The suicide attack, which took place on Thursday morning near one of the police headquarters of Chabahar, has so far killed police officer Dariush Ranjbar and conscript Nasser Darzadeh, a deputy governor-general of Sistan and Baluchestan province said.

At least 40 others including eight woman and five child have also been wounded as a result of what IRGC Ground Force Commander Brigadier General Mohammad Pakpour describes as a “blind” terrorist attack.

One of those wounded in the incident is in critical conditions, according to local officials.

The suicide attacker has been killed in the car bomb, officials said.

The Ansar al-Furqan terrorist group has officially claimed responsibility for the attack.

Iran, in cooperation with India, has in recent years been developing the port city of Chabahar in order to turn it into a regional hub of trade. The city is particularly important for facilitating trade between India and Afghanistan.

Chabahar Terrorists Take Orders from Notorious Centres: Iran

In a Thursday statement, Qassemi condoled with the Iranian nation, especially the families of those martyred, and wished speedy recovery for those injured in the “cowardly” attack which killed and wounded several innocent Iranian people.

“The terrorists who carried out the malicious and inhumane attack on Chabahar trade zone today had been propped up in the bosom of certain countries and centres promoting violence and extremism in the region,” Qassemi said.

He noted that the attack was aimed at portraying Chabahar as insecure, and harming the region’s economic development, which is underway in cooperation with regional countries.

According to Qassemi, the region’s development is particularly important as it contributes to economic prosperity, security, and stability in the country’s eastern borders.

“The violent death-mongers who take orders from notorious centres will soon be severely punished for committing this crime, no matter where they are,” he vowed.

Researchers Use Nanotechnology to Treat Nervous System Diseases

Parkinson’s disease is the second most common disease among the elderly after the Alzheimer’s, says Dr Dina Morshedi, an Associate Professor at the National Institute of Genetic Engineering and Biotechnology of Iran.

“Studies show that over 2.6% of people over the age of 85 suffer from Parkinson’s disease. Given the increased rates of these diseases, finding a suitable preventive therapy is very important,” noted Morshedi, adding that the study conducted by the Iranian researchers is therefore of a great significance.

Formulation of new medications, as well as finding a way to deliver drugs to target cells, has turned into one of the most important topics in the field of medical biotechnology and nanoscience technology, she went on to say.

“The cause of many diseases of the nervous system, including the Alzheimer’s and Parkinson’s, is a kind of protein accumulation,” she noted.

“In this study, we first tried to produce the Alpha-synuclein protein that plays an important role in the disease. In the second phase, we designed a nano-scale medication delivery system to help the delivery of small amounts of Baicalein that is unstable and has very low solubility in aqueous solutions. Baicalein has positive effects in this regard.”

She stated that in the present study, the effectiveness of the Baicalein is measured by the designed nano-system. “In the system we designed, nano-liposomes play the role of pharmaceutical nano-materials. The use of nano-liposomes as nano-carriers not only does not diminish the antioxidant properties of the drug during transport, but also improves it,” she further explained.

According to the researcher, this nano-composite, which does not have any cytotoxicity on neuronal cells, leaves the drug in a slow and controlled way in the target tissue and results in a stable effect of the drug.

The research has been carried out by Dr Dina Morshedi and Dr Farhang Ali-Akbari from the National Institute of Genetic Engineering and Biotechnology; Dr Ali-Akbar Shabani and Dr Abbas-Ali Vafaei, faculty members of Semnan University of Medical Sciences; Dr Hassan Bardania, a faculty member of Yasuj University of Medical Sciences; Dr Seyyed Abbas Shojaa-ol-Sadati, a faculty member of Tarbiat Modares University; Dr Ali Akbar Sabouri, a faculty member of Tehran University; and some other researchers from Denmark and Germany.

The World Health Organization has predicted that the number of people with diseases of the nervous system will grow three times over the next thirty years given the world’s ageing population.

Tochal Ski Resort Wildly Popular for Proximity to Tehran

Skiers and mountaineers from Tehran who enjoy watching the snowy peak of Tochal always dreamt of exercising in an area close to Tehran. The dream came true in 1976 thanks to efforts made by a number of athletes.

Back then, with the establishment of Tochal Gondola lift, the skiers and mountaineers were provided with a chance to travel to Tochal Peak at 3,944 metres above the sea level. Tochal gave the Iranian and foreign athletes a chance to ski in a piste just five kilometres away from Tajrish Square.

The resort’s southern border stands at a height of 3,850 metres (lower part of the peak) and extends to Tochal Hotel (at a 3,550-metre height). It also has a chairlift. The length of the resort is 1,200 metres.

Tochal hosts sportspeople each year from November to June.

The resort was registered as an international one by the International Ski Federation. It has already hosts a number of international snowboard competitions attended by Olympic champions.

Iran Dispatching Workers to Australia, Canada, Denmark

According to Director Mohammad Akbarnia, the director general of workforce management at the Iranian labour ministry, the centres have been established as part of the country’s new initiatives to facilitate the dispatch of workforce abroad.

Akbarnia said a conference was recently held abroad during which Iranian officials made arrangements with the private sectors of the five countries in a bid to pave the way for further dispatch of Iranian workers.

“Given the European countries’ need for further workers, we may send more of them to the countries in the near future,” he said.

