacities for services and exports could save the societies from poverty and unemployment.”

He also cited the advantages of tourism industry, such as rapid job-making, low investment for every job, inclusiveness, and even distribution of wealth and income.

“As the world’s third biggest economy, tourism is taking fast steps to take the first place. By relying on this industry, no country will be ever worried about the exhaustion of its natural and nonrenewable resources anymore,” Mounesan added.

According to the World Tourism Organization, Iran has been ranked the second fastest-growing country in terms of attracting foreign tourists, the minister added, noting that the number of tourists who have visited Iran in the first six months of the current Iranian year has risen by 26 percent compared to the corresponding period last year.

He also unveiled plans to strengthen the tourism industry by setting up traditional house hotels and boutique hotels, devising the national document on the promotion of tourism, creating new tourist lines, carrying out 2,451 projects across the country with an investment of $20 billion, providing legal support for the investors, and facilitating the process of issuing licenses.

“Everything betokens an emerging economic boom in our country in a not too distant future,” the minister added.

Highlighting the close bonds between Iran and Oman in light of their religious and cultural commonalities and their shared traditions and customs, Mounesan said Iran’s move to remove visa restrictions for the Omani citizens reveals the Islamic Republic’s determination to ease the travels by foreign tourists.

He said around 49,000 Omani tourists visited Iran in the first half of the current Iranian year, which shows as 362 percent increase compared to the same period a year before.

Iran’s main advantage in the tourism industry is the diversity of the fields available to the foreign tourists, he explained.

Describing the maritime routes as a suitable option for enhancing the trip routes and reducing the costs of travel, Mounesan said the private sectors of Iran and Oman could contribute to stronger bilateral relations and create new grounds for the promotion of tourism industry in the both nations.

Iran’s Minister of Cultural Heritage, Handicrafts, and Tourism has travelled to Oman with a 60-strong delegation from the private sector in order to promote the tourism industry.

Iranian, Turkish FMs Discuss Northern Syria Situation

Zarif and Turkish FM Meeting in Baku

In this meeting, the two sides conferred on the latest developments in bilateral ties, the current situation in northern Syria, the Astana Process, the formation of a Constitutional Committee in Syria, and other issues of mutual interest.

The talks came after a deal between Russian President Vladimir Putin and Turkish President Recep Tayyip Erdogan on a 10-point memorandum of understanding to end the conflict in northern Syria.

Russia and Turkey announced a wide-ranging agreement that addresses a major Turkish concern — the presence of Kurdish YPG forces near their border.

Under the deal, Russian military police and Syrian border guards will enter the Syrian side of the Syrian-Turkish border from noon Wednesday. Over the next 150 hours, they are to remove the YPG and their weapons, back to 30 km (about 18 miles) from the border. From 6 p.m. local time next Tuesday, the Russian military police and Turkish military will begin patrols along that line.

On Wednesday, Iran’s Foreign Ministry Spokesman Seyyed Abbas Mousavi hailed the agreement, and said Iran welcomes any move that would result in the maintenance of Syria’s territorial integrity, reinforcement of its national sovereignty, and return of stability and calm to the region.

Iran Sets Up Permanent Pavilion in Azerbaijan to Promote Knowledge-Based Products

Considering the Iranian Vice Presidency for Science and Technology’s target of promoting the domestic and foreign knowledge-based products market, Iran inaugurated its first permanent pavilion in Baku, the capital of Republic of Azerbaijan.

Representatives of a number of Iranian knowledge-based companies traveled to the Republic of Azerbaijan in mid-October in order to boost the export of various homegrown products, such as high-resistant flooring materials, probiotics and livestock medication, food flavors, as well as biological and environmentally friendly fertilizers and pesticides.

Baku played host to 50 Iranian knowledge-based enterprises during the 4-day event.

The Iranian representatives also held trade meetings with the Azeri companies that resulted in 6 memorandums of understanding worth $4 million, which are expected to expand export interaction and the transfer of technology between the two sides.

Moreover, the first permanent pavilion of Iran in Baku was opened during the event, exhibiting Iranian knowledge-based products in cooperation with the private sector. The pavilion is providing Iranian marketing groups from the knowledge-based companies with booths to display their products in the permanent fair.