Akbarnia said the Islamic Republic plans to establish such support centres for Iranian workers in other states as well, and efforts are underway to obtain the required licences.

The centres in Australia, Canada, Oman and Turkey began their operation one year ago, and the Denmark office was opened recently.

The Iranian workforce abroad can refer to the centres to receive legal help to resolve their problems, he added.

The centres are tasked with finding jobs for workers linked with international recruitment centres in Iran, protecting their rights and resolving the legal problems of Iranians working in these countries.

Iranian, German Researchers Study Varamin’s Prehistoric Climate

Morteza Hessari, the head of the joint research group in the second phase of the study, said understanding the region’s climate in prehistoric eras is highly significant for understanding the turning points in history of the plain.

“Without in-depth research into the weather of the ancient era, it’s impossible to recognize and analyze most of the historic events,” he noted.

According to Hessari, the research is part of a larger scientific project aimed at taking samples from the sediments of Varamin Plain.

“To this end, a delegation made up of archaeologists from Iran and their counterparts from University of Berlin has been dispatched to the area with the aim of understanding its weather during ancient times,” he noted.

Hessari said knowing about the region’s weather in prehistoric eras is one of the main archaeological challenges of the plain.

He then expressed hope that with such projects, the scientists would be able to find some convincing responses to major questions like why people abandoned the areas during the ancient times.

Varamin is the capital of Varamin County in Tehran Province, Iran.

Iran’s Missile Tests Not Banned by UNSC Resolution 2231: Zarif

Reacting to the US officials’ remarks against Iran’s missile program, Zarif said it goes without saying that neither the JCPOA nor the UN Security Council Resolution 2231 ban Iran’s missile program.

Speaking to reporters after a cabinet session on Wednesday, he said the US officials have admitted it both in the previous and current administrations.

“As former US Undersecretary of State Wendy Sherman and Brian Hook, the US Special Representative for Iran, recently said, the Islamic Republic’s missiles are categorized as conventional weapons because of their precision-guided capabilities,” he said.

The US officials’ remarks serve as a pretext for the country to justify its own violation of the Iran nuclear deal and the UN Security Council Resolution 2231, he added.

“As we witnessed, the UN Security Council declined to hold a meeting based on the US’ unfounded accusations against Iran’s missile program,” he noted.

He touched upon Iran’s defensive capabilities and said as the Islamic Republic has always underlined its policies are totally defensive.

“Those states which are making provocative remarks about Iran’s defensive capabilities are those which have flooded our region with weapons, endangering our regional security. Such states are not in a position to urge us to put aside our defensive programs.”

Touching on the return of US warships to the Persian Gulf, Zarif said as Iran has always stressed, the presence of foreign forces in the Persian Gulf undermines its security and Iran will strongly defend its territory.

Europe Finalizing SPV in Secrecy

Elsewhere in his remarks, the Iranian official referred to the latest developments in mutual cooperation between Iran and Europe over the future of the JCPOA and said the two sides have gotten closer to a final agreement over the financial mechanism to keep their trade ties under the US sanctions.

“The US officials are used to hampering any effort to normalize ties between Iran and Europe. That’s why the Europeans are following up the issue behind closed doors. They will share their final decision with Iran immediately after reaching a conclusion,” he said.

On Iran’s commitments under Paris Climate Agreement, Zarif said under the guidance of Iran’s leader, the Islamic Republic has already developed a plan aimed at decreasing greenhouse gas emissions which is much more serious than the Paris deal.

“It’s important for Iran to have an active participation in significant international events which could meet our interests. Absence from international arenas has never been helpful to us. What distinguishes us from Washington is our commitment to our pledges,” he noted.

He underlined that Iran’s current policy will further isolate the US in the international arenas.

“We have never forced any country to act against its own interests. But huge interests should never lead any state to manipulate international law for its own benefit. Each state has the right to make its own decision on having or not having relations with us,” he said, adding that Iran’s market is ideal for most states.

Iranian MPs Pass Amendment to CFT Bill

Foreign Ministry Condemns FATF’s Blacklisting of Iran

In an open session on Wednesday, the legislators gave the thumbs up to the Parliament’s National Security and Foreign Policy Commission’s amendment to the first clause of the CFT bill after the supervisory Guardian Council announced some of the provisions needed to be changed.

The ratified amendment will now go to the Guardian Council again for approval.

Meanwhile, lawmakers did not accept the changes that the Guardian Council had demanded be made to the second clause of the bill. So, the second clause will be sent to the arbitrative Expediency Council, which will make the final decision on the controversy.

The bill is part of four sets of legislation proposed by the government of Hassan Rouhani to get the country out of the black list of the global anti-money laundering body, the Financial Action Task Force (FATF).

Two other bills had been approved by the parliament, but rejected by the Guardian Council. After the parliament refused to change the bills, they were referred to the Expediency Council, which is entrusted with acting as an arbiter between the two bodies.

The fourth bill, an amendment to the country’s law against financing terrorism, was earlier approved by the parliament and the Guardian Council, and signed into law by President Rouhani.

Iran entered into talks with the G7-created FATF to join the body following the January 2016 implementation of the JCPOA, the nuclear deal between Tehran and world powers.

However, Iran’s adoption of FATF standards has slowed down in recent months, over concerns among conservative politicians that the move could endanger Iran’s national security interests.

The FATF has requested Iran to implement necessary reforms until February 2019.