The pavilion, founded with financial support from the Vice Presidency for Science and Technology and from the Innovation and Development Fund, is going to work as a base for the export of Iranian knowledge-based products to the Republic of Azerbaijan and to the markets in the Commonwealth of Nations.

In comments on the sidelines of the event, Chairman of the Innovation and Development Fund Ali Vahdat hailed the new agreements as a new chapter in the cooperation between Iran and Azerbaijan in the knowledge-based activities.

During their stay in Baku, the Iranian delegation also visited High Tech Park of Azerbaijan and the advanced factories of the STP Company. The two Azeri centers have a great capacity to attract advanced technologies and investment for the promotion of applied products.

People, Global Trade Put at Risk by US Sanctions: Zarif

Zarif made the remarks in an address to the preparatory ministerial meeting of the 18th NAM Summit in the Azerbaijani capital city of Baku on Wednesday.

“In fact, the US’ addiction to sanctions—or more correctly economic terrorism—against the people of many non-aligned countries, including Cuba, Venezuela, Syria, Iran and even major powers such as China and Russia, is undermining the fabric of international economic relations, and putting hundreds of millions of people, as well as global commerce, at risk,” he said.

Zarif also underlined the urgent need for the international community to take a “unified stance” in order to avert a global catastrophe by compelling Washington “to reverse its dangerous course.”

The top Iranian diplomat further stressed that the “irresponsible” US withdrawal from a 2015 multilateral deal on Iran’s nuclear program has been “another major disrupting element in our region and beyond. “

“The American economic war — indeed its economic terrorism — targeting ordinary Iranian people and wishfully attempting to starve them into submission — is not just a willful and publicly-announced crime against humanity, but a grave and immediate threat to international peace and security,” he added.

Elsewhere in his address, Zarif said Western Asia suffers the most from the vendetta against the global order.

Touching on the issue of Palestine, he warned that the nation’s right to self-determination, as one of the most important NAM objectives, was being trampled on by “unilateral and destructive” US policies, particularly by Washington’s “illegal and dangerous” position on occupied Jerusalem al-Quds and the Golan Heights.

“The Zionist regime has been emboldened by the US’ blind support—and unfortunately also by the short-sighted acquiescence of some in our region — to usurp and absorb more, and even more, of Palestine,” Zarif said.

He further referred to the horrendous atrocities being committed by the Saudi-led coalition against the people of Yemen, with full US backing, saying the situation is spiraling out of control and leading to further escalation and insecurity in the region and beyond.

Iran DM Says Trump’s Threat of War ‘A Bluff’

“It seems more like a bluff to cover their chagrin” for their failed policies, General Hatami told reporters on the sidelines of a cabinet meeting on Wednesday.

The minister’s remarks came in response to Trump who said on Monday that the US may get into new wars, when asked about Washington’s foreign policy priorities.

Trump insisted that he is working to bring home American soldiers but warned the US may soon enter into new military conflicts.

“We may have to get into wars.  We’re better prepared than we’ve ever been. If Iran does something, they’ll be hit like they’ve never been hit before. I mean, we have things that we’re looking at,” he said in a cabinet meeting.

The Iranian minister warned the US about a crushing response in case of making the mistake of taking a measure against Iran.

“If they make a mistake, they will receive a response that will make them more ashamed than the previous measures which brought about humiliation to them,” Hatami said.

He said that the Iranian Armed Forces stand fully ready to protect the nation and the country’s borders and will give a crushing response to any threats or excessive demands.

Chairman of the Chiefs of Staff of the Iranian Armed Forces Major General Mohammad Baqeri also underscored the Islamic Republic’s deterrent power on Tuesday, warning that enemies will have to pay heavy costs if they carry out any act of aggression against the country.

Such a confrontation, he added, would merely bring the enemies heavy casualties and humiliation.

The chief commander of Iran’s Army also said earlier this month that the country will give a crushing response to any threat posed by enemies at any level.

Major General Abdolrahim Mousavi said the Iranian Armed Forces have simulated “the most severe and worst-case” threats against the country, and are ready to respond in kind and defend the Iranian borders, skies and nation as well as the Islamic Revolution’s ideals.
